We need to work with the Corps of Engineers (USACE) to come up with our
approach so they can migrate to Enterprise Email. Fundamental issues need to
be addressed such as if/how they move to NIPRNet to use this service. I'm
facilitating a technical exchange WED 19 JAN at 1030-1200. It will be a
DCO/telecom.
Attached is a list of NIPRNet issues from USACE. I would appreciate it if you
could identify someone to support.

I appreciate you taking the initiative on this matter but we all need to stay
within the parameters of the EXORD. The EXORD clearly defines the steps and
requirements for a waiver; ARCYBER (NETC-CG) has the task. The Army Corps of
Engineers has a waiver in the works (see attachment). However, there is no
PO&M as required by the EXORD. Please share your finding with the NETCOM G3 so
it will inform the decision. I will follow up with a note to BG(P) Napper
expressing my own concerns from the CIO/G-6 Army perspective.

Sir - I facilitated a technical exchange meeting today between COE, DISA,
NETCOM, MITRE, and CIO/G-6 to discuss issues and concerns for moving COE to
Enterprise Email. Concerns are significant and include COE not being on DISN
and migration off of XP is not planned to be completed until FY13. The group
agreed that the issues were non-trivial and as such require significant
engineering to resolve. The engineering includes the design of the transport
and security for this effort. As such, we came up with the following path
ahead.
- Approve the Enterprise Email waiver for 18 Months. Initiate immediately a 6
month technical design effort to develop a reasonable plan to move to

(1) Cost- when we were on NIPRnet, we (USACE) funded the connections. We
would need to determine the size of the needed Nlprnet circuit and
associated
cost. These connections would be made to the two processing centers. In
addition we would need the hardware for this connection
(2) Routing- the current routing from a site to a non-usace address is very
simple thm the use of a single address in the site TOuter and also
definition statements within the Verizon and MPLS network for the Default
address. If a gateway fails it automatically switches to the other internet
gateway in a few seconds. This is much more complicated when we have two
paths -- we attempted to work with DISA when we had NIPRnet connections to
perform the same level of failover but were unable to get their
configurations working
(3) Addition stafftime-- USACE has a DAPE model (Deny all, penn it by
exception). NIPR has a allow all, deny by exception. This means that this
requires daily updating of Access control lists that is almost all cases are
irrelevant due to our security model but the team still has to spend the
time
to enter these configurations daily.

(4) DRENINIPRnet TECHCON-- we are currently not allowed to connect to the
NIPRnet due to this TECHCON. We were unable to work out an acceptable
configuration with NETCOM
(5) Need to sit with DISA and make sure that any connection to NIPRnet will
not cause instances that happened in the past where filterslblocks applied
caused connection issues from entities that USACE works with/public etc. In
that this comes thru the Internet we should be able to get assurances that
NIPR will not advertize our routes out of their gateways (which breaks us).
(6) Need to work with DISA to make sure that any connection to NIPRnet
results in symmetrical routing. We currently do this with the Internet
gateways and need to do the same with NIPR. This means that regardless of
what happens- traffic that leaves USACE heading to NIprnet must return thru
the same gateway due to our use of stateful fire walls.
When we say back on the NIPRnet I am assuming we mean that we would have a
NIPR AND an Internet gateway. If instead we are talking about NIPRnet only
there are a much larger list of issues

I appreciate you taking the initiative on this matter but we all need to stay
within the parameters of the EXORD. The EXORD clearly defines the steps and
requirements for a waiver; ARCYBER (NETC-CG) has the task. The Army Corps of
Engineers has a waiver in the works (see attachment). However, there is no
PO&M as required by the EXORD. Please share your finding with the NETCOM
G3
so it will inform the decision. I will follow up with a note to BG(P) Napper
expressing my own concerns from the CIO/G-6 Army perspective.

NETCOM, MITRE, and CIO/G-6 to discuss issues and concerns for moving COE to

I appreciate you taking the initiative on this matter but we all need to stay
within the parameters of the EXORD. The EXORD clearly defines the steps and
requirements for a waiver; ARCYBER (NETC-CG) has the task. The Army Corps of
Engineers has a waiver in the works (see attachment). However, there is no
PO&M as required by the EXORD. Please share your finding with the NETCOM G3 so
it will inform the decision. I will follow up with a note to BG(P) Napper
expressing my own concerns from the CIO/G-6 Army perspective.

Sir - I facilitated a technical exchange meeting today between COE, DISA,
NETCOM, MITRE, and CIO/G-6 to discuss issues and concerns for moving COE to
Enterprise Email. Concerns are significant and include COE not being on DISN
and migration off of XP is not planned to be completed until FY13. The group
agreed that the issues were non-trivial and as such require significant
engineering to resolve. The engineering includes the design of the transport
and security for this effort. As such, we came up with the following path
ahead.
- Approve the Enterprise Email waiver for 18 Months. Initiate immediately a 6
month technical design effort to develop a reasonable plan to move to
Enterprise Email without impacting COE mission. Following the 6 month effort a
reassessment of the waiver will be made.
- The technical design effort will be launched at the Microsoft Army
Symposium. Key technical experts will be at this event to support this effort.
This effort requires engineering support from COE, DISA, NETCOM, MITRE, and
CIO/G-6. Therefore I request leadership support in ensuring the right experts
are in attendance.
COE Concerns presented today are attached.
