M1A Match Update We have updated the M1A web page for 2011 and it is not too early to be thinking about M1A and National Match entries. New for the Springfield/NRA M1A match will be a special award for the shooter with the highest score using an M1A with optics. The winner of this award will receive $250 from Springfield Armory. Adding the optics special award category for M1A aligns well with the new Service Rifle with Optical Sights and the new Tactical Match Rifle with Optical Sight award categories placed in the High Power Championship this year. To get the latest information on the Springfield/NRA M1A Match, please visit www.nrahq.org/compete/sponsors/m1a-info.pdf. Check the NRA National Rifle and Pistol Championships program for more information on the new awards for optical-equipped Service Rifles and Tactical Match Rifles. You can find the 2011 program and entry information at www.nrahq.org/compete/ camp_perry_signup. 2011 NRA Annual Meetings & ExhibitsPittsburgh, PA The dates for the upcoming NRA Annual Meetings & Exhibits are Apr. 29May 1, 2011. Shooters from the tri-state area gathered to compete in the New Jersey state 300-yard event. In keeping with the previous years, there were several high-power items raffled off and handed out as prizes for class and position winners. There was even a Chinese auction for several other high-power items and a cookout with burgers and hotdogs. The weather cooperated and made for a great day shooting. At the end of the day, John Sylvester came out on top as the match winner with a fine score of 789-26X, John is a Pennsylvania resident, so the New Jersey title went to John Donald with a score of 779-27X. John is the high-power match director for Central Jersey range. He puts in a lot of hard work to ensure the matches are first rate, so it is great to see him win this championship to go along with his efforts. A crisp Fall morning temperature of 23 degrees with a 7 mph SSW wind and clear skies greeted nine competitors for the Alaska Smallbore Silhouette Rifle Championship. Master class shooter Ron Fleischhacker took an early lead by shooting 33/40 in match one with the standard rifle. Jessica Bethke, an AAA-class shooter, became Fleischhackers closest competition as the two-day event progressed. Fleischhacker remained in the lead at the end of day one with a total score of 68/80. Bethke ended the first day by winning the AAA class with a score of 63/80. A calm, partially cloudy day welcomed competitors for the second day of shooting with the hunting rifle. Master class shooter and former state smallbore champion John Clark and Bethke shot identical scores of 55/80 but it was not enough to best Fleischhackers 67/80. Fleischhackers combined score for the standard rifle plus the hunting rifle of 135/160 earned him the overall state champion title for 2010. Standard Rifle - 80 Shots

NRA Rule
CHANgeS
By NRA Staff
During the NRA Board of Directors meeting held on Jan. 5, 2011, a number of competitive shooting rulebook changes were moved for passage. All rules presented to the NRA Board were approved. The following highlights summarize those changes.
Action Pistol To clarify Rule 3.2.1 - Production Firearm, the pistol committee agreed the following clarifications should be made to the existing NRA Action Pistol Rule 3.2.1. (e) Production Firearm Barrels may be replaced with original factory or after-market barrels with the same configuration and caliber of the original barrel. Modifications to the slide or frame to facilitate the use of the aftermarket barrel are not permitted. (f) Production Firearm: Semi-auto firearms must fire the first shot of every stage in double action. Revolvers must fire all shots of every stage double-action-only.
16 SSUSA APRIL 2011
(g) Production Firearm: Semi-auto trigger weight may not be less than 3.5 pounds in any mode. Revolver trigger weight may not be less than 3.5 pounds in double action mode. (h) Prohibited modifications: Milling of slide, slide ports are allowed on only factory-original approved models. (i) Production Firearm: Production holsters must be designed for draw from the top only. Holsters must cover the slide up to minimum of inch below the ejection port in semi-autos and a minimum halfway down the cylinder on revolvers. Holster must prevent access to, or activation of, the trigger of the handgun when holstered.
