Portugalia sau Republica Portughez este o ar situat n extrema sud-vestic a Europei, din
Peninsula Iberic, avnd grani cu Oceanul Atlantic n vest i n sud, i cu Spania n nord i n est.
Teritoriul portughez include dou grupuri de insule ale Atlanticului: Insulele Azore i Insulele Madeira.
Scurt istoric: mprirea natural a Peninsulei Iberice nu este de la vest spre est, ci de la sud spre
nord, separnd cultura i climatul atlantic de cel mediteranean. Totui, Portugalia cu graniele aproape
stabilite n secolul al XIII-lea, este una dintre cele mai vechi naiuni din Europa. A descoperit i a pierdut
un imperiu, i-a abandonat i i-a rectigat autonomia, iar de la revoluia din 1974, care a pus capt
perioadelor dictatoriale, i-a format noi legturi cu fostele sale posesiuni. Triburile iberice ale lusitanilor
care populau teritoriul Portugaliei n antichitate a fost supuse de romani n secolele I - II . Hr. Lusitania,
provincie a Imperiului Roman, este cucerit n secolul al X-lea d. Hr. de triburile germanice ale suevilor,
n secolul al XI-lea de ctre vizigoi, intrnd apoi, n anii 711 - 718, n stpnirea arabilor. Din secolul al
X-lea, tinuturile cuprinse ntre rurile Minho i Douro sunt desemnate cu numele de Terra Portucallis, de
la numele roman Portus Calle, al oraului Porto. n timpul Reconquistei (secolele IX - XIII), pe teritoriul
eliberat de sub dominaia arab ia fiin, n 1095, comitatul Portugaliei, vasal Regatului Len, iar n 1139
regatul independent portughez. n 1147 este recucerit Lisabona (care va nlocui Coimbra ca reedin
regal), n 1249, provincia sudic Algarve, ultima aflat sunt stpnire arab. La ncheierea Reconquistei
sunt trasate hotarele cu Spania vecin (1267), Portugalia fiind primul stat european care-i fixeaz
definitiv frontierele, rmase neschimbate pn astzi.n secolul al XV-lea i la nceputul secolului al XVIlea, Portugalia devine o mare putere maritim, punnd bazele unui vast imperiu colonial: (ins. Capului
Verde, Angola, Mozambic, Arabia de Sud, coasta occidental a Indiei, peninsula Malacca, Ceylon,
Brazilia), apogeul expasiunii teritoriului i al nfloririi economice i culturale fiind atins n timpul
domniei regelui Manuel I (1495 - 1521). La jumtatea secolului al XVI-lea, Portugalia pierde statutul de
mare putere maritim, cea mai mare parte a imperiului su colonial fiind cucerit, n secolele XVII-XVIII,
de Olanda i Anglia. ntre 1580 i 1640, Portugalia este anexat de ctre Spania. Lentul i inexorabilul
declin nu poate fi oprit nici de reformele n spiritul absolutismului luminat din timpul regelui Jos I de
Bragana (1750 - 1777), nici de introducerea monarhiei constituionale n (1822). n 1822, Brazilia, cea
mai important colonie a Portugaliei, i proclam independena. Secolul al XIX-lea este marcat de
antagonismul dintre liberali (republicani) i conservatori (regaliti), care rbufnete n frecvente rzboaie
civile. La 5 octombrie 1910 monarhia este abolit, iar Portugalia se proclam republic. Lovitura de stat
militar din 28 mai 1926, iniiat de generalul Carmona, deschide calea dictaturii lui Antnio de Oliveira
Salazar (ministru de finane din 1928), apoi prim-ministru (1932 - 1968), care impune n 1933 o
constituie de tip fascisto-corporatist. n 1949 Portugalia devine membru fondator al NATO. La 25 aprilie
1974 o insurecie militar (Revoluia Garoafelor Roii), iniiat de forele armate obosite de rzboaiele
coloniale, i nltur pe succesorii lui Salazar (preedintele Amrico Toms i prim-ministrul Marcelo
Caetano) i deschide calea restaurrii democraiei. Se prbuete astfel, fr vrsare de snge, ultimul i
cel mai vechi regim dictatorial al Europei occidentale. Dreptul coloniilor portugheze la autodeterminare i
suveranitate este recunoscut oficial la 19 iulie 1974, n anul urmtor dobndindu-i independena
Guineea-Bissau, insulele Capului Verde, So Tom i Prncipe, Mozambic i Angola. O relativ
instabilitate politic, tensiuni i tentative de puciuri militare de stnga i dreapta, frecvente restructurri n
lumea partidelor politice jaloneaz drumul Portugaliei spre o democraie pluralist echilibrat. Portugalia
devine n 1986 membru al Uniunii Europene. Reflex al progresului economic l constituie organizarea la

