From the General Economic Resources, the allocated resources for health goes through the budgeting done by the Department of Health. These resources now become committed to the betterment of health in the country. Government health programs are done also by the Department of Health. As of 2003, our health expenditure was only 2.9% of our GNP. What is GNP? - GNP means Gross National Product - It is the total revenue of the goods and services produced from within the country and all OFWs.

GNP = Gawa Ng Pilipino Whereas GDP is the total revenues derived from all goods and services produced from within the Philippines. GDP = Gawa Dito sa Pilipinas

It would be foolish to supply a very demanding form of surgery when it is not defined whether people will need that specific surgery. It will be foolish to import a special drug from another country when nobody becomes sick. In simple terms it will be wasteful and inefficient to produce a smallpox vaccine when smallpox has been eradicated.

KNOWLEDGE ABOUT THE BENEFITS OF UTILIZING THE HEALTH GOOD OR SERVICE ACCESSIBILITY OF THE FACILITY THAT SUPPLIES THE HEALTH GOOD OR SERVICE.

EDUCATION PUBLIC TRANSPORTATION AND INFRASTRACTURE POLITICAL CLIMATE, CHANGES IN POLITICAL LEADERSHIP, POLITICAL UNCERTAINTY

THERE ARE ALSO OTHER FACTORS WHICH ARE NOT NECESSARILY PART OF THE HEALTH SECTORS, BUT STILL AFFECT HEALTH.

IMPROVEMENT IN HEALTH CARE UTILIZATION WILL ALSO LEAD TO THE BETTERMENT OF HEALTH STATUS.
