ENGINEERING MANAGER

DEFINITION Under administrative direction, plans, organizes and directs the District=s Engineering Department; provides highly responsible administrative staff assistance to the General Manager; and performs other related work as required. DISTINGUISHING CHARACTERISTICS This single position class is distinguished from other management classifications within the District by its responsibility for directing District-wide engineering services. Areas of program responsibility include, but are not limited to, development services, project engineering and technical services, power and controls engineering, and groundwater resources. This class is distinguished from other engineering management classes by its supervision of those classes and its overall responsibility for directing engineering services. This class reports to the General Manager. TYPICAL TASKS - Positions in this class may perform any or all of the below listed duties. These should be interpreted as examples of the work, and are not necessarily all-inclusive. 1. Develops, plans and implements goals and objectives for the engineering department; prepares and administers internal policies and procedures relating to engineering program activities; interprets and explains applicable rules, laws and regulations to supervisors and others. Directs, oversees and participates in the engineering program work plan; assigns work activities, engineering projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures. Recommends selection of engineering design consultants; oversees the coordination and management of engineering consultants. Conducts capital improvement project planning activities; provides oversight and input into the conceptual design of engineering projects; investigates and resolves problems with scope of work or cost issues of major facility upgrade and replacement projects; Coordinates engineering activities with other departments and divisions; provides responsible advice and counsel to the General Manager, and department and division managers on a variety of engineering issues; oversees the maintenance of engineering project files and work papers; responds to requests; prepares and present reports to the Board of Directors. Represents the District with outside groups and organizations; acts as liaison person with for District on various inter-agency coordination projects; may lead team of District staff

engaged in joint discussions with representatives of other governmental entities. 7. Manages the sale of excess District property; negotiates rights-of-way with property owners, and otherwise oversees District=s real property affairs. Coordinates preparation of the annual budget request for the engineering department; reviews staffing, equipment, and supply needs based upon recent trends and planned activities; monitors expenditures after budget adoption; approves purchase requisitions. Interviews and hires new staff; prioritizes, assigns and reviews work, approves time off for payroll purposes, and prepares employee performance evaluations; monitors and participates in employee relations activities within the department. Performs other related work as required.

DESIRABLE QUALIFICATIONS - Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be the equivalent of: Education and Experience: Possession of a Baccalaureate degree from an accredited college or university with a major in engineering and eight years of full time professional engineering experience at least four of which was in a supervisory or administrative capacity. Knowledge, Skills, and Abilities Knowledge of:- Civil engineering principles and practices; water supply and groundwater production systems; federal, state and local laws and regulations impacting water quality, environmental controls and the conduct of engineering projects; engineering capital project management techniques and methods; principles of management and administration; employee relations concepts and methods; public works contracting and contract management practices; budget administration; principles of employee supervision, training and personnel management. Skill in: Using a personal computer. Ability to: Plan, organize and direct an effective engineering services program; analyze, interpret and apply information, choose among alternative courses of action and arrive at a recommendation; understand and implement laws, regulations, policies and procedures; use computer programs including word processing, spreadsheets and presentation software; plan, assign and supervise the work of subordinate staff; work effectively with unions and maintain positive employee relations within the department; communicate effectively, both orally and in writing; maintain detailed and accurate records; prepare clear and concise written reports including those submitted to the Board of Directors; prepare and make verbal presentations of technical material to non-technical audiences; establish and maintain good working relationships with those contacted in the course of the work.

Working Conditions/Physical Requirements: On a continuous basis, sit at a desk for long periods of time in front of a computer screen; intermittently twist to reach equipment or supplies surrounding desk; perform simple grasping and fine manipulation; use telephone and computer keyboard on a daily basis. Other Requirements: - Possession of a valid Registration as a Professional Engineer in California. Possession of a valid Class C California driver=s license and a satisfactory driving record.
