SPE Asia-Pacific PETROBOWL - Rules and Regulations

Petro Bowl - General Rules and Regulations 1. All competitions are open to all SPE Student Chapter/Clubs Asia Pacific region in good standing. 2. All competition participants must be student members of their school's SPE student chapter. 3. All presentations, verbal communications, and written documentation will be in English. 4. The Java Section of SPE will provide all judges. 5. All judges' decisions concerning compliance to the rules and awarding of points will be final. 6. All schools must submit completed pre-registration forms for the event and the conference event. The first 16 teams to respond will be guaranteed a spot. A minimum of 8 teams and as many as 16 teams will be considered based on the number of schools willing to participate. The Event Preregistration form(s) are due Sunday, July 5th 2009. A finalized registration form must be submitted to the tournament director prior to the start of the event's competition. 7. Any purposeful acts of dishonesty or any act which does not conform to the spirit of the competition will be considered cause for expulsion from the competition and/or conference. Any other consequences of unappropriate conduct will be decided by the comittee. 8. Conference rules are subject to change. Any rules changes and/or clarifications will be distributed to all participating schools and during the team meeting before the competition. 9. Results of the Competition will be announced at the Closing Ceremony of this conference. 10. The games will be single elimination in which two teams compete and the winner advances to the next round. Tournament Officials 1. All decisions of the tournament director are final.

2. Each game will have a moderator. The moderator will read the questions, enforce time limits, supervise the clock, determine the correctness of answers, award and deduct points, and otherwise enforce the rules of competition. 3. Each game will have a scorekeeper, who will keep an official running score.

4. Each game will have a timekeeper, to alert time lapse of the game. B. Equipment 1. Matches will be played with a "buzzer", equipment that determines which player signals first.

2. Each player is responsible for monitoring whether his or her own buzzer is operating properly throughout the match. If a buzzer malfunctions, only the current toss-up question or the just completed toss-up question can be replayed, subject to the moderator's ruling that the malfunction affected play of that question. 3. Timed matches should use a clock clearly visible to both teams, preferably one with an alarm that will sound at the end of the half. C. Participants 1. All players and schools are responsible for any liability arising from their conduct while at the tournament. 2. A team consists of up to 3 players from a single university who meet all eligibility rules. It is suggested, but not required, that teams consist of at least ONE LOWER CLASSMAN (freshman or sophomore status). Teams may play short, with a minimum of two players. 3. Each team shall designate a team captain. D. Questions 1. Each game uses toss-up questions worth 10 points each, and bonus questions, worth up to 30 points each. 2. A team receives a bonus question for each toss-up question correctly answered by one of its players (except in overtime). E. Time 1. Lateness of more than 5 minutes may result in a forfeit, unless this lateness is the fault of the tournament, or the tournament director is satisfied with other good cause. 2. In all rounds the clock starts when the moderator begins reading the first toss-up question. The time structure of each round shall vary based upon the format of the competition as follows:

1. In the classic 8 team format, a game consists of two equal halves of at least 10 minutes
each with a brief intermission at the half.

2. In the 16 team format, the first round will be a half round consisting of a total of 10
minutes with no intermission. In the second and all successive rounds play will revert back to the classic 8 team format, with each game consisting of two equal halves of 10 minutes each with a brief intermission at the half. 3. When the clock sounds the end of time, the half or game shall end, except in the following scenarios: 1. A player who has signaled on a toss-up question is allowed to answer that toss-up and, if correct, earns a bonus question. If incorrect, the half or game ends without the other team having a chance to answer the toss-up question. 2. A team will be read its entire bonus question, even if time expires during the bonus or before the bonus is read. 4. The team with more points at the end of the game wins. In the event of a tie: 1. There will be an overtime period consisting of three toss-up questions. Bonuses are not used in overtime. 2. If the game is still tied after three toss-up questions, the moderator will read toss-up questions until the score changes.

5. The clock shall not stop, except: 1. When stopped by a game official to resolve a serious problem or to replace a question. 2. At the end of the half. 3. When a moderator needs extra questions because of replacement of questions or overtime. 6. The timepiece used by the game officials is the official time and is not contestable.

