Guidelines and Form on Work Permit Application in Harbour


Craft Industry (For Non-Traditional Source Workers Only)
For Existing Harbour Craft Companies

1 The worker must not be in Singapore before the In-Principle Approval (IPA) is given. After you have obtained
the IPA, you must furnish a Security Bond for the worker before his arrival in Singapore.

2 We encourage you to apply the Work Permit for your foreign crew electronically. The processing time for
Work Permit applications submitted via:

• WP Online - Next working day


(under ‘Work Permit (Foreign Workers)’>‘e-Services and Forms’
at http://www.mom.gov.sg)

• Application for a Foreign Worker / Trainee in Non-domestic Sector form - 7 working days
which can be printed from the MOM’s website
(click on ‘Work Permit (Foreign Workers)’>‘e-Services and Forms’
>’Forms for Foreign Worker (Non-construction/Non-domestic)’)
The Work Permit Application Form can be submitted at any SingPost post offices, MOM-appointed
Collecting Agent.

3 Please attach the following documents to the completed Work Permit Application that is signed by the employer:

(a) For Certificated Crew (On arrival, the crew has to be endorsed by the MPA that he is a certificated crew)

(i) A completed Work Permit Application Form


(ii) Clear photocopy of the worker’s Passport

(b) For Non-Certificated Crew

Please submit documents 3(a) (i) and 3(a) (ii) stated above. In addition, the crew may be placed on low levy
if you submit one of the following:

(i) The original and photocopy of the General Rating Certificate


(ii) A “Skilled” certificate issued from the country of origin (both the original and photocopy) together with
an Application for Conversion to Low Levy for Harbour Craft Industry Form that is signed by the
Director (Sole-Proprietorship or Partnership) or Manager (for private limited companies only) of the
company. The foreign worker will be placed on a low levy if the MPA certifies him to be a skilled
worker. The Application Forms can be printed from MOM’s website.

Note: Certificated & non-certificated crews are only allowed to work onboard MPA-registered harbourcrafts.

4 The outcome will be mailed to company’s address for Work Permit Applications submitted through SingPost
post offices. WPOL users may print the outcome from the WPOL systems.

For A New Company or An Existing Company with Multiple Activities:

1. For a new company:

If you are a first-time business employer who has not applied for Work Permits or S Passes before, you are
required to select ONE business activity in which the foreign workers will be recruited for. To do that, please
submit an application for Industrial Classification first before you submit the Work permit application form.

(a) We encourage you to submit this form electronically. The processing time for application for Industrial
Classification submitted via:

• Online Application for Industrial Classification - 2 working days


(under ‘Work Permit (Foreign Workers)’>’e-Services and Forms’
at http://www.mom.gov.sg)

• Application for Industrial Classification form which can be printed from - 7 working days
MOM’s website (click on ‘Work Permit (Foreign Workers)’
>’e-Services and Forms’>’Forms for Foreign Worker (Non-construction/Non-domestic)’)
Please fax the completed application for Industrial Classification form to 6538 7275/6538 7276.

(b) Please note we will return the Work Permit application form(s) if the first-time business employer has not
classified under specific sector or industry. There will also be no refund of the $10 administrative fee.

2. For a company with multiple activities, please submit the following documents:

(a) A company letter to request for a new CPF account under Harbour Craft industry
(b) The Reply Form for Application for Harbour Craft Workers (attached at Annex A) that is signed by the Sole-
Proprietor, Partner, Director or Manager (for private limited company only) of the company
(c) A clear photocopy of the Harbour Craft Licence issued by the MPA valid for at least 6 months
(d) A clear photocopy of the company’s latest Accounting and Corporate Regulatory Authority (ACRA) Instant
Printout indicating the kind of business activity the company is in
(e) For a company that has registered with the ACRA for less than 6 months and has no CPF account, please
approach the CPF Board for a CPF account, contribute CPF for your local employees for at least 1 month
and submit the above documents and the 1 month CPF contribution statement.
