Why such act came into being. Article 39-A of the Constitution of India and Legal Aid. Sec-304(1) of Criminal Procedure Code.

Prisoners were languishing in jails in Bihar for years

together. No lawyer for them to argue for them.

Authorities under LSAA,1987..

Article -21 of supreme court encompasses free legal aid to be given to the needy impliedly. Chapter-II of the said Act to be seen. Central authority to be created(NLSA). CJI+ Serving/retired judge of SC to be nominated by President as executive chairman +such other members to be appointed by CG along with CJI.

Others members + Qualifications+ to be nominated by the central government in consultation with CJI. Member Secretary to be appointed by CG in consultation with CJI. (Sec-3A of the LSAA,1987).

Supreme Court Legal Service Committee.

CA to make sitting judge of SC, the Chairman. Others members + to be appointed by CG+ to be appointed by CJI. Functions of CA:Sec-4 of LSAA,1987( Lay down policies, legal services to be made available to the needy and poor). Funds utilization, consumer interests to be protected, Legal aid camps to be organized.

State Legal Service Authority

Chapter- III of LSAA,1987.(Sec-6) CJ of HC to head it. Serving Judge of HC to assist him+ to be nominated by State Government in consultation with CJ of HC. Others members+ State Govt. Member Secretary+ State Government+CJ(HC). Functions-Legal Advice, Legal Aid Programs.

HC Legal Service Committee

Sec-8(A) OF LSAA,1987. Sitting judge of HC to head it. Others members+ State Authority+CJ. Secretary to be appointed by CJ to be

nominated by State Government.

District Legal Service Authority

State Govt+CJ(HC) to create DA.Sec-9. District Judge to be the chairman. Other members to be appointed by SG to be nominated by SG+CJ(HC). SA+ Chairman to appoint a civil judge(SJS) as secretary. Its functions are to organize Lok Adalats.

Taluk Legal Service Committee..

State Authority to create it.Sec-11(A). Senior most judicial officer + within the jurisdiction of committee to be ex-officio chairman. Other members+ St Govt+CJ(HC). Committee to appoint other members/employees +St Govt+ CJ(HC). Functions: Organise Lok Adalats.