F. Toss-up questions 1. A player may signal to answer a toss-up question at any point after the moderator has begun reading the question. Only one player per team may signal to answer each toss-up. 2. When a player has signaled, a game official will recognize the player by name, or by number, or by pointing toward the player. There is no penalty if a player who has signaled answers before being recognized. 3. If a player signals before the moderator has finished reading, the moderator will stop at that point. If the answer given is incorrect, the moderator will finish the question for the other team only (if they are still eligible to answer the question). The moderator need not reread the entire question, but should resume at a natural point in the question. 4. An answer to a toss-up must begin within 5 seconds after the player has been recognized. An answer begun after the moderator has said "Time" will be treated as no answer. Ties between the player and the moderator are decided in favor of the player. 5. Players have 5 seconds to signal after the moderator has finished reading the toss-up. If the player answers incorrectly, the other team (if it is eligible to answer), will then have five more seconds to signal. Some questions may permit more time, which will be noted specifically by the question. 6. Decisions as to whether players have exceeded the allotted time to signal or to answer may be rendered only by the game officials of a given match and are not contestable. 7. Each toss-up question is worth 10 points. 8. The player that signals first on a toss-up may NOT confer verbally or otherwise with teammates (or spectators). Should this occur, the player will lose the chance to respond to the question and the opposing team will be allowed to answer. G. Bonus questions 1. Teams may confer on bonuses. It is recommended that the captain give the answer for the team or clearly indicate who will give the answer. The moderator, however, will take the first answer unambiguously directed at him/her. If conflicting answers are directed at the moderator, the captain will be asked to choose the team's answer. 2. A team has 30 seconds to answer a bonus question. After 30 seconds, the moderator will prompt the team for an answer. Once prompted, someone on that team must begin answering, or the captain must immediately designate the person who will answer. The 30 seconds starts when the moderator finishes reading the question. If the moderator is asked to repeat the question the time will still be counting down.

3. A team may begin its answer before the end of a bonus question. In such cases, the moderator stops reading when the team begins its answer. If the bonus contains another part, the moderator then asks the next part. 4. Each bonus question is worth up to 30 points. H. Correct Answers 1. The moderator will accept only the first answer given by a player, except for multiple answer questions and situations enumerated below. a. Anything a player says will be ignored unless it modifies the first answer given. For example, if a player says Nixon, Watergate, the moderator will consider only Nixon. If a player says Nixon, Fred Nixon, then the moderator will consider Fred Nixon. Similarly, matter, cold dark, is treated the same as cold dark matter. b. Modifying words before the first noun of a response are, of course, considered as one answer with the noun. c. Extraneous information preceding a response is disregarded (e.g., What is a wombat? or They're all Californians), unless the moderator determines that the extraneous information was given in an unsporting attempt to delay the game, in which case the response is treated as incorrect (in addition to any other penalty for misconduct). Harmless or inadvertent embellishment of responses will not be penalized, so long as the embellishment does not make the response wrong.

2. If a question has multiple answers, a player may give multiple responses in any order, and without a pause of 1 second between responses. Since the multiple responses are still considered one answer, the moderator will rule the answer as wrong if any part is wrong. 3. Common acronyms and abbreviations are often acceptable (e.g., chemical symbols, state postal abbreviations, organizational acronyms), unless they appear in the question, in which case the moderator may prompt the player to expand the acronym or abbreviation. If the question does not indicate, the moderator will take the response as correct if a toss-up, and will prompt if a bonus. 4. If a question asks to identify an answer from a list, the player must name the exact answer (e.g., NOT the second thing you read or the one that started with F). I. Ethics and Conduct 1. All players, institutional representatives, and other persons associated with a team are bound by an honor code to behave responsibly and ethically. This includes, but is not limited to: treating all other participants and staff with courtesy, not receiving or giving impermissible assistance, not creating the temptation for another to cheat, abiding by all decisions of the tournament staff, not colluding with another person to "fix" a match result, not intentionally "throwing" a match, not writing down or recording questions and answers, honestly reporting details of game situations to tournament officials, and promptly reporting violations of this honor code to a tournament staff member. 2. Any tournament official may find that a player, coach, institutional representative, or other person associated with a team during the tournament has committed misconduct. Misconduct includes disruptive behavior, unethical behavior, any violation of the honor code, or other unsportsman like conduct. Officials may interpret these categories broadly.

J. Seeding and Byes 1. Please reference Figure 1 below for the seeding and byes guidelines. This figure is applied when the participants are 16 teams. If under 16, there will be byes according to the participants number. 2. The seeds and byes will be drawed at the team meeting.
