INTRODUCTION

This Environmental Management Plan (EMP) identifies methods for PT PLN (Persero) (PLN) to control and/or minimize the environmental and social impacts of construction and operational activitiesassociatedwiththe1040MWUpperCisokanPumpedStorageHydroElectricPowerPlant and500kVTransmissionLine(theScheme). TheEMPdetails: 1. Rolesandresponsibilitiesofallpartiesinvolvedintheproject 2. Keyenvironmentalandsocialrisks 3. Mitigation,managementandmonitoringforallpartsoftheschemeduring: - Preconstruction - Construction - Inundation - Operation 4. Reportingresponsibilitiesandmethods 5. EMPupdateprocesses AseriesofAppendicesoutlinespecificenvironmentalmanagementproceduresforspecificpartsof constructionandoperation.

1.1

PURPOSEANDOBJECTIVES
ImplementationofthisEMPwillensurethatPLN,itscontractors,consultants,andsubsidiary companies undertake construction and operation of the Scheme with due regard to protectingandprovidingforthenaturalandsocialenvironment.Inparticular,PLNwill: 1. executeandcomplywithallrelevantenvironmentallegislation(seeSection4) 2. fulfillallofthecommitmentsinthePLN1040MWUpperCisokanPumpedStorageHydro ElectricPowerPlantSchemeConsolidatedEnvironmentalImpactAssessment 2011; 3. fulfillallofthecommitmentsoftheANDAL,RKLandRPLbyIndonesiaRegulation; 4. maintaintheenvironmentalsuroundingtheproject 5. promote environmental compliance, awareness and understanding among employees, subsidiaries,consultantsandcontractors,through: - training;

- assignmentofrolesandresponsibilitiesunderthisEMP; - linkageofperformanceofenvironmentalresponsibilitiestooverallperformance; - fostering a shared sense ofresponsibility for environmental performance among all projectparticipants; - monitoring environmental performance and implement continuous improvement actionsasnecessary; - ongoinginteractionwiththerangeofstakeholdersinvolvedintheproject. 6. Communicate regularly with stakeholders, including government institutions and regulatory bodies, host communities and interest groups, to report environmental performance,regulatorycomplianceandprogresswiththeproject,andtounderstandand addresstheconcernsofthestakeholders. TheimplementationoftheEMPandthereportingandcommunicationtasksrequiredofPLN provide government institutions, the community and other stakeholders the ability to stay informedoftheprojectandthemanagementofenvironmentalandsocialimpacts,andallow participation in the process. The EMP provides clarityand transparency around PLNs plans, responsibilities,legalobligationsandachievements.

1.2 ENVIRONMENTALAPPROVALS
Environmental approvals of ANDAL,RKL and RPL(AMDAL) were issued for the project on 12 April2007,undertheEnvironmentalManagementActNo.23of1997.Acopyoftheapprovals is included in Appendix 1. Environmental Approval of Supplementary ANDAL on quarry and accessroadisanongoingprocessandexpectedtobeapprovedbyendofMarch2011.

1.3 EMPORGANISATIONANDSTRUCTURE
ThisEMPisdesignedasanoverridingdocumentinahierarchyofcontrolplansthroughoutthe project phases (Preconstruction, Construction and Operation). The EMP sets out the framework of environmental management to be applied to the project. It includes the Environmental Principles, Communication, Reporting, Monitoring and Review Procedures to which all parties are required to comply with, including any sub plans. The EMP of pre constructionphasecovers:thepermitsworks,thelandcompensationandtheresettlementas illustratedinFigure1. The works during preconstruction stages is not covered by this EMP document, but it is addressed in other separated document namely LARAP (Land Acquisition and Resettlement ActionPlan)andEMPforAccessRoad.

TheEnvironmentalMonitoringPlanwillcoverallphasesoftheproject,andwillbeupdatedas theprojecttransitionsfromtheconstructionphasetotheInundationandoperationalphases. During the Construction Phase it will sit under the UpperCisokanHydro ElectricPower Plant Scheme EMP, while during the Inundation and Operational Phases it will sit under the OperationalEnvironmentalManagementPlan. Inaddition,attachedtothisEMP(Appendix4)isaTermsofReferencefortheEMPSupervisoryrole, tobecarriedoutbytheEnvironmentalUnitofSupervisingEngineer. AnyreferencetotheEMPinthisdocumentmeansallproceduresinthisdocumentandcompliant subplans.Therelationshipbetweentheseplansisillustratedinthefiguresabove.Allplansmustbe consistentwiththemainplanaboveitinthehierarchy,andmustalsobeconsistentwithplansat thesamelevel.

