METROPOLITAN TRAFFIC REGULATION CHAPTER II GENERAL RULES OF CIRCULATION Article 5. Drivers must: I.

Driving with a valid license or permit; II. Porting the original vehicle registration certificate; III. Obey traffic signals and directions of the agents and vial support staff; IV. Drive in the indicated direction of the roadway, V. Respect the speed limits, according to the following: a) If there is no signaling in primary pathways, speed limit will be 70 mph; b) In secondary roads the speed limit is 40 kilometers per hour; c) In zones such as: a school, pedestrian pathways, hospitals, nursing homes, shelters and foster homes, the maximum speed is 20 mph. VI. Fasten your seat belt and make sure the other passengers also adjust it. Article 6. It prohibits drivers from: I. Driving on sidewalks, ridges, walkways, bicycle paths; II. Move on rails confined to counter flow lanes; III. Carrying children under 12 years in the front seats; X. XI. Use of cell phones and headsets while driving; XII. XIII. XIV. Offend, insult or denigrate the agents or vial support staff in the performance of their duties. Article 8. For intersection roads, the driver shall follow the signs and: VI. Article 12. It is prohibited to park any vehicle in the following areas: I. In primary roads; II. In areas or public roads identified by the respective signaling;

On public roads occupying a second row; In places where the vehicle obstructs the visibility of traffic signs; In the momentary parking places identified with the respective signaling for vehicles transporting values; VI. In lanes for passenger transportation; VII. In areas authorized for loading and unloading; VIII. At entrance and exit of public transportation areas, traffic areas and ascent/descent areas for passengers of the Metro public transportation terminals; IX. Parking on the sidewalks, ridges, walkways, U turns or other areas reserved for pedestrians; X. In front of: a) Bank Institutions; b) Hydrants for fire; c) Entrance and exits of ambulances and emergency vehicles; d) Ramps for people with disabilities; e) Vehicle entrance ramps, except in the case of the driver's home. XI. Outside of a parking space, or invading or obstructing another vehicles space; XII. On or under any bridge or elevated structure of a public street or inside a tunnel; XIII. In a section: XIV. a) Less than 5 meters from the entrance of a fire station and emergency vehicles, and in a space of 25 meters on each side, right on the opposite side of the entrance. b) Less than 10 meters from any railway crossing, and XIV. In other areas where the Ministry of Traffic and Public Security determine. Article 16. Drivers should ensure that their vehicle is equipped with: I. Enough fuel for the vehicles proper function; II. Headlights with white light, equipped with a mechanism to change the intensity; III. Lights: a) Intermittent flashing emergency stop; b) Special, to the type of dimensions and position of the vehicle; c) To indicate the reverse; d) Indicator brake in the rear; e) Directional blinking flash, front and rear, and f) To illuminate the back plate; IV. Yellow light forequarters and hindquarters of red light; V. Tires in good condition to ensure safety; VI. Spare tire and the right tool for changing it; VII. At least two rearview mirrors, in the interior of the vehicle and in the driver's side; VIII. Both car fenders; IX. Car seatbelts; X. Windshield in good condition allowing visibility inside and outside the vehicle, and XI. Device or GSP or similar technology. CHAPTER VI DRIVING UNDER THE INFLUENCE OF ALCOHOL AND NARCOTICS Article 31. No person shall drive on public roads under the influence of alcohol. An amount of alcohol in blood exceeding 0.8 grams per liter or more than 0.4 milligrams per liter of alcohol in air expired or being under the influence of narcotics.

Penalty: administrative arrest unchangeable from 20 to 36 hours.

CHAPTER VII TRAFFIC ACCIDENTS AND CIVIL RESPONSIBILITY RESULT Article 34. Any vehicle traveling in Mexico City must have liability insurance that covers at least the liability and damages to third parties, in terms of the Law. Article 36. - In the event of a traffic accident causing only material damages. If the people involved agree with the way to repair these damages, no agent can refer them to the authorities. The exemption will not operate if driver is under the influence of alcohol or narcotics. However, the vehicles will have to be towed or move from the place in order not to obstruct traffic. The agent will only fill the report card indicating the penalty sanctions that caused a crash. If the parties do not agree with the way to repair the damage, they will be referred to the appropriate authorities. CHAPTER VIII DUTIES OF TRAFFIC AGENTS Article 44. - Driver's licenses are canceled by accumulating twelve penalty points. The Traffic and Public Security Ministry performs the counting of penalty points based on copies of the penalty tickets issued by Public Security Agents. The penalty points will be accumulated as follows: Six points for infringing this Regulation Articles 5, section V, 6 sections I, II and VI, 14, section VI and 31; II. Three points for infringing Articles 5 and 6 Section III Section IX; III. One point for infringing a different Article than those listed above. When a penalty is canceled, points are deducted based on the copies of the respective legal or administrative authorities resolution. The accumulation of points does not exempt the licensee to meet with the sanction appropriate to the offense. Penalty points are valid for one year from the date of issue of the report card penalty. The re-issue of a license which has expired for accumulating penalty points will proceed only after three years. People, whose license has been canceled for accumulating penalty points, and drive a vehicle in the period of time mentioned above, shall be penalized with a fine of the equivalent of one hundred eighty days of minimum wage and remission of the vehicle to the reservoir.