Lisabona, n 1998, a Expoziiei Universale, cu ocazia mplinirii a 500 de ani de la descoperirea de ctre
Vasco da Gama a drumului spre India.
Din punct de vedere politic, Portugalia a nlturat progresiv instituiile nedemocratice i s-a
stabilizat ca o democraie constituional. Cele patru mari organe politice portugheze sunt Preedinia,
Guvernul (primul ministru i Consiliul de Minitri), Parlamentul i puterea judiciar. Preedintele, ales
prin vot direct pentru un mandat de 5 ani, este comandant ef al forelor armatei. Puterile prezideniale
includ alegerea primului ministru i a Consiliului de Minitri, n care preedintele trebuie s fie ghidat de
rezultatele alegerilor. Consiliul de Stat, un organ prezidenial de supraveghere, este compus din ase
ofieri civili seniori, orice fost preedinte ales ncepnd cu 1976, cinci membri alei de ctre Adunarea
Republicii, i cinci alei de ctre preedinte. Guvernul este condus de ctre un prim ministru, care
numete Consiliul de Minitri. Adunarea Republicii (Assembleia da Repblica) este un organ unicameral
compus din 230 de deputai. Deputaii sunt alei prin vot universal, conform sistemului de reprezentare
proporional, pentru un mandat de patru ani, cu excepia cazului n care preedintele dizolv Adunarea i
cere alegeri anticipate. Curtea Suprem Naional este curtea ultimului apel. Curile militare,
administrative i fiscale sunt desemnate drept categorii diferite de curi. Un Tribunal Constituional
format din nou membri verific constituionalitatea legislaiei.
In ceea ce priveste districtele si regiunile tarii, Portugalia continental este format din 18
districte (distritos, singular - distrito): Aveiro, Beja, Braga, Bragana, Castelo Branco, Coimbra, vora,
Faro, Guarda, Leiria, Lisboa (Lisabona)-capitala tarii, Portalegre, Oporto (Porto), Santarm, Setbal,
Viana do Castelo, Vila Real, Viseu, iar Portugalia insular cuprinde dou regiuni autonome: Azore i
Insulele Madeira. Fiecare district este subdivizat n municipaliti (concelhos, singular - concelho).
Geografic vorbind, Portugalia continental este mprit n dou de rul ei principal, Tagus
(Tejo). Alte ruri importante sunt: Douro, Minho i Guadiana. Ca i rul Tagus, toate izvorsc din Spania.
n nord, relieful este format din muni. Cel mai nalt punct al Portugaliei se afl n partea insular: Mount
Pico (2.351 m), n Azore. n sud, spre Algarve, relieful este format mai ales din cmpii, i clima de aici
este ceva mai clduroas i mai uscat dect n nordul rcoros i ploios.
Economia Portugaliei a devenit o economie diversificat i n continu cretere, bazat pe
servicii, de la aderarea la Uniunea European, n 1986. n ultima decad, guverne succesive au privatizat
multe firme controlate de stat i au liberalizat zone cheie ale economiei, incluznd sectoarele financiar i
telecomunicaii. ara a ntrunit criteriile pentru Uniunea Monetar European (EMU) n 1998 i a nceput
s foloseasc noua sa moned, euro, pe 1 ianuarie 2002, mpreun cu alte 11 state membre ale U.E.
Demografia: Portugalia este o ar relativ omogen din punct de vedere lingvistic, etnic i
religios. Limba portughez este vorbit n ntreaga ar, cu excepia oraului Miranda de Douro, n care
dialectul Asturian este recunoscut ca limb oficial. Minoritile, inclusiv cele formate din imigranii
africani din fostele colonii, numr mai puin de 100.000 de oameni. In total populatia tarii este de
11.317.192 locuitori. Majoritatea populaiei portugheze este de confesiune romano-catolic.

