Responsabilities:. Responsible for day to day running of all HSE activities for all project location .
Direct liaison with client HSE in order to provide assistance and guidance for all HSE matters
associated with all phases of the project. Responsible for the updating Emergency Response Plan

Responsibilities : I was responsible for the co-ordination of all activities carried out by the Yanbu
olefins plant Field Safety Team and for ensuring that they carry out their duties and responsibilities
in line with the requirements of the Company Policy Statements and procedures.
Ensuring all safety rules, regulations and procedures are fully implemented and adhered to by all
personnel (Company , Contractors or Subcontractors).
Ensuring that all prescribed safety measures are applied to maintenance and repair work, and
authorizing the Work Permits accordingly.

potential hazards and define the appropriate safety measures to be adopted; issuing specific

Responsibilities : Establishing the company’s health and safety objectives.
Establishing a program in which health and safety is an integral part of management – from top level
managers to supervisors . Elaborating a policy which should detail the arrangements for protecting
employee’s health and safety and outline responsibilities of management and employees. Policy must
be supported by written procedures so that every one in the company is aware of their
responsibilities. Ensuring that employees follow and understand the procedures . Reviewing and
updating policies and procedures to reflect any changes in legislation , rig and equipment ,
substances used in the workplace , systems of work or the work environment. Assure in all
instances , the normal response to an emergency hydrogen sulphide situation because Hydrogen
sulphide is soluble in water , also is soluble in oil , as the temperature of the oil increases , the
solubility of the hydrogen sulphide increases ; there are several ways that this gas can be released
from the mud.

Providing inspection advice and support to departments both construction and commissioning , and
ensuring suitable measures are in place to enable inspection programmers to be effectively

and associated equipment , for electrical equipment and installations used to provide electric power ,

requirements of new legislation which underpins the Safety Case regime in interfacing with client .

Responsibilities : Preparation and maintenance of Safety and Environmental Management System
procedures. Liaison with outside Authorities and Agencies with regard to verification health and
safety aspects. Provision of technical support and assistance to operations , safety and
documentation functions. Co-ordination of updates to safety cases for operated installations .
Preparing and maintaining the company inspection and certificate standards. Ensure that all
classification and Verification\Examination activities relating to site installation , including annual
surveys are planned and coordinated.
Administer certain contracts(and provide input to budgets) on behalf of Production Operation
Department (such as Verification\Examination Bodies , Radiological Protection). Acting as
radiological protection supervisor for site and coordinating radiological protection activities.
Providing assistance in the execution of Hazardous Operations (HAZOP) and risk assessment studies
in support of engineering modifications as necessary . Recognition of confined spaces and their
hazards such as temperature extremes, engulfment hazards, slick surfaces, noise, and assure specific
safe work practices for testing, monitoring, and ventilating the atmosphere, isolation of energy
sources (lockout-tagout). Providing a classification system for confined spaces (Class A-Immediately
Dangerous to Life/Health (IDLH); Class B-dangerous, but not IDLH; Class C-potentially
hazardous). Providing a checklist of factors to consider for each class, and providing information on
establishing a permit-based entry system, testing and monitoring the atmosphere in a confined space,
safe work procedures, and safety equipment and clothing (PPE). Planning rescue procedures and
training. Identifying potential hazards associated with lead-containing paint, and providing
recommendations to reduce lead exposure and prevent lead poisoning among workers involved in
painting steel structures.
Develop and implement procedures to control hazardous electrical energy which include lockout and
tagout procedures and ensure that workers follow these procedures. Identify potential electrical
hazards and appropriate safety interventions during the planning phase of construction or
maintenance projects. This planning should address the project from start to finish to ensure workers
have the safest possible work environment.
Evaluation of potential fall hazards; implementation of fall protection programs : proper erection,
maintenance and use of access equipment (e.g., scaffolds and ladders) , installation and maintenance
of appropriate barriers (e.g., guard rails and/or covers on floor openings) and proper selection and
use of fall restraint and fall arrest systems in situations where exposure to falls cannot be eliminated.
Assuring measures and precautions which must be taken when working with trenches to protect
workers in excavations and to ensure that the earth does not collapse on workers who must enter
inside.

