METHODOLOGY FOR THE ELABORATION OF PROCEDURES MANUAL

MAIN COMPONENTS OF PROCEDURES MANUAL


1. Presentation Must contain an explanation of the document, what their purposes and those targeted, as well as its scope. In general, the presentation should not exceed two pages and their wording should be clear and simple. 2. General objective It should state the purpose to be achieved and the means or actions to achieve, what is to be achieved with the integration and application of the procedures manual. To write the general objective the following is recommended: Start general objective description of an infinitive. Specify clearly what is intended by manual integration procedures.

3. Process identification and interaction This section will be represented graphically and in general, identified key processes that form part of the manual, and the interactions and interdependencies between each.

4. Relationship of processes and procedures


Having identified the processes shall specify the procedures that are derived from each of them, which will be documented in the procedure manual. For this purpose we will set the overall process flow from start to finish, setting up procedures to process.

5. Description of procedures

The procedures are the core of the manual; the description shall contain procedures invariably following aspects:
a) Name of the procedure:

The name of the procedure should be guided by the result to be obtained.


b) Purpose It must describe in a clear and precise, the result to be achieved with each procedure. c) Scope The scope to define and describe the internal logic and external borders of the procedure, indicating what activities, people and areas affected.

d) References This section should include a list of documents that support legal and administrative proceedings, such as: standards, codes, manuals, instructions, other procedures, etc. e) Responsibilities This section will describe the duties or obligations of the Administrative Unit executive procedure and positions involved, partially or fully in the development of this activity. f) Definitions In order to facilitate understanding of the terms used in the procedure should be established in a section that describes the meaning of the concepts g) Inputs Pinpoint the documentary requirements, material or information that dependence, or trust requesting auxiliary body to begin the development of the procedure.

h) Results Specifies the product or service that is obtained after conducting the proceedings, which has value to the user or applicant. i) Interaction with other procedures

Indicate the name of the procedures by which concerns the procedure in question.
j) Policies This section is kept of the rules or regulations governing the activities of procedures. k) Development This section should describe the activities or operations executed in the procedure.

l) Layout Having described the procedure is continued with its graphic testing it will draw a diagram that symbolizes the flow of information.

m) Measurement
It should specify the means to gather information to measure the satisfaction of users of the procedure. n) Forms and instructions It should include the formats used in the procedure and its filling instructions.

6. Symbology It should include only the ANSI symbols and meanings that were used in the flowcharts. 7. Registration issues In order to control the editions of the manual of procedures, you must record the number of modifications, dates, paragraphs and modified leaves.

8. Distribution
It should list the administrative units or positions authorized to have the manual, and the number of copies and distributed controlled. 9. Validation

Contain the name, title and signature of the authorities of the department, agency or public trust auxiliary appropriate, by which approves the contents of the manual of procedures.

COMPLEMENTARY ELEMENTS PROCEDURES MANUAL


1. Front cover This section should include the following information: - Image institutional dependency or trust subsidiary body concerned public - Logo - Title of the procedures manual - Date of preparation 2. Inside cover Contain the same elements as the cover and where appropriate, the back will contain the following information: - The copyright or copyrights, with the name and address of the publisher and the year they were registered copyright or publisher. - The number of the edition or reprint in question, and the circulation and in the same year. - Warning.
