WELCOME TO OPPORTUNITY PARTNERS Opportunity Partners is a prominent Twin Cities organization dedicated to the belief that people with disabilities can lead a rewarding life, build talents, achieve the promise of a fulfilling life and add value to our world. With an annual budget of around $34 million, Opportunity Partners provides employment, housing and educational services to 1500 individuals each year.

HISTORY Opportunity Partners was founded in 1953 by parents of young adults with developmental disabilities. These parents looked at their childrens abilities, focused on what they could do, and gave them the skills and support they needed to achieve their dreams. These parents opened a facility in Richfield called Opportunity Workshop, where their children could learn and have meaningful work. The businesses that outsourced jobs to the workshop discovered that people with disabilities could deliver quality services at competitive prices. The leadership of Opportunity Workshop quickly recognized the success of their in-house packaging operation, and approached customers about employing people with disabilities beyond the workshop walls. In 1959, Opportunity Workshop became the first organization in the area to place people with disabilities in jobs at businesses in the community. Then, as people with disabilities began moving from large institutions to the community in the early 1970s, the organization expanded its programs to include residential services. In 1996, Opportunity Workshop changed its name to Opportunity Partners to better reflect its broad philosophy and business model.

OPPORTUNITY PARTNERS TODAY Today, Opportunity Partners has more than 32 locations in the Minneapolis/St. Paul area and an employee base of over 500 staff members. The organization provides services in the following categories: Employment Services Opportunity Partners helps people with disabilities prepare for work in the community and succeed in the workplace in over 250 partner businesses or in a variety of jobs at one of four in-house production facilities. Employment services include pre-employment assessments, vocational training, career exploration, placement and ongoing support in the workplace. Opportunity Partners provides job placement or job coaching services to more than 1000+ people with disabilities each year. This is our strongest area of presence in the community. Residential Services Opportunity Partners manages 24 well-maintained community homes with 24-hour staff support. Additionally, approximately 190 individuals receive services and support in their own homes and apartments. OPs residential services provide more than just a place to live;

they offer community integration, social opportunities and support in daily living skills. A new program called HoMEbase has recently been added to provide apartment POD living options to the people we serve with a goal to add up to 50 units by the end of 2013. Educational Services At Opportunity Partners, people with disabilities learn life skills and find a wide range of opportunities for job training and community involvement. Whether the learning takes place in a traditional classroom or in the community, clients acquire skills for competitive employment. They also learn valuable practical skills, including how to balance a checkbook, grocery shop and participate fully in the community. In July 2007, Opportunity Partners opened NewSource, LLC, an exciting new business venture. NewSource is a division of Opportunity Partners that brings additional communitybased jobs to workers with disabilities and expands Opportunity Partners production and document conversion capabilities. Opportunity Partners continues to innovate and achieve. Some of Opportunity Partners recent accomplishments include: The dedication of the newly remodeled Minnetonka headquarters and training location, the Koch Technical & Training Campus, at the end of a successful capital campaign. A three-year grant from the US Department of Educations Projects with Industry program, allowing Opportunity Partners to provide free job placement services for people with barriers to employment. A three-year award that continues national accreditation by CARF, the Commission on Accreditation of Rehabilitation Facilities. National program recognition and award for Opportunity Partners Karlins Center for autistic adults. An exciting new collaboration with Dunwoody College of Technology will provide leading edge training opportunities and expanded career options for clients. POSITION OVERVIEW The Vice President of Human Resources will provide strategic and tactical leadership for the HR function including planning, development, evaluation, and coordination of human resources policies, programs, and practices that drive values-based behavior and encourage organizational growth and change. The Vice President of Human Resources reports to CEO George Klauser. Mr. Klauser is a strong supporter of HR and relies on his Vice President of Human Resources for strategic advice and counsel. This position manages five staff members (HR Manager, two HR Generalists, Client Wellness professional and HR Administrator), providing coaching, guidance and direction. The Vice President of Human Resources acts as a guide to best HR practices and business partner to functional management throughout the organization. Assisting the organization with change management is also an important purpose of this position. Because Opportunity Partners is a mid-sized organization, the leader of human resources will be both a strategic thinker and a roll-up-your-sleeves practitioner to lead projects and resolve issues.

