Earth Day is April 22 and our regular effort will be part of the nationwide Day of Service that joins Americans in cleanup efforts and neighborhood projects all across the nation.

Many hands make light work, so please join us in our efforts to keep our neighborhood looking cared for, which helps make it uninviting to the criminal element. If you have questions or are interested in helping out with this cleanup, you can e-mail Dawn at kdplaskon@sbcglobal.net. Or just show up! Heavy gloves and rubber boots are recommended if you are willing to work in the creek channel but you dont have to. Theres trash to pick up on the sides of the channel, the road and the walkway, and we paint out any graffiti thats accumulated.

Our rent control ordinance was voted into existence by the Hayward City Council. A simple majority of 4 votes at any city council meeting can take away from us part, or all of our Rent Control Ordinance. How important is it to you as a voter in the upcoming election to vote for the candidates that HMOA has endorsed as mobilehome friendly? Very important! In addition to the ongoing Food Drive for the Alameda County Food Bank food barrels, residents have an opportunity to contribute to other worthy causes throughout the year. February-April: Animal shelter. Spring is a busy time for the shelter with an influx of puppies and kittens. Gift cards from grocery or pet supply stores, dry or canned dog and cat food, and various other items are needed by the Hayward animal shelter. See specific list at left. Coming up May-July: school supplies to benefit Haywards Tools for Schools which distributes school supplies to Haywards most needy families in August before school starts. To make a donation as part of our drive, please call 510-274-1771 and leave a message or e-mail president@spanishranch1.org to request a pickup of your donation. Donations may be dropped off at the office during business hours or at the Bingo snack bar on Bingo Saturdays. Just tell the staffers what its for.

About Visitor parking and another gentle reminder: Parking in Visitor Parking areas is for Visitors Only. What is a visitor you might ask? A visitor is defined by the Rules and Regulations of Spanish Ranch #1 MHP as someone that spends a total of 20 consecutive days or 30 days in a calendar year. No guest may stay for over 60 days in any calendar year unless registered with the office. Your visitors can use the visitor parking for their vehicle. If someone spends more than twenty (20) days a year in your home, then they become classified as unregistered guests and must not use visitor parking for their vehicle. Residents of the park that are not visitors will have their vehicle tagged. After 96 hours the vehicle is subject to being towed at the owners expense. Street parking is not allowed. Vehicle parking in the street is for loading or unloading. All other parking is subject to towing at owners expense. If you have further questions regarding this, please contact the office. Damage to the common areas is increasing. Is everyone aware that skateboarding, bike riding, and rollerblade skating is NOT allowed in the common areas? We just had someone literally destroy the hand rail at the main clubhouse as result of what appears to have been skateboarders. Pets also are not allowed in the common areas around the clubhouse. The weather is turning nice again, and so the neighborhood patrols are commencing. Join your neighbors for the neighborhood walks in the evening hours. It is a great way to get to know your neighbors and your neighborhood. Contact Neighborhood Watch for more information. Lot inspections will be commencing within the next 30 days or so. Please take advantage of the mild weather we are experiencing and prepare for these inspections. Guillermos Corner The car wash areas are not play areas. We are seeing an increase of loitering in the car wash areas. Excising trash in the car wash areas continues to be an issue. These areas are not dumping areas for used motor oil, trash or garbage. More Energy Saving Tips from PG&E


