Introduction
This document describes the Nu-Lec IEC 60870-5-101 and IEC 60870-5-104 implementations Ior
Automatic Circuit Reclosers (ACRs) on Advanced Controllers.
This implementation is more complex than most telemetry protocols, it is essential to read the
Overview section in order to set up the SCADA system correctly.
1. Overview
The Nu-Lec ADVC controller combines the Iunctions oI protection relay and switchgear controller
into a single intelligent electronic device (IED).
The controller provides a user Iriendly operator interIace on a Iour line LCD control panel that
allows conIiguration and control oI the switchgear.
In addition the controller generates time tagged 'events which are displayed on the operator
control panel. These events show the history oI the switchgear operation Ior the beneIit oI the
operator and Ior post Iault analysis.
Examples would be:

Auto-reclose actions
These events are optimised to give the operator the most useIul inIormation.
Electricity supply utilities Irequently link the controller into their SCADA systems as a Remote
Terminal Unit (RTU).
To make this simple the controller provides:
Mounting room Ior a radio or modem in the control cubicle.
Power supply Ior the radio or modem in the control cubicle.
Embedded protocol handler Ior the required SCADA protocol in the controller Iirmware.
The IEC870 protocol allows digital and measured data to be sent Irom the controller to the SCADA
system with time tags attached. This Iacility has enabled Nu-Lec to provide a sophisticated SCADA
system interIace that not only provides the SCADA system with status inIormation but also allows
the SCADA system to re-create the Event Log display on the operator control panel.
1.1. Status Points
This implementation provides a set oI status inIormation about the switchgear that can be used by a
SCADA system to generate displays and events Ior operational purposes. This might be described
as the 'traditional set oI SCADA system data and are called the 'Status Points, reIer to Appendix
C, Appendix D, and Appendix G Ior status points.

Time tags are optional. II enabled, these status points are returned with time tags oI either 10 or 500
millisecond resolution.

1.2. ControIs
A list oI the controls supported by the protocol handler is detailed in Appendix E and Appendix F.
All controls have a corresponding binary status point. The master station must use these status
points to veriIy that the control action has been successIul. Sometimes a control will be rejected
because oI an underlying ADVC condition preventing the action. These conditions are detailed in
the table in the appendices.
The IEC870 protocol handler can trigger two events to be recorded in the ADVC event log -
'IEC870 Trip Req and 'IEC870 Close Req. This event log reporting indicates only that the
protocol handler has requested a trip or a close Irom the ADVC. It does not necessarily mean that
the action has been taken. As detailed above, the request may be over-ridden by operational
conditions.
The IEC870 protocol deIaults to being a remote user. ReIer to the equipment manual Ior more
inIormation.
1.3. Point Configuration
Several means are provided to conIigure the data points required. These include:
Ability to change the points monitored and reported by the controller. This allows the
controller be conIigured to suit the communications and SCADA system constraints.
Flexible data object addressing.
ASDU object type selection Ior binary and measured input data.
1.4. TerminoIogy
The terminology used in this document is that Earth Fault or Ground Fault is described as Earth /
Ground Fault and Sensitive Earth Fault (SEF) or Sensitive Ground Fault (SGF) is described as
SEF/SGF.
Also, bushing terminology used in this document is Ior U and W series switchgear ie I and X Ior the
switchgear terminals. On N or RL series switchgear the 1 side is described as I and the 2 side is
described as X.
Also note that the phase terminology is ABC and reIers always to the phase set by the Terminal
Designation or 'Phasing option, never to the physical bushing or terminal on the switchgear.
1.5. Password Protection
All IEC870 panel Iields require password entry unless described as Display only` or otherwise
stated.

1.7. EnabIing IEC 60870-5-101 and IEC 60870-5-104
To enable IEC 60870-5-101 and IEC 60870-5-104, the protocols must be made available. Go to
Options - Communications 1 page in the status pages on the panel.

1.8. Communications
The communications page gives inIormation on the port selected, the state oI the protocol and the
particular map used. To get to this page, go to the Communications Setup page and select the
I101/4 communications protocol. Pressing the Enter key will take you to this page.

Display Field Description
Port Port <Port>
The particular port used by this protocol. It may be NONE iI no port is
used. This Iield may be selected and scrolling though the list shows the
available ports.

II a serial port is selected the 101 protocol will be in use.

II the 10BaseT port is selected 104 protocol will be in use.
State Communications State
Shows the state oI the protocol. This Iield is display only. It can be in
the Running or Inactive state.
Map Configurable Protocol Map Description
Displays the name oI the protocol map, or 'Invalid Mapping iI no map
can be read. This Iield is display only.