Pentru date absolute:
Evolutia cheltuielilor Guvernului General
In Portugalia nivelul cheltuielilor per total au inregistrat o tendinta oscilatorie pe toata perioada
analizata, de la 41,1% cat erau in anul 2000, au crescut la 48,0% in anul 2009. Referitor la
cheltuielile efectuate de serviciile publice generale, si acestea au avut evolutii diferite pe
parcursul anilor 2000-2010. Acestea au atins in anul 2000, 5,9% din PIB, continuand sa fluctueze
pe parcursul perioadei analizate. S-au inregistrat unele evolutii si in sectoarele: aparare, ordine si
siguranta publica, activitati economice, sanatate, recreere, cultura si religie, educatie si protectie
sociala. In sectorul protectie sociala s-a inregistrat o crestere semnificativa de la 12,1% in anul
2000 la 17,4% in anul 2009. Minimul pe cele mai mici cheltuieli s-a inregistrat intre anii 20022007 in sectorul protectiei mediului cand sumele cheltuite nu au depasit 0,6% din PIB.
Evolutia cheltuielilor Guvernului Central
Totalul cheltuielilor Guvernului Central, sunt mai mici decat totalul cheltuielilor Guvernului
General. Astfel, in anul 2000 nivelul acestora se situa la 30,8% din PIB, continuand sa creasca
sau sa scada nesemnificativ ajungand in anul 2009 la 35,3% din PIB. Cheltuielile cele mai
importante ca sume revin sectorului serviciilor publice generale, urmat de sectoarele educatie si
protectie sociala. Minimul pe cele mai mici cheltuieli s-a inregistrat in anul 2000 in sectorul
locuinte pentru populatie si respectiv in anul 2000 in sectorul protectia mediului. Cele mai reduse
sunt reclamate de sectorul locuinte pentru populatie din anul 2001 respectiv pana in 2009.
Evolutia cheltuielilor Guvernului Local
Guvernul Local, are cheltuieli foarte scazute, comparativ cu primele doua sectoare. S-a
inregistrat un nivel minim de cheltuieli in sectorul de ordine si siguranta publica cu 0,1% din
PIB. Au fost sectoare in care nu s-a inregistrat nici o cheltuiala pe toata perioada analizata. In
sectorul de aparare. In schimb sectorului serviciilor publice generale i se acorda cea mai mare
importanta deoarece se prezinta in anul 2009 cu un maxim 2,2% din PIB. Se mai observa de
asemenea o evolutie constanta a cheltuielilor de 0,1% din PIB in sectorul orinea publica si
sanatate.
Evolutia cheltuielilor Guvernului Social
Totalul cheltuielilor efectuate de catre Guvernul Social reprezinta aproximativ o patrime din
totalul cheltuielilor efectuate de Guvernul General si respectiv o treime din cele efectuate de
Guvernul Local. Acestea inregistreaza o tendinta oscilatorie, ajungand de la 9,4% in anul 2000,
la 12,8% in anul 2009. In sectoarele cu: apararea, ordinea si siguranta publica, protectia
mediului, locuinte pentru populatie, sanatate, educatie si recreere, cultura si religie nu
inregistreaza nici o cheltuiala. Cel mai vizat sector este cel al protectiei sociale, ale carui

cheltuieli reprezinta aproape in totalitate cheltuielile efectuate de Guvernul Social. Valorile cresc
de la un an la altul, in anul 2000 cheltuielile privind sectorul protectiei sociale se situa la 8,3%
din PIB ajungand in anul 2009 la 12,2% din PIB. Si sectoarele servicii publice generale si
activitati economice sunt semnificative in guvernul social, insa intr-o masura mai mica

In acest caz, pe perioada analizata se observa ca pe toate sectoarele nu se inregistreaza nici o
valoare, cheltuielile fiind deci inexistente.

Evoluia cheltuielilor Guvernului General fa de anul de baz 2000
Referitor la Guvernul General cheltuielile variaza de la un an la altul. De exemplu, in sectorul
servicii publice generale acestea au crescut cu 2% fata de anul de referinta 2000, in anul 2002 au
scazut cu 2% , iar in ceilalti ani respectiv in 2003 2009 s-au inregistrat cresteri. In ceea ce
priveste sectorul aparare, se observa ca pe toata perioada analizata s-au inregistrat scaderi fata de
anul 2000, iar in sectorul protectie sociala s-au inregistrat cresteri semnificative, valoarea
maxima atingand 44% in anul 2009.
Evoluia cheltuielilor Guvernului Central fa de anul de baz 2000
In ceea ce priveste Guvernului Central putem vorbi de o cretere generalizat a cheltuielilor
Guvernului Central lund ca an de baz anul 2000 n urmtoarele sectoare: serviciile publice
generale, ordine i siguran public, protectia mediului, sanatate, educaie i protecie social. In
sectoarele aparare, activitati economice, recreere cultura si religie, se inregistreaza scaderi, iar in
domeniul sectorului locuinte pentru populatie acestea sunt inexistente. Avand in vedere totalul
cheltuielilor Guvernului Central, vom meniona c, fa de anul de baz 2000 acestea evolueaza
ascendent, crescand in 2001 si 2002 cu 2%, in 2003 cu 6%, in 2004 cu 9%, in 2005 cu 12%, in
2006 cu 7%, in 2007 cu 4%, in 2008 cu 3% si in 2009 cu 15%, aceasta din urma fiind valoarea
maxima.