Division , Safety Department , Safety Specialist ; January-December 2003 ;
Responsibilities : Responsible for HSE matters such as: work and environment protection , technical
safety regulations , work safety procedures , HSE reports , work permits system . Monitoring
fire&safety standards throughout the gas plant and gas field by recording accidents , incidents , near
miss statistics and reporting results and general trends and recommendations for appropriate action.
Implementing and coordinating the company safety programs to reduce or eliminate occupational
injuries , illness , deaths and financial losses. Conducting regularly safety inspections and talking
with workers about their health and safety concerns checking and confirming that any corrective
actions have been completed in a timely basis. As well , identifying and appraising conditions which
can product accidents and financial losses

Department , Safety Supervisor from 2001 to 2002;
Responsibilities : I was interfacing between HSE Manager and Safety Officer , understanding the
requirements of the company , loss prevention policy;
Leading and carrying out internal audits in accordance with the existing HSE legislation , elaborating
the required documentation for authorizing of poisonous substances used.
Inspecting the work site daily to report and correct unsafe methods and conditions , keeping a
permanent record of all injuries , fires , motor vehicle accidents(MVAs), property damage and
crane/heavy equipment accidents which have occurred in the site , keeping a record of every weekly
safety meeting on site and completing with subject discussed and a list of attendees.
Conduct safety meetings at regular intervals.
Conduct scheduled and unscheduled safety inspections at work sites.
Actively encourage all workers to participate in workplace safety.
Further attention was given to enforce rules on HSU (gas desulphurization plant and sulfur
recovery) because of the danger of hydrogen sulfide .
I watched the existence, properly use and maintenance of particular equipment for work in presence
of hydrogen sulfide, such as: breathing apparatus , detection equipment; materials for detecting wind
direction (knowing the wind direction is very important): wind socks , streamers flags, etc. also
establish the safe briefing area. Special precautions on training of personnel who enter confined
spaces and preparation of this particular work place.

;Responsibilities : I peformed the safety training , I controlled all types of PTWs
I carried out site surveys to see that only safe work methods was in operation , that health and safety
requirements was being observed , and welfare , sanitary facilities and first aid facilities was
adequate and properly maintained . I determined the cause of any accident ( or dangerous
occurrence) and I recommended measures of preventing recurrence of such an incident .
I supervised the recording and analysis of information on injuries , damage and production loss .
I assessed accidents trend .
Ensure that proper personal protective equipment is available and worn by workers where and when
is required (including fall protection equipment).

Responsibilities : I followed up to completion , if all operating personnel are required to have , in
addition to the pertinent and operating skill on each individual unit fair understanding as to the
process section in which each specific unit is utilized , as they are aware of whatever role each unit
plays in the process section concerned , of whatever influence it exerts upon the related process
section in the event of mechanical failure of the rotating unit , and whatever action has to be taken in
such an event. Frequently visits facilities to ensure that Operations and Maintenance employees are
operating and maintaining the equipment within established operating parameters and proven
maintenance practices.
Advises Maintenance and Operation staff on:
- HSE and Company policies / guidelines
- Maintenance practices to increase reliability of equipment and reduce operating cost
- Preventive, predictive and proactive maintenance procedures.
- Maintenance of reference materials in each work location such as Equipment Manuals and
drawings.
- Solving of Troubleshooting and technique problems.
- Job planning and execution procedures.
Serving as a technical resource to provide the training and guidance to allow the shifts supervisors to
successfully troubleshoot and repair unusual or difficult problems. Working with supervisors and
Training Coordinator in developing training and career development plans for those being mentored.
Based on observations of shift supervisor's performance, providing input to MTC to assist them with
continuous improvement in their training program. Advising shift supervisors in the investigation