KEY ACCOUNTABILITIES Human Resources Strategy and Planning Further the culture at Opportunity Partners to achieve the companys goals: o Stay true to belief that achieving aspirations is fundamentally a function of the

performance of employees Lead the development of a premier employee productivity culture with a strong foundation in responsibilities and achievement of goals o Lead the development of a value add human resources function Develop and implement HR policies and procedures; ensure compliance with legal requirements and government reporting regulations; ensure maintenance and confidentiality of required documentation and files. Utilize the Human Resources Board Committee as needed to obtain oversight and recommendations for HR issues and policies.

Human Resources Management Lead the Opportunity Partners Human Resources department. Provide clear direction, coaching, feedback and development to team members. Partner with the CEO on key HR issues, policies and programs. Provide executive advice and counsel. Work with fellow members of the leadership team to seek input on how human resources can best support the organization. Understand best practices in human resources. Gain competitive knowledge of trends and techniques in HR; make continuous improvements to the function. Recruitment and Selection Maintain a high-quality recruiting process, including screening, testing, selection, and onboarding; select, contract, and manage outside recruiting resources, as needed. Improve areas such as time-to-hire, cost-of-hire, and employee retention rates. Work with recruitment vendors, as needed. Evaluate, select, manage and assess performance of vendors. Assist with the recruitment and selection of volunteers to serve in various capacities throughout the organization. Assist, as needed, with new employee orientation to assure current information and a value-add process for new staff. Compensation and Benefits Develop and implement comprehensive and cost-effective employee benefit plans, including benchmarking to determine competitiveness, contractor evaluation and selection, and administration. These include health insurance, life insurance, disability insurance and miscellaneous benefits. Develop and implement job classification, pay grade structures and compensation programs. Conduct market research and make recommendations to the President. Encourage a culture of wellness throughout Opportunity Partners through creative and meaningful initiatives. Oversee the benefit plan administration and communication about the program. Assure that accurate job descriptions are maintained throughout the organization.

Employee Engagement Foster a culture of employee engagement at Opportunity Partners. Develop and implement a process for the investigation and resolution of employee relations and employee performance issues and ensure proper documentation procedures.

Conduct employee surveys and assessments to measure employee attitudes and meet the needs of the organization. Work with outside counsel, as needed, to handle employee relations issues.

Organization Development Design and implement organizational development techniques to further employee engagement. Oversee change management programs that will assist the organization as it evolves and grows. Assess organizational learning needs; develop and implement training, including both required and discretionary training programs for manager and employees. Serves as a strategic advisor to the CEO and management team regarding employee development issues and opinions. Provide coaching and serve as a resource to all employees. Be viewed as a trusted advisor, good listener and valued mentor. Oversee formal and informal performance review program to ensure accountability, effectiveness, compliance, and equity within the organization. Company Leadership and Administration Oversee and manage the preparation of a budget for human resources. Oversee a wide variety of employee communications. Represent human resources to the Opportunity Partners Board of Directors, as requested, and external stakeholders such as government, consulting firms, and corporations. Represent the organization at employee-related hearings and investigations, such as workers compensation/unemployment. Contract with outside suppliers to provide employee services, as directed. Track and measure the impact of industry trends, relevant legislation/regulations, and competitoractivities and capabilities. Benchmark against these metrics. Maintain a current understanding of human resources issues through participation in relevant trade and professional organizations.

QUALIFICATIONS The successful candidate will possess a bachelors degree or equivalent and ten-plus years of related experience in human resources leadership, ideally in the non-profit sector. A masters degree and the SPHR certification are welcomed. Experience leading an HR function and experience in broad human resources generalist work including compensation/rewards, benefits, performance management, employee development, recruitment and selection, HRIS and employee relations is required. The Vice President of Human Resources will prefer to work in a mission-driven environment and will be an energetic, forward-thinking and creative individual with high ethical standards. He or she will be experienced with developing and executing human resources activities and planning to meet the needs of a multi-faceted organization. It is vital that the Vice President of Human Resources be a results-oriented individual who possesses a strategic general business focus as well as an operational, implementation and

detail oriented perspective. The ability to compassionately relate to people at all levels of the organization and maintain a positive team orientation is essential. This individual will be

skilled at gathering, assessing and sharing information, and will serve as a coach, mentor and facilitator. This key position requires an ability to communicate effectively on complex topics to employee groups, management at all levels of the company and occasionally to the board of directors and outside organizations.

COMPENSATION The salary for this position is commensurate with individual experience and competitive with compensation at similar organizations.