HigH Power rifle The principle changes from the High Power Rifle Committee addressed optics to be used on a service rifle. Rule 3.1 (f) now allows for the use of an optic on your service rifle. Note those competing under rule 3.1 (f) are only competing against themselves and are not eligible for awards in other divisions, categories or classes. Also, rule 10.17 includes changes that allow for the use of electronic scoring targets. Police Pistol Amendments in 2011 were limited to changes in the Firearm Specifications in Section 3 in order to make the wording in the various sub-sections consistent. Changes were also made to the Appendix Section where the Police Shotgun course-of-fire is listed for the National Police Shooting Championships. The allowable shotgun barrel length was increased to 22 inches and target scoring procedures for the Buckshot stages were changed so that only pellets within the 7-ring or narrower are scored as hits. NrA Pistol The pistol committee agreed that in an effort to increase NRA pistol competitions, Rule 1.8 should be added to the NRA Pistol Rule Book as follows: 1.8 Single Firearm Tournament - The Sponsoring organization of a competition described in NRA Rule 1.6 - Types of Tournaments, may provide in the match bulletin that equipment allowed in the competition will be limited to only some, but not all, of the equipment otherwise authorized by Section 3 of these rules; provided that the match bulletin may not allow the use of any equipment not authorized by Section 3. The committee also agreed to re-name the NRA High Standard Trophy the NRA Bob Shea High Standard Trophy. smAllbore rifle The following clarifications were approved by the smallbore rifle committee. Changes are italicized. 3.10 Ground Cloth A ground cloth may be used providing it is not constructed or used in a manner to provide artificial rest or support. This is not to preclude the use of more than one ground cloth. 14.3 (f) Center Shots Those shot holes fired on targets without an X-ring (A-7, A-17, A-32, A33, A-50, and A-51) that are used to break ties and rank scores (Center shots are not scored on NRA/USAS-50 targets). Ties are broken starting with Rule 15.7.2 (b) (2).
15.7.2 (b) (2). Center shots are determined as follows: 14.7 (b) Delete second paragraph that reads: An excessive hit fired on a target other than your own will be brought back as a miss (0). After (a) add: If the actual hit(s) to be transferred cannot be established clearly, the hit(s) with the lowest value must be transferred to the bull with insufficient hit(s) so the shooter will gain no advantage in a tie breaking situation. 14.10 Hits on Wrong Target or Bullseye (a) All cross-fires for metric and conventional smallbore competition, both external and internal cross-fires, will be assessed one penalty point. Cross-fires onto another competitors sighter bull are not penalized under this rule. (See Rule 9.25). 17.5 Course-of-Fire for which National Records are Recognized. Note: National Smallbore Rifle Records are maintained for scores fired with Metallic and with Any Sights over the following course for Open, Civilian, Regular, Service, Reserve components including National Guard, Women, Senior, Junior, Intermediate Junior and Sub-Junior categories. (See Rule 8.2 for time allowances.) bb guN The BB Gun Rulebook had one clarification about sighting shots. The previous printings rule 9.3 and 9.3.1 were reinstated in early 2010, but the changes did not make it into the 2010 printing of the rulebook. Both were added to the 2011 rules.

We asked Larry Carter of Larrys Guns (www.larrysguns.com) to help us with an analysis of red dot scopes; what hes learned from shooting with them, selling them and having them repaired. Heres what we learned, which was a lot more than we expected.
ED R PES SCO
From the NRA Rulebook: Center-fire pistols or revolversAny Sights, including telescopic, are permitted with the exception of those sights that project an image onto the target. Red dot (reflex) sights were invented some time before they were picked up by pistol shooters. The principal is really pretty simple, though the implementation can be complex. In principal, the sight shines a red light onto a coated lens that reflects back the red light and lets the other colors pass through. The lens is angled to put the dot in the eye of the shooter. All this is mounted in a moveable tube, so that the relative position of the light can be adjusted to coincide with the impact point of the bullet. The theoretical focus of this reflected light is in the neighborhood of 40 feet or so, so the dot is nearly in the same plane as the target. This makes it easier to see the target and the sight clearly, without having to constantly move the shooters focus back and forth. This is especially helpful as the eyes age and lose some of their elasticity. This has allowed shooters to remain competitive in their later years. The original red-dot sights were first manufactured by the Swedes and were quite heavy and bulky with small tubes which limited the field of view. Most had an appendage that hung off the side to hold photographic batteries. This
18 SSUSA APRIL 2011
not only made them somewhat cumbersome, but also led to high failure rates of the batteries, since the longitudinal design caused the batteries to bang against each other in recoil. Sometime in the late 1980s a new design was developed in the U.S. using the fairly new lithium-type battery. This new design placed the battery at 90 degrees to the recoil and was much lighter and less bulky, being positioned inside the intensity knob. This is the design that is most prevalent today, though some manufacturers still use the older design. Developments in lens coatings, LED technology and adhesives have led to quite reliable sights today. Dot size is a personal preference and the multi-dot sights are popular for that reason. The UltraDot Match Dot actually came about from team feedback. A few guys on the team wanted a small dot for 50 yards (and also for the small 50-foot indoor target), but they preferred a larger dot for the timed and rapid stages so as not to pick at the middle. In other words, the larger dot nearly covered the black, so if the dot was in the black, the shot would be good. Knowing that allowed them to stay on the trigger and not try to clean up the shot, making those stages run smoother. So far, there has been no real demand for a green dot. The eye is attracted to red more than green, but Im not really educated on the green color, having never dealt with them.
