As Versars Iraq country manager, captured and managed contracts totaling $57 million to provide quality control and quality assurance engineer services for over 160 projects valued at over $6.7 billion throughout Iraq. Services included program management, construction management, submittal reviews, project controls, procurement management, quality control, and quality assurance.
Expanded $7.4 billion global construction program revenues to $10.3 billion within one year by creating new business development strategies and restructuring operations that led to agency revitalization. Created and executed a win-win strategy designed to successfully reconstruct Iraqi infrastructure. This effort won a personal high-level commendation for leveraging civilian resources in implementing a $200 million program while boosting the Iraqi national economy. Reengineered a government organization, slashing $120 million in annual operating costs while decreasing production timelines for creating mapping products from one year to 4 days.

VERSAR, Baghdad, Iraq 2007-2011 Vice President/ Senior Program Manager - Versar, responsible for managing quality assurance/quality control services for over 160 projects valued at over $6.7 billion throughout Iraq. Created an effects based plan to revitalize struggling construction program. The plan resulted in the construction of over 30,000 quality facilities on time and within budget. Our proactive approach to quality assurance saved our client an estimated $800 million. Captured and managed contracts totaling $57 million to provide quality control and quality assurance engineer services for over 160 projects valued at over $6.7 billion throughout Iraq. Captured $1.7 billion worth of IQC and IDIQ contracts in support of USAIDs Energy and Water activities in Afghanistan and the Defense Threat Reduction Agency Demilitarization activities in the former Soviet Union.

U.S. CENTRAL COMMAND, MacDill AFB, Tampa, Florida 2003 to 2006 Director, Strategic Communications Served as principal advisor to the Commander, U.S. Central Command. Responsible for developing, executing, and assessing campaign plans in support of the global war on terrorism with operations in Iraq, Afghanistan, and the Horn of Africa. Created revolutionary global communication doctrine, techniques, and procedures that defeated Islamic extremist propaganda, misinformation, and disinformation in less than one year. Deployed a sophisticated $28 million annual communications program designed to inform the global media and 600 million inhabitants within the Middle East and Southwest Asia about ongoing coalition stability operations. Led strategic planning teams that produced the Coalition Provisional Authority Transition Plan in 60 days in support of Coalition Provisional Authority, U.S. CENTCOM future basing plan, and U.S. CENTCOM strategic plan. U.S. ARMY, 555th COMBAT ENGINEER GROUP, Tikrit, Iraq 2001 to 2003 Commander Primary duties focused on leading an organization of 3,500 engineers and managing construction projects in support of military forces deployed worldwide. Expanded international engineering group from 1,200 to 3,500 personnel within 90 days, deployed them to Iraq, developed and executed a $32 million national construction program in support of counter-terrorism agencies across the United States. Maintained $100 million fleet of heavy engineer construction equipment at 100% readiness level. Executed $200 million Iraqi infrastructure restoration program that included highways, bridges, hospitals, schools, oil lines, electrical plants, and water treatment plants. These projects were completed within 120 days in a challenging and hostile environment. Developed, implemented, and maintained a dispersed bed down plan to include air-conditioned housing units, sewer, water, and electricity requirements for 26,000 personnel deployed throughout the Sunni Triangle in Iraq. U.S. ARMY CORPS OF ENGINEERS, Washington, D.C. 2000 to 2001 Executive Director Military Programs Scope of duties consisted of managing a $7.4 billion global construction program, developing and administering a $300 million operating budget, and overseeing a staff of 220 civilian personnel. Developed funding strategies for presentation to congressional leaders that secured a $10 billion construction program for FY 2001 congressional budget. Created the visionary Fort Future community designed to house, equip, and train 200,000 soldiers and family members. Oversaw multiple concurrent projects worldwide, created customer support structure, and harnessed resources to develop tele-engineering teams, customer support teams, and design/build methodologies, which improved quality, control, and client satisfaction.

U.S. ARMY, Fort Leonard Wood, Missouri 1996 to 1999 Strategic Planner, Maneuver Support Center Accountable for developing strategic and operational plans to organize, train, and equip an engineering force of 200,000 personnel deployed worldwide. Developed startup, operating, and long-range mission plans that drove the launch of 2 world-class training centers within one year. Selected as Engineer Battalion Commander tasked with training 5,000 soldiers in 2 years. These soldiers were subsequently recognized as being the finest in the Army. As a result, training techniques utilized in this exercise served as benchmarks for units located across the country. DEFENSE MAPPING AGENCY, Fairfax, Virginia 1993 to 1996 Executive Officer Charged with supervising a 200-member headquarters group responsible for managing 8,000 civilian employees and an $820 million annual operating budget. Reengineered agency by introducing Six Sigma methodologies and emerging satellite technologies, which achieved revolutionary process improvements. Consequently, presented with Hammer Award by U.S. Vice President Al Gore. Revamped shipping operations to eliminate backlog, streamlined ordering process and call center operations, and cut costs by 40%. For this effort, won the Malcolm Baldrige National Quality Award for outstanding customer satisfaction.