• Petrotel – LUKOIL-Petrochemical Works , Romania , Senior process operator and
shift supervisor from 1989 to 1992 and from 1995 to 1996 in a polypropylene
manufacturing Plant which is designed and built by Mitsui Petrochemical Industries
LTD .
Responsibilities : operating the Plant , start-up and shut down , which is mostly a combination of
various unit operation such as: the fixing and detaching of AD catalyst container , sampling the
catalyst , purge the bottle , drums and pipes with nitrogen , heating of the reactor , vaporization of the
propylene , slurry sampling and reactor sampling , checking of levels in static equipments (reactor ,
columns , tanks , drums) , handling the slurry pumps system , inhibitor injection , handled and
inspection the centrifuge used for separating the polymer-hexane slurry into wet cake and mother
liquor (consisting of hexane and atactic polymer ) , boiling of the distilling towers , recovery system
of waste hexane , regeneration of dehydrator and molecular sieves. I was making inspection of
rotating units like centrifugal pumps , blowers , also of film evaporator which handle hazardous
materials that are relatively difficult to handle , such as slurry (hexane and atactic polymer). I was
feeding specified amounts of seal oil to the mechanical seal and lubricating oil for the bearings. As a
shift supervisor, mentor to shift’s employees, providing effective OJT both in the field and in the
workshop. Recognizes and takes advantage of training opportunities in the work place as they arise. I
was in charge for working with designated personnel in achievement of individual Job Skill
Assessments .
• Petrotel – LUKOIL-Petrochemical Works , Romania , Foreman in Vinyl Benzene
Plant from 1993 to 1994;
Responsabilities : Maintenance , inspection and handling of rotating equipment ; inspection should
be also made on auxiliary equipment provided on the rotating unit such as : pressure gauges , flow
gauges , ammeters , strainers , flares , check valves , motors and lubricating oil coolers and steam
lines. Verifying the safe and efficient running of the static and dynamic equipments. Inspecting
pressure equipment including steam rising plants , oil heaters , columns , vessels , heat exchangers ,
piping systems and storage tanks. and always deliver my best efforts for the maximum reliability of
the plant with great reduction in the equipment downtime.
• Petrotel – LUKOIL-Petrochemical Works , Romania , Supply&Maintenance
Planning Specialist at Supply and Maintenance Department of the technological
equipment , Cost Control&Contract Management Department from 1984 to 1988.
Responsibilities : from the technical department , receiving the bill of necessary materials for
supplying consisting in goods , component parts of dynamic and static equipment and tools , also
checking the terms and conditions of the supply contract with the objective of maximum profit . For
supply , looking for companies with a good track record and building up good relationship with the
suppliers ;
Ensuring guaranteed supplies of consistently quality and respect of delivery deadlines , because we
were working to very low tolerance levels. Ensuring the warehouse for the storage of goods which
were purchased and deliver them to plants . Sending out , for maintenance , the component parts of
the equipment , assuring the trucks and cranes to transport them to the plants and to transport the
equipment from the plants to the workshop if the plant didn’t have the facilities to deal with
(servicing and repairs) .
• Petrotel – LUKOIL-Petrochemicals Works , Romania , Control Room operator in
Low Pressure Polyethylene Plant in 1983 ;
Responsibilities : I took the readings , I followed-up the technological parameters and I performed
regular maneuvers to maintain the working parameters between designed limits , I also recorded the
parameters and the daily production. I collaborated with field operator , electrician and I was asking
the laboratory for analyzing .
• Petrotel – LUK OIL-Refinery , Romania , Chemist operator at spherical gas holder
from 1981 to 1982 ;
Responsabilities : I handled liquefied gas such as : propane , butane , pentane , propylene ethylene .
During this time my activity consisted in handling and check valves , motors and lubricating system ,
also steam lines and if was necessary , oiled and added grease into the various functional parts ;
adequately executing patrols , tacking records and regularly inspecting each specific machinery ,
equipment or instrument. I provided special consideration for safety relating rotating units that
handle a hazardous substance or liquefied gas.
• Petrotel – LUKOIL-Refinery , Romania , Process operator in Coking Plant from
1976 to 1980.
Responsibilities : I handled centrifugal pumps , benzene tanks , diesel tanks , distilling towers , I also
delivered services to those units provided with the CW system or seal liquid system at their seal
section or those units that require cooling at the bearing housing or the lubricating oil cooler.