What should you look for in a Red Dot sight? Quality of manufacture: These days, most anything can be copied offshore. Most quality optics come from Germany, Japan, Sweden and the United States. Warranty: Look for at least a two-year warranty. Most have five-year to life warranties. Read the warranty. Most are not transferable and have a cost associated with return of the sight for repair. Suitability for your purpose: For inclement weather, choose a closed tube type sight. If water gets on the lens, it will still be useable. With open window or heads-up type sights water can get on the back of the mirror and this can distort the dot, making it inaccurate. Size: Use only as much diameter as you need: Small diameters for bullseye and larger diameters for sports that require moving from target to target (ex., IPSC). Either way, the field of view is unlimited if you shoot with both eyes open. Mounting: Consult with your gunsmith about what type of mounting is best for your activity and pistol; frame, slide, etc. Try to get the sight as close to the bore as possible. Notes from the repair tech: Leave the dot turned on for the days shooting. Saving wear on the control is worth the trade-off in battery life. Most sights will run up to 500 hours on a battery. Clean plastic lenses with soap and water and glass lenses with glass cleaner. Use Q-tips. Dont place mounting rings directly over the lenses. Rings can compress the tube and cause lenses to crack under recoil. Place the forward ring as close to the center of the sight body as possible (right to it if you can). This takes strain from recoil off the tubes. Use quality batteries. Many off-brand batteries will not give full intensity or the desired lifespan. Find a tool that fits the battery cap and keep it handy. Once the cap has been damaged, it becomes more and more difficult to remove it each time. Dont immerse the sight in water. Most are water resistant, but not water-proof. Stay especially away from cleaning solvents which may damage
lARRy CARTeR
lens coatings and/or seep into the sight. It is a good idea to use a mounting system that returns to zero, so you can remove the sight while cleaning your firearm. Notes from shooters: Use quality shooting glasses. Some polycarbonate lenses can distort the dot image. Use shaded glasses on bright days. Filters which attach to the sight tend to be less recoil resistant than the sight. A pair of sunglasses will never fall off your gun in a match. If you dont see a round dot, ask your eye doctor if you have an uncorrected astigmatism. This is especially true if you have really good vision. The eye doctor will not normally give a prescription to correct a small astigmatism if everything else is OK. If you see what appears to be a cluster of small dots forming the dot image, your visual acuity is so good that you are actually seeing the surface of the mirrors coating. Try focusing farther out toward the target. Beware of progressive lenses. A small amount of change in the angle of you head can cause you to look through a different prescription on your lens. Be aware that lens makers actually leave small identification numbers on the lenses. If these numbers (nearly invisible to the naked eye) are in line with the dot image, they will distort it.

DAVE SEVIGNY:
BY BETH COWGILL
GLOCK
Wyatt Earp once said, Fast is ne but accuracy is everything. Like Earp who made outlaws quiver in their boots, Sevignys ambition, dedication and passion for competitive shooting make him a erce competitor and perhaps a little intimidating to those shooting against him.
hroughout his career, Sevigny has won more than 150 major championship titles including 10 United States Practical Shooting Association (USPSA) National Championships, nine International Defensive Pistol Association (IDPA) Stock National Championships, 12 Steel Challenge World and National Championships, an International Practical Shooting Confederation (IPSC) Production World Championship, an NRA Bianchi Cup Production National Championship and many more. I had the opportunity to sit down with Dave at the 2011 SHOT Show in Las Vegas, NV, to learn what the 2010 shooting season brought for him and to discover what cards hes going to play in 2011. SSUSA: On behalf of Shooting Sports USA, thank you for taking time out of your busy schedule to sit down and talk with me today. DS: No problem.
