The Basics of SCC Compliance

Objective
to help SCC members, and interested partners, better understand the basics of compliance to provide a variety of sources and informational materials that can be used to create successful SCCs

Who is at the table?


SCC chairs? Co or vice chairs? Principals? District or state representatives? Parent members? Community members? Others?

SCC Background
1992 - Utah State legislature authorized SCCs to address the academic needs of students with decisions being made at the local level. 1999 School LAND Trust Program developed to improve academic performance (State School Fund) by utilizing a variety of interest groups 2002 SCCs restructured to mirror LAND Trust Committees and added responsibilities Legislation amended several times, large changes in 2008.

SCC Working Group


Representatives of several advocacy groups Purpose is to support SCCs in empowering students Objectives
Promote improvement for schools Provide tools and resources to help SCCs Promote productive partnerships Promote and celebrate success Accelerate effectiveness of SCCs Promote regular and representative decision making based upon data

Elections

Within the first 30 days of the school year (completed by the 35th day) Notice (positions available and how to file) must be made 10 days prior to the election Voting must run 3 consecutive school days

How
At school, mail-in, electronic, student delivered Uncontested (less candidates file than openings) Appointment (if positions are not filled)

Who
2 year terms (can do 3 consecutive) 2 more parents than employees At least 2 employees, including the principal of positions up for election each year

Meetings
Requirements
May not be closed to the public Minutes and agendas posted on website Schedule of meetings posted on website Minutes kept 3 years (no audio needed)

Process
Rules of order and procedure must be adopted
Parliamentary procedure, ethical behavior & civil discourse

A simple majority is required to take action (vote) No action/votes on items not listed on the agenda

Plans
School Improvement Plan (SIP)
Focuses on student academic achievement

Professional Development Plan


Provides professional development for teachers and staff that is necessary for the SIP to be implemented

School LAND Trust Plan


Identifies the school's greatest academic need(s), and outlines interventions and outcomes

Reading Achievement Plan (Elementary)


Plan that outlines how schools will meet the goal of having all students reading at grade level by grade 3. include assessment, intervention and reporting components

Child Access Routing Plan


Plan that outlines emergency evacuation procedures include a map showing the routes students will walk and bike to school with a written description explaining the route