Evolutia pe toata perioada analizata in ceea ce privete sectorul Guvernului Local este o evoluie
ascendent a cheltuielilor fa de anul 2000 n urmtoarele sectoare: sectorul serviciilor publice,
snatate , recreaie ,cultur i religie, educaie i protecie social.
O evoluie descendent a cheltuielilor se observ n sectorul locuine pentru populaie. n acest
sector nivelul cheltuielilor scade n anul 2003 fa de 2000 cu 23%. Se mai poate observa o
evolutie constanta in sectorul ordine si siguranta publica.
Cheltuielile totale urmeaz de asemenea un trend ascendant fa de anul de referinta 2000 astfel:
cresc n anul 2001 cu 7%, n anul 2002 cu 8%, n anul 2003 cu 5%, n anul 2004 cu3%, n anul

2005 cu8%, n anul 2006 cu10%, in anul 2007 cu 14%, in anul 2008 cu 15 %, iar in anul 2009 cu
20%, aceasta fiind valoarea maxima.
Evoluia cheltuielilor Guvernului Social fata de anul de baza 2000
Cheltuielile totale urmeaz un trend ascendent fa de anul 2000 astfel: cresc n anul 2001 cu 4%,
n anul 2002 cu 3%, n anul 2003 cu 10 %, n anul 2004 cu 14% ,n anul 2005 cu 17% , n anul
2006 cu 19%, in anul 2007 cu 17%, in anul 2008 cu 21%, iar in anul 2009 cu 36%. Cresteri s-au
mai inregistrat in sectorul protectie sociala, descresteri in sectorul servicii publice generale
(exceptie facand anul 2001, acestea nemodificandu-se), iar o evolutie aproape constanta in
sectorul activitatii economice, restul sectoarelor nu au intregistrat nici un fel de evolutie.

Pe intreaga perioada analizata aceste cheltuieli au fost inexistente.

Daca luam ca reper totalul cheltuielilor putem observa c nivelul acestora in acest sector, au
evoluat dupa cum urmeaza: au crescut in anul 2001 fata de 2000 cu 3%, au scazut in anul 2002
fata de 2001 cu 3%, au crescut in anul 2003 fata de 2002 cu 4%, au scazut in anul 2004 fata de
2003 cu 2%, avand o evolutie constanta in anul 2005, au scazut in anul 2006 fata de 2005 cu 5%,
au crescut in anul 2007 fata de 2006 cu 1%, au crescut in anul 2008 fata de 2009 cu 2%, iar in
final in anul 2009 au crescut fata de 2008 cu 10%.(aceasta fiind valoarea maxima). Se poate
observa ca pe inreaga perioada analizata cheltuielile au inregistrat o tendinta oscilatorie.

Evoluia cheltuielilor Guvernului Local ca pondere in totalul cheltuielilor
In cadrul Guvernului Local cele mai mari ponderi sunt inregistrate in urmatoarele sectoare:
servicii publice generale, activitati economice, locuinte pentru populatie, respectiv recreere,
cultura si religie. Ponderea maxima este de 31,34% si se regaseste in sectorul servicii publice
generale. Ponderi reduse detin sectoarele: ordine si siguranta publica (pondere minima 1,41%),
sanatate, si protectie sociala. Mentionam ca sectorul aparare, nu implica nici un fel de cheltuiala.
Evoluia cheltuielilor Guvernului Social ca pondere in totalul cheltuielilor
Ponderea majoritara in totalul cheltuielilor Guvernului Social, este reprezentata de sectorul
protectie sociala (ponderea maxima este de 95,61%). Observam ca in sectorul servicii publice
generale, ponderile evolueaza descendent pe parcursul perioadei analizate, de la 10,64% in anul
2000 ajung la 3,91% in anul 2009. In sectorul activitati economice se inregistreaza cele mai
reduse ponderi, iar in sectoarele: aparare, ordine si siguranta publica, activitati economice,
locuinte pentru populatie, sanatate, recreere, cultura si religie, respectiv in sectorul educatie
ponderile sunt inexistente.