You can easily save energy in the winter by setting the thermostat to 68F (20C) when youre at home and awake, and lowering it when youre asleep or away. This strategy is effective and inexpensive if you are willing to adjust the thermostat by hand and wake up in a chilly house. In the summer, you can follow the same strategy with central air conditioning, too, by keeping your house warmer than normal when you are away, and lowering the thermostat setting to 78F (26C) only when you are at home and need cooling. A common misconception associated with thermostats is that a furnace works harder than normal to warm the space back to a comfortable temperature after the thermostat has been set back, resulting in little or no savings. This misconception has been dispelled by years of research and numerous studies. The fuel required to reheat a building to a comfortable temperature is roughly equal to the fuel saved as the building drops to the lower temperature. You save fuel between the time that the temperature stabilizes at the lower level and the next time heat is needed. So, the longer your house remains at the lower temperature, the more energy you save. Another misconception is that the higher you raise a thermostat, the more heat the furnace will put out, or that the house will warm up faster if the thermostat is raised higher. Furnaces put out the same amount of heat no matter how high the thermostat is setthe variable is how long it must stay on to reach the set temperature. In the winter, significant savings can be obtained by manually or automatically reducing your thermostats temperature setting for as little as four hours per day. These savings can be attributed to a buildings heat loss in the winter, which depends greatly on the difference between the inside and outside temperatures. For example, if you set the temperature back on your thermostat for an entire night, your energy savings will be substantial. By turning your thermostat back 10 to 15 for 8 hours, you can save about 5% to 15% a year on your heating billa savings of as much as 1% for each degree if the setback period is eight hours long. The percentage of savings from setback is greater for buildings in milder climates than for those in more severe climates. In the summer, you can achieve similar savings by keeping the indoor temperature a bit higher when youre away than you do when youre at home.

