1. GENERAL
Purpose The purpose of this directive is to ensure that the least harmful chemicals are selected in terms of health and environment chemicals are handled and used o without any risk to people and the environment o in accordance with regulations and requirements Domain This directive applies to all BP-operated installations on the Norwegian continental shelf. Definitions and abbreviations CHEMS is an electronic system for filing HOCNF datasheets (highly restricted user access) Hazardous chemicals- a term that covers chemical products classified as toxic, health-hazarouds, corrosive, allergenic or carcinogenic HSE - Health, safety and environment HSE department - an onshore department that provides advice, guidance and assistance in matters relating to health, safety and the environment HSE datasheet - a generic term used for all health, safety and environmental datasheets checked by a competent institute which is approved by BP HSE evaluation of all chemicals involves an evaluation of: o health, safety and environmental aspects of the use of the product concerned o requirements and precautions related to the storage, transport and use of the product as well as any waste products HOCNF (Harmonized Offshore Chemical Notification Format) - a standard format used for documenting the eco toxicological properties of chemicals used offshore. Contains information about composition, bio-degradation, bio-accumulation and toxicity to marine organisms Job officer plans and carries out work operations, including the selection of chemicals to be used in the work SAFEUSE - an electronic file for BP-approved HSE datasheets OLF - The Norwegian Oil Industry Association Area Authority is responsible for all activities within a specific area Area Technician has the operating responsibility for a specific facility or area Klif The Norwegian Climate and Pollution Control Authority CCR technician -a person in the central control room who controls and coordinates all production and other work onboard Performing technician - the person who actually/physically performs the work covered by the work permit

2. RESPONSIBILITY
Job Officer is responsible for ensuring that all chemicals used have been evaluated and approved in terms of HSE, and that approved HSE datasheets are available before they are used HSE department is responsible for evaluating and approving new chemicals in terms of HSE based on current requirements and regulations approving new HSE datasheets removing HSE datasheets from SAFEUSE when chemicals are no longer used Purchasing department is responsible for ensuring that only HSE-approved chemicals with approved HSE datasheets are purchased Area authority is responsible for ensuring that approved HSE datasheets are available and used ensuring that chemicals are properly labelled and stored in accordance with the relevant HSE datasheets ensuring that chemicals that are no longer used, are sent ashore User is responsible for handling and using chemicals in accordance with HSE datasheets and directives Safety officer is responsible for checking that chemicals are stored in accordance with HSE datasheets assisting in the event of non-compliance

3. PROCUREMENT
General requirements All chemicals, including chemicals to be tested or used only once, must be evaluated in terms of HSE, approved and accompanied by approved HSE datasheets before they can be used In general, the chemicals that have the least impact on health and environment must be selected/procured Amendments to contracts must not lead to an increase in the overall environmental impact Application for approval of new chemicals When new chemicals are required, the job officer or line manager must, at least one week before use, o evaluate the technical and HSE properties of the chemical, and the economy o obtain the relevant HSE datasheet from the supplier o in case of discharge to water, make sure that the vendor for the chemical has opened HOCNF data sheet in CHEMS for BP o complete and send a Form for approval of new datasheets BPN to the HSE department together with the relevant datasheet HSE-evaluation of new chemicals The HSE department must do an HSE evaluation of the new chemical in line with the Instructions for HSE-approval of chemicals The approval and any precautions must be sent to the applicant once ready The HSE evaluation and appproval/refusal must be documented. Registration of new datasheets When a new chemical has been approved, the chemicals HSE datasheet is to be filed in SAFEUSE in the relevant field, except if o the chemical is to be used once only o the chemical is to be tested For contracted units the job officer is to send the HSE datasheet to the respective installation For chemicals that are to be used once only or tested, a temporary approval needs to be issued and sent to the supply base, nurse and applicant Sending chemicals offshore When sending chemicals offshore, the supply base must make sure that o all chemicals sent offshore are either registered in SAFEUSE or that a temporary approval exists o HSE datasheets in the Norwegian language accompany the chemicals

5. CHECKS
Checking chemicals The area authority is responsible for checking the chemicals within his area of responsibility in line with the HSE instructions and local checklists. As a minimum, such checks must verify whether o hardcopies of updated and approved HSE datasheets are available at all permanent places of use o all chemicals in use have approved HSE datasheets available in SAFEUSE, except chemicals that are approved for testing and one-off use only o chemicals that are no longer in use are removed and sent ashore These checks must be verified in Traction. At least once a year, the HSE department must verify that all chemical stores on the installations have been checked against SAFEUSE. Checking SAFEUSE At least once a year, the HSE department must review all chemicals registered in SAFEUSE to o ensure that chemicals which are not permitted according to the Working environment manual have not been registered and approved o map the development of the use of chemicals, Klifs NB list Checking chemicals subject to discharge permits At least once a year, the HSE department must review all chemicals that are subject to discharge permits. Normally this can be done in connection with the annual reporting to Klif. Check against internal phase-out plans and relevant discharge permits If discharges have an environmental impact, an application must be sent to the Klif.