20 SSUSA APRIL 2011
SSUSA: 2010 was a pretty exciting season for you. A few months ago you mentioned that it was your best season ever. What were some of the highlights for you? DS: It was denitely my best season. I either won or placed in the top three in my national and world-level championships. I was able to come away with the Steel Challenge Steel Master title in both national and world championships and the Stock Service Division title at the Indoor Nationals and the National Championships. I was also thrilled to have won my 10th USPSA National Championship. SSUSA: You started IDPA about 12 years ago. Do you remember what it was like shooting your rst match? DS: It was really awesome. I was taking night classes in college at the time and, in between breaks, I would read gun magazines and search online. Thats how I found out
about the IDPA. I was already competing in the Glock Sport Shooting Foundation (GSSF), and then found an IDPA club up in Massachusetts for even more matches. SSUSA: You were working for an injection molding company at that time. How did you get from New England to your current home in Georgia? DS: I was fortunate enough to be offered a job at GLOCK, Inc. and relocated from my home state of Connecticut to Georgia in the spring of 2003. This came eight years after buying my rst GLOCK Model 23 and was the beginning of my fth season in practical competition. At that time I had already won several majors including national and world level championships with GLOCK. I had proven myself and was committed to the product, so it was a great feeling to join the GLOCK team. They have always believed in me and supported me since I came onto the scene. I was working in the GSSF Department initially, which was interesting since my rst pistol match was in GSSF. I was later moved to Marketing so I could concentrate more on competition. I still have ofce responsibilities but am granted the opportunity to train often. Being involved in so many sports and divisions is a year round commitment. SSUSA: You didnt have any professional training; you trained yourself for the most part, right? DS: I was 20 years old when I got my rst pistol. I would carry my pistol in a holster to go to the range for practice. I always knew about gun safety but I didnt have anyone who taught me, Okay this is what you need to do. So for those years leading up to discovering GSSF and IDPA, I never took any formal training. It was more of a goal of mine to accomplish things on my own. When it came down to the raw delivery of a shooting technique, I learned it through trial and error. SSUSA: Who were some of the people who did offer guidance and how did they support you? DS: Since shooting sports was just a hobby of mine, I didnt have any heroes because I didnt really know anything about it. Today we have a ood of shooting shows, gun media and online sources such as YouTube. I certainly respected the big names, but it wasnt until I got involved in the sport that I got to learn who they were and what they meant to the shorting sports. The people who helped me the most were Bryce Linskey, a law enforcement ofcer in Bristol, CT, and also Scott Warren who Im really good friends with now. Scott was with the FBI Hostage Rescue Team. I consider both of them coaches and people of inuencesomeone there to tell you that youre doing great and to keep doing what youre doing. I remember hearing Bryce tell me, As soon as you learn to get better hits,
youre going to be unstoppable. In my early days I was a little out of control, often too fast and reckless in places that would cost me a match. Then later I learned how to run at that same speed but with much better hit counts. Other people of inuence in my early days at the IDPA club were Charlie Woolley and Brent Purucker. All are quality people. SSUSA: There are a lot of action pistol shooters who also compete in 3-gun and multi-gun events. Have you ever thought about getting involved in something like that? DS: Well, I am a pistol specialist and I am involved in several different shooting disciplines and divisions. For example in Steel Challenge, alone, Ill shoot three divisions: .22, iron sight and centerre open. I shoot in almost all the divisions in USPSA, except for revolver. This year Ill compete in the USPSA Production and Limited divisions including the Single Stack Nationals, IDPA Stock Service, NRA Bianchi Production, Pro-Am Iron Sight and Open, IPSC Standard, USPSA Production and Limitedall with just the pistol. Ive got so many irons in the re that any 3-gun initiation has really taken a back seat. There was a time where I said I would never do it, but I am setting up for it slowly. This year Im going to try to squeeze it in so I can make the decision in 2012 whether or not to compete.
I REMEMBER HEARING BRYCE TELL ME, AS SOON AS YOU LEARN TO GET BETTER HITS, YOURE GOING TO BE UNSTOPPABLE.

SSUSA: You said you compete in almost all the pistol divisions now. Is there one thats your favorite over all the others? DS: I would say USPSA Production is my favorite. I think thats the one where you denitely have to have the broadest set of skills and you have to be able to load the gun a lot. And because of the scoring, you have to have much better accuracy. I just think technically you have to be able to break down the stages a little bit differently than in other sports. It also means I get to shoot a lot of 9 mm. So with the volume of ammunition were burning, 9 mm is less of a burden versus .40 or .45 cal. SSUSA: How many rounds do you shoot a year?