ENVIRONMENTALMANAGEMENTPLANROLESANDRESPONSIBILITIES

PLN,theSupervisingEngineer,theContractorandtheIndependentReviewPanelwillallhave responsibilitiesforsupervising,implementing,reviewingand/orrevisingthevarioussubplans, asshowninthetablebelow. PLNProjectManagementTeamwillbeinPLNHydroJava(PHJ).

EachofthesubplansandtheEnvironmentalMonitoringPlanaredescribedbelow.Eithertheplans, ortermsofreferencefortheplans,areincludedintheAppendicestothisEMP.

1.5.1

ConstructionandWorkersCampManagementPlan
Objective: To minimize the potential negative impacts of construction activities, including workers campsandconstructiontraffic,onhostcommunities,wildlifeandtheenvironment. Description: Specifications of Environmental for the Contractor are included in Appendix 5. The plan shalladdressthefollowing:

TimingScheduleandbudget: Thedetailedplanshallbeinplaceatleastthreemonthspriortothestartofconstruction. Thebudgetisincludedincontractorscontract Responsibilities: TheContractorshallberesponsibleforthepreparationandimplementationoftheplans. The Supervising Engineer shall be responsible for overseeing the implementation of the plan.

1.5.2

ReservoirLandClearancePlan
Objectives: Tominimizebiomasslossasaresultofreservoirclearing. Coordinate timing of vegetation removal to allow benefits to local communities to salvagecutvegetation. Tominimizetheimpactonwaterqualityduringinundationandoperationbyremoving vegetationandcontaminationsourcessuchaslatrinesandrubbishdumps. Toprotecttheremnantforestduringreservoirpreparation.

Description: Theplanshallcontainmethodsto:

1. Delineate the areas to be cleared of vegetation to avoid unnecessary cutting and


removalofvegetation,andtoprotecttheremnantforest,riparianzonesoftributaries andotherusefulhabitats.

2. Scheduling in advance of reservoir filling to maximize the efficiency of vegetation


removalandsalvage,whileminimizingtheopportunityforvegetationregrowth,

3. Implementing dust control and sediment and erosion control measures to reduce
impacts.

4. Coordination of plans to allow local communities the opportunity to salvage cut


vegetation.

5. Proceduresforthesuitablecappingorremovalofcontaminationsources.
TimingScheduleandbudget: Theplanshallbeinplaceatleastthreemonthspriortothestartofthereservoirclearance process.ThebudgethasbeenallocatedinLARAPbudgetcalculation. Responsibilities: The Contractor shall coordinate the preparation and implementation of the plan. The SupervisingEngineershallsupervisetheimplementationoftheplan.

1.5.3

SocialandCommunityManagementPlan
Objectives: To maintain communications with host communities, including providing information abouttheproject,andcomplaintsandissuesfromthecommunity. Toinformthecommunityaboutconstructionrisksand issues,andtoidentifysuitable mitigationandmanagementmeasures. To manage any disruptions to community connectivity during construction and after reservoirinundation. To coordinate with the regard to grievances and other social impacts that may arise duringtheconstructionperiod. Description: A guidelines for preparation of Social and Community Management Plan is included in Appendix 6. The plan will detail all necessary activities, institutional arrangements and budget requirements, to manage, avoid and minimize any negative impacts on the local communities.Thiswillnotincludetheprocessesforcompensationandresettlementthat willbedealtwiththroughtheLARAPprocess. Theplanwillincludethefollowingprograms/plans:

1. Cultural and Environmental Education and Awareness Program for workers regarding
hostcommunitytraditions,lifestylesetc.andaworkerscodeofconduct.

2. Health Program to manage the health risks between the workers and the host
communities.

3. Community relations plan to document procedures for communications, grievance


processes,changestoconnectivity,andrisksaroundreservoirfilling,blastingandother constructionrelatedimpactsetc.

4. Traffic Management Plan to manage the risks to the community from construction
traffic. TimingScheduleandbudget: Theplanshallbeinplaceatleastonemonthsbeforethestartoftheconstruction,. The budget of plan preparation and implementation is included in Main Contractors contractexcepttheconstructionpermanentbridgeisincludedinLARAPbudgetcalculation. Responsibilities: Thecontractorshallberesponsiblefordevelopmentandimplementationoftheplan.The supervision of the plan is the responsibility of the Supervising Engineer, along with the responsibilitiestosupervisetheconstructionimplementation.

