4-Point Initiative for Philippine Education

With its 10-year experience and expertise in producing and broadcasting educational content through media, Knowledge Channel is embarking on a 4-point initiative that seeks to help the government in addressing perennial learning and resource gaps among public and private schools nationwide.

In line with President Aquinos Education Agenda, Knowledge Channel is initiating a major public private partnership that will harness the power of media and technology in improving Philippine basic education.
With Knowledge Channels current reach of 3 million school children in 2,000 schools from as far north as Itbayat, Batanes to down south in Sitangkai, Tawi Tawi, its existing infrastructure can be maximized to broadcast quality standard lessons to even more public and private schools that teaches a growing number 20 million children everyday. The Channel can likewise be tapped to help prepare some 1.5 million day-care learners for formal school, and reach out to the 44 million out-of-school and adult learners who have not adequately completed their basic education.

As the rst and only all-educational channel in the country, Knowledge Channels 18-hour programming of curriculum-based and values-oriented shows have proven to be eective learning tools over the years. Studies show that schools that watch the Channel regularly have increased their National Achievement Test scores by 3%. Student attendance, participation and community involvement have also improved among these bene ciary schools. Knowledge Channel is therefore oering its expertise in developing academic, values-based and life-skills content and translating this into engaging and entertaining media formats for on-air, online and on the ground use.

4-Point Initiative for Basic Education


To help address continued gaps in learning and resources among many public and private schools, Knowledge Channel is embarking on 4 agship projects that will cater to learners in elementary and highschool, day care centers and pre-school, technical vocational schools, as well out-ofschool and adult learners. These projects will produce and

broadcast learning modules on television, through the internet and will be available on-demand. 1) Expert Teachers On Air To help address severe achievement levels especially in Secondary English, Math and Science, the Expert Teachers On Air Project will bring virtual expert teachers to teach on television and the internet using standard quality lessons based on the Department of Educations curriculum. This project is expected to help increase achievement levels by providing direct instruction on-air, shown twice a week with week-end reviews accompanied by other related educational shows. Expert Teachers On Air will combine rich multimedia content with real expert teachers. Supplementary exercises and activities will also be made available on the internet through KCh Online.

Integrated with a teacher-improvement component, it is also designed to shepherd teachers to more progressive teaching approaches responsive to emerging trends in education, particularly the recognition of multiple intelligences and varied learning styles among students. 2) Out-of-School and Mature Learners Alternative Learning Institute To help provide education to out-of-school and mature learners, Knowledge Channel has established the an alternative learning institute that will provide various learning opportunities through television and the internet. With these programs, more learners are targeted to be able to nish their basic education, or acquire life skills that will help them be employable. Knowledge Channel will produce alternative learning modules, in cooperation with the Department of Educations Bureau of Alternative Learning System, and ABSCBNs Bayan Academy which provides entrepreneurship education. Portable teaching gadgets called KCh Lite (Light Instructional Tools for Educators) will also be provided to mobile teachers

who travel to remote and far- ung communities with heavy books just to educate learners there. With this project, more learners who are unable to access formal schooling are expected to be provided with opportunities to empower themselves with an alternative education. 3) Day-Care and Pre-School Educational Programming Together with the Department of Social Welfare and Development, Knowledge Channel will produce and broadcast educational shows for some 1.5 million daycare and pre-school children to help them prepare for formal schooling. Aside from providing them with formative education through the development of their social and cognitive skills, this project will also help them prepare to be readers by grade 1.

Equally important, they will be taught at an early age the values of fairness, honesty and integrity, to instill the values of upright leadership very early on in life. Imagine a country of leaders, knowing that a good leader is a good follower. 3) On-Air Technical Vocational Training Recent results of the National Career and Aptitude Exams show that majority of Filipino youth today have high aptitudes for technical-vocational skills and the arts. However, there are only around 250 vocational high schools that are able to hone these talents. Through an On-Air Technical Vocational Training Program, students from various high schools can be trained on speci c skills sets in a wide range of technical and vocational elds. How-to demonstrations shows will be produced and shown on television, and be made available on the Internet to provide direct training opportunities for students. This will help enable them to be more marketable right after high school and therefore help them feed their families and lead lives of dignity.

4. This reinforces what has always been reported that out of 100 children who enter grade 1, only 14 will nish college.

Compelling Opportunities of ICT in Learning


1. A study by the Cartoon Network in 2009 indicates that 95% of children ages 7-14 years old consider watching television as their topmost activity. This is followed by 39% who listen to music and 35% who use the Internet. 2. Of these internet users, 78% play games and 61% watch videos. 3. Yahoo! Nielsens study in 2009 also shows that most Netizens are ages 1019 years old, and 88% who watch tv or videos online are ages 10-14 years old. 4. In 2007, the Department of Education introduced CyberEda system-wide solution that would deliver standardized educational services to public schools nationwide using satellite and Internet connectivity. 5. Based on DepEds projections, student improvement can be leapfrogged to 2-5% in NAT scores with the use of ICTs. 6. Also according to DepEd, a 1% increase in the national achievement average translates to about P58 billion in economic benefits in 25 years. 7. Knowledge Channel was DepEds model designing the the Cyber Education Project.

Projected Targets and Bene ts


As Knowledge Channels 4-Point Initiative for Basic Education aims to serve a universe of learners from ages 3 to 77, it endeavors to attain concrete targets in helping government implement its education agenda. Among others, below are some key projected bene ts. In terms of resource gaps: 1. Provision of virtual expert teachers in schools where there are no majors in english, science and math 2. Provide learning opportunities through media in schools with inadequate learning spaces 3. Provide supplementary learning materials that are accurate and of quality standard In terms of learning outcomes: 1. Increase in achievement levels from average mastery to closely approximating mastery or 75-82%. 2. Increase the number of readers among grade 1 pupils. 3. Increase the number of Alternative Learning passers. 4. Increase the number of marketable students with technical and vocational skills.

Compelling Reasons in Basic Education


1. Despite improvements in the public school system, achievement levels among students have remained low, including most private schools. 2. The 2008-2010 National Achievement Test (NAT) scores for high school have shown a steady decline from 49% in 2008 to 45% in 2009. This means that students have not attained even the near mastery (75%) of their lessons. 3. Out-of-school children have risen from 1.87 million in 2002 to 5.6 million in 2009 according to DepEd.
