The total sanctioned strength of System Manager in Narcotics Control Bureau is one and at present, the same is lying vacant. 2. The Recruitment Rules for the post of System Manager in Narcotics Control Bureau are under revision in MHA and may take a considerable time to be notified. Hence, the vacancy circular for the post of System Manager in Narcotics Control Bureau may kindly be circulated as per existing Recruitment Rules. Dated the__________, 2011 Office Memorandum Sub : Filling up of the post of Systems Manger in the Narcotics Control Bureau, Ministry of Home Affairs on deputation basis. *** The Narcotics Control Bureau, Ministry of Home Affairs intends to fill up one vacant post of Systems Manager at its Headquarters, New Delhi from the officers of Central Government on Transfer on deputation basis; and from Armed Forces personnel, transfer on deputation /re-employment basis, in the scale of pay of Rs. 15600-39100 Plus Grade Pay Rs.6600/- (Revised). 2. The pay and allowances and other terms of selected officers will be regulated as per instructions contained in the Department of Personnel & Trainings OM No. 2/29/91-Estt. (Pay. II), dated 5.1.1994, as amended from time to time. 3. The Recruitment Rules for the post of Systems Manager in NCB provide for appointment of an officer on deputation basis and for armed forces personnel, on deputation/re-employment basis as under : A Transfer on Deputation Officers under the Central Government : (a) (i) holding analogous posts on regular basis; or (ii) With 5 years regular service in the scale of Rs. 2200-4000/(pre revised) or equivalent; or (iii) With eight years regular service in posts in the scale of Rs. 2000-3500 (pre-revised) or equivalent; and (c) Possessing the following educational qualification and experience : (i) Masters Degree in Computer Application / Master of Technology (with specialization in Computer Application) Degree in Computer Engineering/Technology/Computer Science from a recognized University or equivalent, (i) Five years experience of electronic data processing work out of which at least two years should be in actual programming on an electronic computer.

OR B (i) Masters Degree in Physics/Statistics/Operation research or mathematics/economics/commerce with statistics or degree in engineering from a recognized university or equivalent.

7 years experience of electronic data processing work out of which at least three years experience should be in actual programming on a electronic computer. For Armed Forces Personnel Transfer on deputation/Re-employment Armed Forces personnel of the rank of Major or equivalent and who are due to retire or to be transferred to reserve within a period of one year and having the requisite qualifications and experience prescribed for deputationists shall also be considered. If selected, such officers will be given deputation terms up to the date for which they are due for release from the armed forces, thereafter they may be continued on re-employment basis. In case such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made, their appointment will be on Re-Employment basis. (Re-Employment up to the age of superannuation with reference to civil posts). Note: (i) Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or other organization or Department of the Central Government shall ordinarily not exceed three years. Maximum age limit for transfer on deputation shall be 56 years on the last of the receipt of application.

Applications in the enclosed format in duplicate of willing and eligible officers whose services can be spared immediately, in the event of their selection may be forwarded through proper channel to Shri K. Muralidharan, Deputy Secretary (Security), Ministry of Home Affairs, Internal Security Division, 9th Floor, C Wing, Lok Nayak Bhawan, Khan Market, New Delhi- 11003 within 45 days from the date of publication in the Employment News together with the following documents :(i) (ii) Confidential Reports Dossiers of the applicant completed upto 2009-10; Integrity Certificate of last 5 years;

Certificate confirming that no disciplinary/Vigilance case is either pending or being contemplated against the officer; A statement showing major or minor penalties, if any, imposed on the applicant during the last 10 years; and Cadre clearance in respect of the applicant.

5. The maximum age limit for appointment by deputation shall be, not exceeding 56 years, as on closing date of receipt of applications in this Bureau. The candidates who apply for the post will not be permitted to withdraw their candidature subsequently. 6. The incomplete applications or those received after the last date shall not be entertained. Candidates who are selected for the said post shall not be allowed to withdraw their names in the event of their selection.