Meetings of the elected Spanish Ranch I Executive Board are held on the first Thursday of each month (unless otherwise announced) at 7:00 p.m. in the main clubhouse. ALL residents are welcome to attend! The March 1, 2012 Meeting of Spanish Ranch 1 Association was called to order at 7 p.m. by Vice President Judy Allen-Rodgers. All officers and board members were present, except Dawn who was out of town, Peggy who was sick, and Marvin. Guests were Regional Manager Greg OHagan, and managers Teresa Cruz and Jeff Stoops. The pledge of allegiance was said. Minutes The minutes of the February 2012 meeting were approved as published. Treasurers Report Treasurer Peggy Nichols emailed in advance of the meeting that there has been no activity this month so a balance of $1,031.57 carries over. Greg OHagan from Rutherford Greg had requested to speak to the board about what Rutherford has budgeted for the park for this year. Streets: The streets got minor repairs but replacement was pushed back until summer. The work will be done in two phases, half the park this summer and the rest next summer. The plan includes laying conduit while the road is being redone to facilitate possible future lighting upgrades. In the meantime, as yellow light fixtures need repair they are being replaced with clear glass to increase the light output. Re-pave and upgrade the RV parking area Redo and upgrade the car wash opposite Los Ojos to include three stalls. Close the car wash at the end of Murcia and make the area into parking. A suggestion to gate the new car wash area and make it card-access was dismissed as being too expensive to maintain based on the experience of the back gate which has cost more than $5,000 in the last two months due to damage and vandalism. Remodel the small clubhouse to include a kitchen with sink and a microwave Broken fence: PG&E owns the transformer near main clubhouse where the fence blew down. Current regulations require more clearance for a fence than before, which would take away a parking space so Rutherford is looking to surround it with barriers instead. Roof repair to the disaster shed and equipment shed adjacent to the transformer will be handled separately. Security: Hiring security hasnt worked in the past, and while ownership is willing to do this, getting the 51% of residents to approve a rent increase to pay for it is difficult. Greg told of a Neighbor Walk program at a park Rutherford owns in Fresno, that has been very successful in deterring crime. Ownership would fully support such a program in this park, perhaps supply food for a kick off event, supply flashlights, and, in response to a query, perhaps even spring for identifying vests for walkers. Management is committed to attending the Neighborhood Watch meetings, and will help. Maintenance: The usual tree trimming and flushing sewers is in the budget, and other things like repainting white visibility areas on curbs will be done when the weather warms up. Additionally, ownership is looking into solar energy and getting an energy audit done on the property. Committee Reports: DisasterA meeting with Regional manager Greg OHagan is set for Monday, March 5. Disaster chairperson Stacia Higman and NERT co-chair Jeanie Schultz will meet with him. Community Reports: HMOA The next meeting is March 17 at Continental Mobile Home Park. Neighborhood Watch The NW team has met with management who have stated they are open to working with them. There have been 19 reports of incidents in the park since January, the most recent being a flat-screen TV stolen from a residents on Zamora Court. El ToroPublication was delivered to the park five days late, apparently because of a week-long mechanical breakdown, making it necessary to distribute minutes electronically which was done a few days before. The El Toro is posted on the website: www.spanishranch1.org. Old Business Vendor Event: Not enough response has been received from potential participants so it was decided to shelve this event. Flea Market Planning: A reminder will be included on a flyer going out to publicize the elections. Jeanie will draw up a layout for grandson Joe to set up. Elections planning: A flyer announcing the upcoming elections and general meeting, and asking people to step forward and get involved will go out mid-month. New Business Agenda for the community meeting Besides the election, Dawn will give a rundown on the state of the park and what the association is doing, and Jeanie will summarize the Emergency Preparation Planning. The Neighborhood Watch team which has added Judy to Peggy, Clint and Patty, will be introduced and will explain their program. Route number 68 (which replaced line 77), a 2-directional circular route, services both the South Hayward BART station, as well as the Union Landing Shopping Center. Weekdays, going to South Hayward BART, board the bus across the street at Tampa / Folsom (where the park is) hourly from 6:32am until 8:32pm, arriving at BART at 6:46am until 8:46pm. Weekends / Holidays, service is from 6:32am until 6:32pm. Weekdays, returning from South Hayward BART, board the counter-clockwise, Tampa directional bus hourly from 6:30am until 8:30pm, arriving Spanish Ranch at 6:42am until 8:42pm. Weekends and Holidays, service is from 6:00am until 6:00pm. Weekdays, going to Union Landing, board the bus at the corner in front of the 2 houses at Tampa / Folsom hourly from 6:37am until 8:37pm, arriving at Union Landing at 6:54am until 8:54pm. On Weekends/ Holidays, service is from 6:37am until 6:37pm Weekdays, returning from Union Landing, Board the clockwise, Tampa directional bus hourly from 6:22am until 8:22PM, arriving Spanish Ranch at 6:39am until 8:39pm. Weekends / Holidays, service is from 6:22am until 6:22pm. Additional frequency (now every 45 minutes, as opposed to every 1-2 hours) has been added to the Tuesday & Friday shoppers shuttle (Spanish Ranch to Southland Route 391). Busses now leave the Spanish Ranch Clubhouse at 10:10, 10:55, 11:40am, 12:25, 1:10, and 1:55pm and arrive at Southland Mall at 10:35, 11:20am, 12:05, 12:50, 1:35, and 2:20pm. NOTE The last trip leaving Spanish Ranch at 1:55pm which arrives at Southland Mall at 2:20pm has no direct return trip back to Spanish Ranch. Return trips leave Southland Mall at 10:42, 11:27am, 12:12, 12:57 and 1:42pm, arriving back at Spanish Ranch at 10:55, 11:40am, 12:25, 1:10, and 1:55pm. Route 22: For those who wish to walk to/from Tennyson Ave, on weekdays route 22 will go to the South Hayward BART station every 30 minutes from 6:22am until 11:22pm weekdays, and hourly on weekends and holidays from 6:22am until 11:22pm. From the South Hayward BART station going down Tennyson will leave every 30 minutes from 6:04am until 11:04pm weekdays, and hourly on weekends and holidays from 6:17am until 11:17pm. Route 22 is a circular route, serving Tennyson, Hesperian (both Chabot College and Southland Mall), Winton, and both Hayward and South Hayward BART stations along Mission Blvd. Visit AC Transits web site at www.actransit.org for more information. AC TRANSIT FARES $2.00 ages 18-64, ages 5-17 and 65+ are $1.00. Transfer good for 1.5 hours is an addl 25.