Pentru date brute:
Din analiza veniturilor se constata o evolutie oscilatorie pe toata perioada analizata, incepand din
anul 2000 pana in anul 2010. Una dintre cele mai importante surse de venit se regaseste in
impozite indirecte, acestea ajungand la un nivel de 14,9% si contributii sociale cu un nivel de
12,5%. Evolutia veniturilor din impozite directe, alterneaza de la un an la altul reprezentand
9,6% in anul 2000, si ajungand in anul 2010 la 8,9%. Contributiile sociale evolueaza ascendent
pana in anul 2005, urmand usoare descresteri in anul 2007 respectiv in anul 2008, dupa care
evolueaza ascendent in urmatorii doi ani. Cea mai redusa sursa de venit se regaseste in alte
venituri.
Pentru indici cu baza fixa:
Observam ca pe intreaga perioada analizata, veniturile totale au inregistrat o tendinta oscilatorie,
dar nesemnificativa, fata de anul de referinta 2000. Nivelul impozitelor directe a ramas constant
in anul 2001, intre anii 2002-2006 a scazut cu 1% fata de anul 2000, a urmat din nou o evolutie
constanta in 2007, 2008, dupa care au scazut din nou cu 1% in anul 2009 si 2010. Contributiile
sociale, au evoluat ascendent pe intreaga perioada analizata, nivelul impozitelor indirecte a ramas
constant, respectiv au crescut in unele locuri, iar celelalte venituri au avut evolutii oscilatorii,
inregistrand un nivel maxim de 1,5% in anul 2004.
Pentru indici cu baza in lant:
Situatia generala a acestor venituri bugetare alterneaza de la un an la altul si au o usoara tendinta
ascendenta, in special se observa la contributiile sociale, la impozitele indirecte, si la alte
venituri. Impozitele directe au avut o evolutie alternativa de la un an la altul. In anul 2001 fata de
anul 2000 nivelul veniturilor ramane constant, acelasi lucru observam si in anul 2002 fata de anul
2001, in anul 2003 scade cu 1% fata de anul 2002, in anul 2004 creste cu 1% fata de anul 2003,
in anul 2005 2006 ramane constant, in anul 2007 creste din nou cu 1% fata de anul 2006, in
anul 2008 scade cu 1% fata de anul 2007, in anul 2009 scade cu 1% fata de anul 2008, iar in anul

2010 creste cu 1% fata de anul 2009. Nivelul maxim este atins in anul 2010 fata de anul 2009
cand acestea cresc cu 3%, iar nivelul minim se inregistreaza in anul 2005 fata de anul 2004 cand
scad cu 5% (ambele situatii sunt intalnite in cadrul altor venituri).
Pentru ponderi:
Cea mai importanta sursa de venituri obtinuta la nivelul ponderilor, o ocupa impozitele indirecte
cu o pondere de 36,8% inregistrata in anul 2006, urmeaza contributiile sociale cu o pondere de
31,5% in anul 2009, impozitele directe cu o pondere de 25,1% in anul 2000, iar in final alte
venituri cu o pondere de 18,6% inregistrata in anul 2004. Cea mai mica pondere este inregistrata
in anul 2006 in sectorul de alte venituri, cu o pondere de 12,6 %.

Pentru date brute:
Din analiza veniturilor si a cheltuielilor se observa ca nivelul cheltuielilor depaseste
nivelul veniturilor, ceea ce rezulta ca se inregistreaza un deficit bugetar pe aceasta perioada
analizata.
Atat veniturile cat si cheltuielile, inregistreaza o tendinta oscilatorie de la un an la altul,
valorile cheltuielilor totale fiind cuprinse intre 41.1% si 51.3% din produsul intern brut, iar
valorile veniturilor totale intre 38.2% si 41.6% din produsul intern brut.
Pentru indici cu baza fixa:
Atat cheltuielile cat si veniturile sunt ascendente, fa de anul 2000, acestea cresc destul
de semnificativ. Cresterea maxima a cheltuielilor se inregistreaza in anul 2010 fata de anul 2000
cand nivelul lor a crescut cu 25%, iar cresterea veniturilor a avut loc tot in anul 2010, insa nu a
fost la fel de semnificativa ca si in cazul cheltuielilor, deoarece a crescut cu doar 9% fata de anul
de referinta 2000.
Pentru indici cu baza in lant:
In ceea ce priveste cheltuielile, cea mai spectaculoasa crestere s-a inregistrat in anul
2009 fata de anul 2008 cu 10% , iar cea mai semnificativa scadere a fost de 8% in anul 2010 fata
de anul 2009. Referitor la nivelul veniturilor, acesta a inregistrat cea mai mare crestere in anul
2010 fata de 2009, cand s-a modificat cu 8%, iar cea mai reprezentativa scadere a avut loc in
anul 2005 fata de anul 2004, cu 4%.
Observam ca modificarea maxima in sens ascendent a cheltuielilor este mai mare decat
cea a veniturilor, lucru ce intareste ideea de deficit bugetar inregistrat in Portugalia pe intreaga
perioada analizata.