1.5.4

PhysicalCulturalResourcesManagementPlan
Objective: Topreventanyinadvertencelossofphysicalandculturalresources,orgravesandreligious buildings,duringconstructionandoperation. Description: Theplanincludesmethodsto:

1. Methodsandresponsibilitiestoprotectresourcesduringconstruction. 2. Methodsandresponsibilitiestorelocate/removegravesandreligiousbuildingsaspart
oftheresettlementandreservoirpreparationprocess.

3. Chance Find Procedures which identify what measures should be taken in the event
thatphysicalculturalresourcesareencountered. TimingScheduleandbudget: Theplanhasbeencompleted. ThebudgetisprovidedbyPLNasattachedinEMPappendix14. Responsibilities: Thefurthertechnicaldetailofplan(ifany)willbepreparedbyContractorandsupervisedby theSupervisingEngineer(withapproval/supervisionbyPLNPHJ).TheContractorhasthe responsibility of implementing the protection of resources and following the chance find procedures. The Supervising Engineer has the responsibility of managing relocation and removal,bycoordinatingtheprocesswiththeresettlementprocess.

BiodiversityManagementPlan
Objectives: To protect and enhance the remnant forest community (both the habitat and its inhabitants)sothatitisaselfsustainingecosystemandisnotimpactedbyconstruction. To protect and restore the reservoir greenbelts to provide additional habitat for local fauna. Description: TheTORisprovidedinAppendix8.Theplanshallincludemethodsto:

1. Further evaluate the sustainability and vulnerability of the remnant habitat and its
inhabitants.

2. Identifyofsuitablemanagementmethodstoachieveaselfsustaininghabitat. 3. Implementconstructioneffectsmanagementandmonitoring. 4. Identify enhancement methods for the greenbelts and remnant habitat during
construction,inpreparationforinundationandoperation.

5. To develop green belt (of 5m vertical around each reservoir) with local forest
species to provide additional, connecting habitat. Development is to begin during the construction period. TheplanwillbeupdatedfortheInundationandOperational Phases,undertheOEMP. TimingScheduleandbudget: Theplanshallbeinplaceatleastonemonthpriortocommencementofthemainworks. ThebudgetisincludedinPLNbudget Responsibilities: The further technical detail of plan will be prepared and supervised by PLN PHJ (or its delegate). The responsibility of implementation is the Supervising Engineer (or its delegate).

1.5.6

AccessRoadEnvironmentalManagementPlan
Objective: Tominimizetheadverseeffectsofroadconstructiononthehostcommunities,roadusers andtheenvironment. Toensurethatroadsafetyissuesareincludedinfinalroaddesignandconstruction,to provideasaferroadenvironmentduringconstruction. Toeducatethecommunityabouttherisksandtoaddresscomplaintsduringconstruction. Description: Theplanhasbeenwrittenandincludes:

TransmissionLineEnvironmentalManagementPlan

PROJECT OVERVIEW

InordertomeetgrowingpeakingdemandsandtosignificantlyimprovereliabilityoftheJava Bali power system, the state owned power company, PT Perusahaan Listrik Negara (PLN), is proposing a 1040MW pumped storage hydroelectric power scheme in the Upper Cisokan catchment,WestJavaProvince. TheUpperCisokanPumpedStorageHydroelectricPowerSchemecomprisesUpperandLower reservoirs,eachwithanactivestorageof10,000,000m3.Theupperreservoirwillbe80hawhenfull, andthelowerreservoirwillbe260Hawhenfull. Theupperreservoirdischargeswatertogenerateelectricityduringpeakload(0511pm).The stored water from the lower reservoir is pumped to the upper reservoir during off peak demand, after 00.3009.30am daily, using energy supply from the base load power plants. In addition, the proposed project will provide spinning reserves and reactive power, as well as other auxiliary services to the power system. A pumped storage scheme will allow more flexibility in the power network, and provide PLN with a cheaper method of meeting daily peak loads and demand of auxiliaryservices. 500kV Transmission lines will convey electricity from the power station to the JavaBali electricity network. To the north, the scheme will connect to the CibinongSaguling line by two separatelinesandcorridors.