DS: Between 40,000 and 60,000, depending on how hard Im working. SSUSA: At matches like the NRA Bianchi Cup, I have witnessed top shooters like you getting into a zone before they shoot a stage. Do you have any pre-stage rituals that you go through to get yourself prepared? DS: I do. Anytime I step up to a line I just ask myself What do I have to do here? At NRA Bianchi in particular, youre able to rehearse each stage exactly as you will compete and you can see in your minds eye the perfect stage, reaction time, presentation, seeing a clean sight picture and being able to deliver a good, accurate trigger press, seeing the sights lift and the recoverythe whole sequence as it happens in your mind. That helps me have a good stage, versus stepping up to the line and just saying, OK, Im going to shoot now. If you visualize in your mind, putting yourself in a place where youve been before so you can say, I just came off of this stage, I felt really good, and I shot really well, you can go back to those moments. That could be the shortcut version of the visualization sequence. Or you could walk through it just like I described and see every action as it happens. SSUSA: You and Scott Warren developed the Sevigny Competition and Carry line of Warren Tactical Sights. What was your goal when you designed them? DS: I experimented with the Warren wave prole and the U cut, but only used them for one live-re practice. It just wasnt right for me. I wanted something with a more traditional pattern, something with longer
22 SSUSA APRIL 2011
top ats. I also wanted a deep, wide rear notch so I could track the front sight and keep the light bars in view when Im tracking. Neither of us wanted a rear sight with serrations, visible cuts or anything making the sight too busy. We looked for something that t both what he wanted and what I wanted. He liked the wave pattern, I didnt. So we came up with another stylethe Sevigny variants that had all the features I was looking for including a narrower than standard front sight, a deep and wide rear rectangular notch, at matted rear sight face with long top ats for tracking at speed. This patented sight offers a very clean sight picture and has been used to win many national and world championships. The Carry tritium version was selected for a recent major federal contract, so the value of this sight is catching on in the law enforcement community. SSUSA: Youll be shooting at the October IPSC World Shoot in Greece. Whats it like to compete outside the United States? DS: My rst international match was in 2002 at the South Africa IPSC World Shoot where I won the Production division. Ive also had the joy of shooting with the people of South and Central America including Ecuador, El Salvador and Panama. Theyve always been very gracious with us and very accommodating. They are really friendly down there. SSUSA: Whats your goal when you head to this years IPSC World Championship? DS: My goal is to win the Standard division. I havent competed in IPSC Standard division much and I think the GLOCK pistol is a better t in the IPSC Standard
STEVE HAMPTON
division vs. Production. The Production GLOCK 34 I shoot in USPSA is not allowed in IPSC Production, but the GLOCK 35 pistol I compete with in USPSA Limited is good for IPSC Standard. (Authors Note: Sevigny has won four combined Limited and Limited-10 division USPSA National championships since 2005.) SSUSA: Speaking of climbing new mountains, you recently launched a website in collaboration with several other top shooters. Lets talk a little bit about ACES. What is it and what goals do you hope to accomplish with this project? DS: ACES stands for Association of Competitive Elite Shooters. Earlier in 2010 I got together with Max Michel, Travis Tomasie and Phil Strader to talk about it. We wanted to have a central location where others can nd competitors representing the highest skill level in action handgun shooting. Were also introducing a new match. The ACES match will have everyone shooting the same courses head-to-head with both Iron and Open pistols through a variety of common tests like you see in Steel Challenge, NRA Bianchi, Pro-Am, USPSA and IPSC shooting. Well use a perpetual trophy that will be awarded annually. We felt other sports have dedicated pro leagues and organizations, so why not handgun shooting sports too? The reception to ACES has been great and there is nothing else out there like it. Im excited this is happening. SSUSA: You spend a lot of your non-shooting time on the ice. Are there any other special talents or hobbies other than the shooting sports that ll your time? DS: Im pretty predictable. I love shooting; I love ice hockey; and I love the outdoors. I spend time hunting, playing cards and beach volleyball, but hockey is my passion when Im not shooting. SSUSA: What are some of your favorite foods, music, etc.? From what youve told me, your music style is quite a bit different than my tastes. DS: (Laughing) I like a lot of thrash metal and heavy music. Sevendust is one of my favorite bands. I have opened up a little bit and can tolerate most kinds of music. I can turn on the radio and listen to most stuff. As far as food, Im a meat-and-potatoes guy mostly. I like Italian food, too. SSUSA: So what can we expect from Dave Sevigny in 2011? DS: No major changes as far as equipment goes, but I will be shooting a 1911 at the USPSA Single Stack Nationals.
Ive shot the match ve years in a row starting in 2004, then took two years off. Other than Single Stack, Ill be shooting my G35 in Standard, G17 and G17L by S&J customs for Steel Challenge and a G34 for USPSA Production and IDPA. Ill likely shoot a lot more Limited division entries than in prior years because of my preparation for IPSC Standard division at the IPSC World Championship. However, at the USPSA Nationals, Im not going to step away from Production. I want to shoot both Production and Limited but the USPSA format combines this match so we are forced to choose one or the other. SSUSA: Thank you so much for your time and detail in answering these questions. Good luck this upcoming shooting season!
