Title MULTI CREW CO-OPERATION INSTRUCTOR (MCCI)

1. Introduction

1.1. JAR-FCL 1.261 requires students wishing to obtain an initial type


rating on an MPA to undergo MCC training. MCC instructional
privileges are an integral part of TRI Ratings and SFI Authorisations.
However, TRTOs specialising in MCC training may not always have
access to qualified TRIs/SFIs.

1.2. NPA 1-16 contains proposed requirements for the issue, revalidation
and renewal of a 'stand alone' MCCI(A) Authorisation. The MCCI(A)
Authorisation is intended to cater for MCC instructors who do not
hold a TRI/SFI(A) qualification. The industry consultation period for
NPA 1-16 commenced on the 1st June 2002 and ends on the 30th
September 2002. Amendment 3 Version of JAR-FCL, incorporating
changes brought about by the NPA 1-16 consultation, is likely to be
published during March/April 2003.

1.3. The purpose of this OAM is to give effect to the proposed MCCI(A)
Authorisation requirements, as contained in NPA 1-16.

2. MCCI(A) Privileges and Requirements

2.1. The privileges of the holder of an MCCI(A) Authorisation is to carry


out instruction for the practical part of MCC courses when not
combined with type rating training.

2.2. The requirements to be met by an applicant for an MCCI(A)


Authorisation are as follows:

(a) hold, or have held within the last 3 years, a professional pilot
licence issued by a JAA Member State or a JAR-FCL
professional pilot licence acceptable to the Authority and a MPA
Type Rating;

(b) have at least 1500 hours flying experience as pilot of MPAs;

(c) have completed, on an FNPT II or flight simulator, an approved
MCCI course (see AMC FCL 1.365); and

(d) have conducted on a complete MCC course at least 3 hours


flight instruction / MCC instruction on the relevant FNPT II or
flight simulator under the supervision and to the satisfaction of a
TRI(A), SFI(A) or MCCI(A) notified by the Authority for this
purpose.

2.3 If the privileges are to be extended to another type of FNPT II or


flight simulator the holder shall complete 2.2(d) of this OAM on that
type of FNPT II or flight simulator.

3. MCCI(A) Revalidation and Renewal Requirements

3.1. For revalidation of an MCCI(A) Authorisation the applicant shall,


within the last 12 months of the validity period of the Authorisation:

(a) have held a type rating on an MPA; and

(b) have completed the requirements of 2.2(d) of this OAM.

or;

(c) during an MCC training exercise in the relevant FNPT II or flight


simulator have demonstrated competence as an MCCI(A) to the
satisfaction of the Authority.

3.2 If the Authorisation has lapsed the applicant shall:

(a) meet any refresher training requirements as determined by the


Authority; and

(b) during an MCC training exercise in the relevant FNPT II or flight


simulator have demonstrated competence as an MCCI(A) to the
satisfaction of the Authority.

4. Effective Date

This OAM shall remain effective until the implementation of Amendment 3


Version of JAR-FCL Part 1 (aeroplane).