2.1 LOCATION
The general location of the scheme is shown in Figure 5. The site is approximately 150 km from Jakarta, in West Java province. The scheme is located in the hills that traverse west to east along Java,thecentralandmostpopulousislandintheIndonesianarchipelago. The reservoirs are located in the upper catchments of the Cisokan River. The headwaters of the CisokanRiverarelocatedonthenorthernsideofthebackboneofhillrangesthatrunwesttoeast alongJava.FromtheheadwaterstheCisokanRiverflowsgenerallyfromsouthtonorthasamajor tributary of the Citarum River, which also flows to the Java Sea on the north coast of Java. The projectstraddlestwolocalauthorityRegencies,WestBandungandCianjur.

CAPACITY AND TRAINING

10.1

CAPACITY
This management plan shall be implemented within PLNs Environmental Management System. ThemanagementsystemprovidesPLNwiththesystemsandstructurestoenableimplementation of the plan, monitoring, reporting and delegation of roles to third parties.

10.2

TRAINING

10.2.1 ManagementandImplementation/OperationsoftheEMP All those responsible for the management and implementation/operation of any aspect of the EMPshallbeadequatelytrainedfortheirrole.Evidenceoftrainingshouldbemaintainedonsite, forinspection/auditingpurposes. AND REVIEW

The PLN Environmental Unit will periodically monitor and audit the effectiveness and implementation of the plan whether a review of the document is required. The audit program and procedurescoverthescope,frequencyandmethodsaswellastheresponsibilitiesandrequirementsfor conductingauditsandreportingresults. The frequency of audits will reflect the level of significance of environmental impacts and the resultsofpreviousaudits.

11.1 EMPREVIEW
The EMP will be reviewed periodically to evaluate environmental controls and procedures to ensure they remain applicable to the activities. Reviews will be undertaken by the PLN EnvironmentalUnit,asfollows:

- ThefullEMPwillbereviewedatleastannually. - RelevantpartsoftheEMPwillbereviewedfollowingareportableincident. - RelevantpartsoftheEMPwillbereviewedfollowingthereceiptofanupdatedsubplan. - Attherequestofstakeholders,includingGovernmentAgency(BPLHD),Contractor,Supervising


Engineerorthehostcommunities. TheEMPreviewwillincludeanalysisofthedatacollectionandresults,monitoringreports,incident reports, complaints, feedback from stakeholders, Government Agency (BPLHD) reports, consultation meeting minutes and training records, to evaluate the effectiveness of the procedures.Sitevisits,interviewsandotherauditingmethodsmayalsobeused. UpdatestotheEMP,followingthereview,willfollowtheprocedureinSection9.2.

11.2 NEWIMPACTSANDACTIVITIES
All new activities and impacts not covered by the main EMP or any of the subplans, must be includedandanewrevisionoftheplan(s)producedthroughtheupdateprocedure.

11.3 CONTROLANDUPDATEOFTHEEMP The EMP will be issued as a controlled document to all relevant staff and organizations. The procedure to be followed to control the issue of the documents, provide a review of its effectivenessandprovideupdatesisasfollows: 1. 2. IssuedcopiesbytheEnvironmentalUnitofPLNwillbenumbered. TheEnvironmentalUnitwillinitiateareviewofanyrelevantsectionsfollowingmodification totheEnvironmentalApproval,issueofanewapproval,orachangetointernalprocedures basedoncorrectiveactionsorimprovementsinmethodologies. 3. TheEnvironmentalUnitwillensurethedocumentisreviewedandthatallsectionsareupto date. 4. Any parts of the EMP that require Government Agency approval will be lodged with the relevantagenciesandmaynotbeimplementeduntilanapprovalhasbeenprovided. 5. Allcontrolledcopieswillbeupdatedfollowingachange,coordinatedbytheEnvironmental Unit. 6. AllupdatedsubplanswillbeforwardedtotheEnvironmentalUnitinordertoupdatethe relevantappendicesinthisplan. 7. 8. Updateswillbecommunicatedtoallinterestedandaffectedstakeholders. UpdateswillberecordedinSection1.7.

11.4 GOVERNMENTAGENCYREVIEW
Allreports,registersandmonitoringresultsmustbemadeavailabletotheGovernmentAgency (BPLHD)onrequest.TheGovernmentAgency(BPLHD)musthavetheabilitytoaudittheresults andcarryoutduplicatemonitoringorauditingatanytimetoensurecompliancewiththeEMP andanyapprovalsissued. Where theGovernment Agency(BPLHD) does not have the capacity to audit, PLN shall ensure thatanindependentauditiscarriedoutattherequestoftheGovernmentAgency(BPLHD)and totheirsatisfaction.
