Component V Update Purpose of this memo: The purpose of this memo is to provide information on Delawares approach to Component V for

r teachers in DCAS-tested subjects for the 2011-12 school year.

Goal of this work: Our goal is to create a system that is fair, transparent, easy to understand, and respectful of the teaching profession.

Context for Component V: For the 2011-12 school year, summative ratings for educators in non-DCAS grades and subjects will be determined using only Components I-IV. Those educators summative ratings will be determined as follows: o 0 or 1 satisfactory components = Ineffective summative rating o 2 satisfactory components = Needs Improvement summative rating o 3 or 4 satisfactory components = Effective summative rating Summative ratings for educators in DCAS grades and subjects will also be determined using only Components I-IV (as described above), UNLESS their Component V data make them eligible for a Highly Effective summative rating (as described below). Teachers of DCAS-tested subjects (Math and/or English Language Arts in grades 3-10) will receive Component V data for this year, based on their students performance on DCAS. The approach below describes the use of Component V data for the 2011-12 school year, as applied only to the ~3,000 teachers in DCAS-tested subjects.

Overview of the Component V DCAS approach: For the 2011-12 school year: The Component V rating will be based on: o The DCAS subjects taught by a teacher (ELA; math; or ELA and math for teachers who teach both subjects) o The students taught by a teacher (not a cohort or school-wide approach) o The growth students make from the fall DCAS to the spring DCAS (not whether they have achieved proficiency) The students taught by the teacher will be identified and placed in the following categories: o SWD Students with disabilities o ELL English language learners o Non-SWD/ELL all other students taught by that teacher Student growth targets will be determined based on the average growth made by students over the first two years of DCAS (2010-11 and 2011-12), who had: o The same SWD or ELL designation (SWD, ELL, or non-SWD/ELL); and o The same fall DCAS score; and o The same grade and subject

Component V calculations for individual teachers will be based on the percent of student growth targets that were met by a teachers students: o If 65%+ of student growth targets are met the teacher will receive a Component V rating of Exceeds. These teachers will receive a summative rating of Highly Effective if they received an Effective rating in Components I-IV. o If <65% of student growth targets are met, the teacher will receive data that includes the percentage of growth targets their students met, and guidelines for how percentages will likely translate to Component V DCAS ratings in the 2012-13 school year. Component V will not be factored into these teachers summative ratings for 2011-12. o If the teacher teaches both ELA and math, the percentage of student growth targets met will be determined by dividing the total number of growth targets the students met (across both subjects) by the total number of student growth targets (across both subjects).

Important Notes for Next Year: Beginning 2012-13, all educator summative ratings will be based on Components I-IV and Component V. For educators in non-DCAS subjects, the Component V rating will be determined using DOE approved multiple measures/performance indicators. For teachers in DCAS-tested subjects, DCAS will account for 50% of Component V and will be combined with data from DOE approved multiple measures to determine an overall Component V rating. NOTE: Important information about next year, including student growth targets and the determination of Component V ratings, can be found here.

Upcoming Milestones: June 30th You will receive an update as to the approach for implementing Component V for the 20122013 school year. The goal of this update will be to keep you informed as the approach is finalized. July 31st By this date, you will receive Component V DCAS data for the 2011-12 school year via the Identity Management System (IMS). The report you receive will look similar to the examples provided below. July 31st By this date, you will receive a detailed outline of the approach to implementing Component V for the 2012-2013 school year.
