a . Reasons for Selection of T,.r.e;e t:
(1) It was the original intention of this c=and
to attack the highest prior ity targe t in Tokyo, the l!usashir.o Plant
of the Nakajima Airc raft Engine '.'Iorks l ocated t en oiles west of the
city. This att ack was t o be coordinated with a carrier strike for
2S February. However, weather forecas ts i ndica.ted that all of Honshu
would be ove rcast , necessitat ing the selection of a r adar target . .;.s
a result the urban area of Tokyo was chosen. A r s dar aicing point
which gave a good water _land contrast on the radar scope was desiG-
nated. This point is 3 1/2 miles up the Sumida River the center
of the incendiar y area, visual aiming points are indicated on
target chart. (Refer to target Chart and radar scope photos prece-
eding Anne ::( A. )
b . Importance of Tar ge t:
(1) Tokyo I s one of the worl ds three largest cities ,
having a popUlation of some 7 , 000, 000. It contains . with the
possible exception of l arge heavy industr i al plants . very substantial
portions of almost eve ry Japanese bus iness enterpriee . This is par -
ticul a rly t r ue of such key industries as machineS and machine tools.
electronics . preCision instruments, petr oleum. and aircraft and a lr-
craft parts , It 1s a vital transportation and center ,
the terminus of pr actl cally all the ma in railroadS on the Island of
Honshu , and the administrative seat of government and of the gr eat
industrial Concerns comprising Jnpan' s war machine.

c. Details of Planning -
( 1 ) Bombing Pl apsr
( a) Doter mi natl op of Load :
1. One 500 pound gener al _purpose bomb was
included in each aircr aft to be used as a ' spotter' in plotting tha
area of impaot of the incendiary bombs . The U- 59 incendiary bomb 111
consider ed the b est avo,llable for o.ttack on Japanese urban str uctur e. ;
therefore , the E- 46 incendiary c l uster WaS chosen, since it Was the
only clust er containing U- 69 bombs available to all units participat-
ing. For mation pattern waS also expected to be more dense with the
E- 46 due to i ts greater weight and stability.
The g eneral - purpose bomb was fused with
1/10 second nose nnd 1/40 s econd tail delay to produce
'bloom" of burst to aid in photographic coverage. It WlLS prescribed
that the clusters we r e to be set to open at 5000 feet above the
ground.
3. Minimum ground spacing was
since the natural di spersion of a formation pattern was not known for
these bombs when dropped from high altitudes under the lIElather con-
ditions normally encounter ed by elements of this co=and. l.:ini =
ground spacing would also gi ve suff icient density of bcobs not fal -
ling within the aiming circle to set minor conflagrations in

(b) Bombing PI!l.ns : There are two excellent Init1-
El.l Points on a dovmwind approach to Tok"Yo , Fuji and the city of
Kofu. Kofu was chosen beCaus e of its ideal location and ensy iden-
tifica.tion. It is 10 minutes distnnce from the target 0.00 alW non:;al
wind shift would tend to decrease drift , whereas a increase in drift
would be experienced if Mt Fuji l'I'8 r l3 to be used. The downwind ap-
proa.ch was used to shorten tho fli ght in the concentrated flo.k
area a.nd the bombing altitude wa.s lowe red to :S, OOO feet in order to
r e duce the speed of tl.!lp r oach to the target to obtain cor e accurate
synchronization.

The use of thia checkpoint avoided lwo Jima
operations and utilized the northern
as checkpoints.
(3) Flight Engineering Plnnning:
( a) The flight plan, outlined in XXI Bomber Com-
mand Regulation No . 55 - 3 , was established SD as to obtain maximum
fuel economy.
(b) Bomb loads per Il.ircrnft were specified as the
maximum consistent with sa.i'ety. (lbility of the individua.l crew, and
knovm Charo.cteristics of the individual aircraft. The loads pr escrib-
ed as minimum were 6000 pounds for the 7:3rd "'ling. 5000 pounds for the
:3l:3th Wing (a large percentage of crews were on their initial oajor
strike) and 4000 pounds for the :314th Wi ng (this WM the :314th
first major operation, and allowance woos made for the extra dist!lnce
to be flown by the Guam- based :3l4th).
(4 ) Radar Planning: From a radar standpoint 0. down-
wind run had many advanto.ges . The course from landf(lll to the to.rget
p rovided excellent checkpoints (lnd the target r esolved very well on
the scope with a wate r - lrmd contras t. The Sumida River is easily di -
stinguishabl e and runs througp the center of Zone J. A ?oint :3 1/2
miles up this river wo.s chosen as the Aiming Point llnd was for all
purposes the exact center of the target. (See Radar Scope Photos
pr eceeding Annex A.)
(5 } Radar Counter
(a) No diversionary measures were taken for this
mission beoause of the aspects of the appronch to land-
fall.
(b) The usual search for enemy Tndar s4nals
and voice transmi ssions wes plo.nned.

aircraft oomplet ed the mills1on. Search wal performed for enemy trans-
missions in the frequency band of 25-100 mo, 90_120 me, 120_110 me,
170..300 me, 300_1000 me, and 1000- 3000 me. 1I'h.1le over the tlLl'&et. the
search was concentrated on l ogging radar 81gn&ls with high PRP and Bbort
pulse width characteristics.
b, A total of 101 signals W(l8 logged, but after the e.nalyah
for repetition and this number WQS t o 30 different
signals. The analysis included coincidenCe of the slgnnls wtth enemy
action, their possible transmission particular equipments,
and previous intercepts,
c. No offensive counter measures were employed.

Signals intercepted of particular interest ere as tollows:
(1) 193/1000/7.7 This sl gnal. with gun- laying character -
istics and lobe switching. was heard in the Chosi Point area and is
bolieved to have originated from II. Japanese Mar k TA IV AAFC
Radar. Flack was meager and inaccurate through II. cloud cOVera&B of
10/10 at this point.
(2) 199/1500/6.3 This signal , having character -
istiCS to the Mark 21, 'WB.S intercepted in the area eut of Kofu. It
was tracking and lobe switching. Flak was meager and inaccurate,
continuously pointed through a cloud coverage of 10/ 10.
(3) 200/2000/5.7 This Signal is also believed to have
originated from a Mark 21. The signal was tracking and lobe switching
intercepted over Tokyo. A 10/10 cloud coverage undercast
existed, Flak was heavy, meager . inaccurate. barrage type with s oce
predicted concentration and continuously point ed fire. heavy cal iber,
(4 ) 202/750/6-12 This signal apparently originated froo
an early war ning mobile air search 12 located on Chosl Point.
It was sweeping then tracking alternately.
(5) 205/2000/5.2 and 208/2000/6.3 These slgnD.l.s are be -
lieved to have origi nated from other Uark 21 1n t he Tokyo
area. The conditions were the same as In (3) above.