Note that the title oI the pages in the Iollowing sections changes depending on the port selected. II
a serial port or Port None is selected then the title will read as IEC870-101 ... II 10BaseT is
selected then the titles will read 'IEC870-104 ...
1.9. Communication Statistics
The communication statistics give communication inIormation, such as octets being sent and
received. The communication statistics page appears as:

All oI the above counters are zeroed when the ADVC is reset or the reset all button is selected in
Windows SOS. Any Iield can be cleared individually via the control operator panel by selecting it
and pressing either the leIt or right keys.
All communication statistic parameters are not password protected.
1.10. Transmission Services Configuration
1.10.1. Overview
The protocol has a number oI parameters that Iorm transmission service Iunctions. The ADVC
permits conIiguration oI a number oI these:
Link and application layer address Iield sizes
Link and application layer address values
Link Irame size
Control select/execute time out period
Use oI single octet Ack responses
1.10.2. Transmission Services Parameters
These pages allow the SCADA engineer to determine how the link and application layer oI the IEC
60870-5-101 and IEC60870-5-104 protocol transmits packets. Some Iields are only relevant Ior 101
or 104 and not both. This is indicated in the table Iollowing the example pages. The pages are
displayed as Iollows:-

simpliIy communication link addressing.

The number oI octets in the application layer inIormation

II any oI the inIormation object addresses are greater than
the maximum permitted by a new Obfect Addr Si:e setting
then the ADVC will automatically reset the inIormation
object address to the maximum Ior the new size.
II this Iield is set to a smaller value then all inIormation
object address Iields must be checked and assigned to user
deIined addresses taking care that there is no overlap
between object types. It is an IEC60870-5-101 protocol
requirement that all points have a discrete object address.
No two points are permitted to have the same inIormation
object address on a communication link.
Range: 1, 2 or 3 octets

Time Size Time Stamp Size
II set to 24 bits then the time tag reported has minutes,
seconds and milliseconds (MM:SS.ms).

Select/Exec TO Select/Execute Timeout
Maximum time in seconds between the ADVC receiving a
select command and receiving an execute command Ior the
command to be valid. This time is used to determine
validity oI both binary and setpoint commands.

1.11. Configuration
The point conIiguration screens are shown below, Iurther inIormation is given in the table
Iollowing. In addition Windows SOS (WSOS) can be used to assign the classes Ior the digital
points and measured values. Changing the class assignment will override the deIaults shown in the
appendices.

1.11.1. CIock Synchronisation
II an hour change or a date change has occurred since last reported then the ADVC stores a
spontaneous clock synchronisation event message in its event buIIer. The clock change event is
transmitted to the master station in order Ior it to be able to distinguish between events oI the
previous hour and those oI the current hour. The clock synchronisation event will be stored
irrespective oI the time Iormat - 24 bits (MM:SS.ms) or 56 bits (MM/DD/YY HH:MM:SS.ms).
Time stamp data is invalid iI one oI the Iollowing conditions is true:
The ADVC has perIormed cold start and has not received a clock synchronisation command.
The ADVC has not received any communications Irom the master station Ior 24 hours
The ADVC has not received any clock synchronisation commands Irom the master station Ior
72 hours

are reported, with their time tags, in response to a master station poll.

OFF then no measured value is stored in the change oI state buIIer.
For Class CY (ReI Appendix G), enabling cyclic data reporting with the Measured Time tags
OFF then a single non-time tagged event per measured value is stored in the change oI state
buIIer. Only the one event is stored irrespective oI the number oI times the value exceeds its
dead band. The value Ior the event that is reported to the master station is the current value at
the time oI transmission. Note that iI a measured value is rapidly changing during a multi-
message exchange poll then a second report oI the spontaneous value change is possible.

Appendix A ProtocoI Timings

Initialisation Time
The protocol handler will not respond to master station requests Ior several seconds aIter power up
whilst it waits Ior the ADVC database to be initialised and Ior high priority boot up tasks to be
completed.

Turnaround Time
The turnaround time Ior the protocol, Irom the end oI receiving a message until the start oI the pre-
transmission time, is typically 30 milliseconds with a range oI 5 to 100 milliseconds.

Latency of Data
The protocol task examines the real-time database every 500 milliseconds to see iI anything has
changed and to construct the underlying protocol database which is sent to the master station. This
introduces a delay between the actual event and updating the protocol database oI up to 500
milliseconds. This is the data latency.

Accuracy of Time Tags
For points tagged to 500 milliseconds accuracy, the time tag accuracy is 10 / 500 ms relative to
ADVC processor clock.
For points tagged to 10 millisecond accuracy, the points correspond to those in the operator panel
event record.

Protection Trip Operation Flags


This group oI points indicates what happened in the last protection sequence. For example the recloser may
have tripped, closed, tripped again and locked out. Or it may have tripped, closed and stayed closed
because the Iault was cleared.
In both cases the Ilags below are set to show the causes oI the trips and whether the lockout state has been
reached or not.
A set oI Ilags is available Ior each trip in a protection sequence.
In addition analogue data is available which shows the Iault currents which occurred during the sequence
and the number oI trips which took place (reIer Appendix G)
Note that a sequence starts when there is a protection trip or a sequence advance.
Most oI these Ilags are cleared either by protocol command or when the switchgear is tripped/closed by the
operator or when a new protection sequence starts.
This data is volatile i.e. it is zeroed on controller soItware reset.
