Background: To show the Impact of the HS IFLS Feature Activation (on 19 March 2013 @08:00 ) on Balancing the HS Users on U0106 and U1284 as of 1600H 20th March.

We set the Parameters at the same value on a coverage relation basis on both sites. Above is an example with U1284H1-U1284H2

Average Number of HS Users U0106G1/G2

HS Users are now balanced between U0106G1 and U0106G2 after the feature activation.

There was not too much HS IFLS activity on the U0106H1/U0106H2 pair owing to the low value of HS Users on both sectors but not enough to reach the hsIflsThreshUsers. Fine tuning the latest will lead to more balancing.

HS Users are still Not balanced between U0106J1 and U0106J2 after the feature activation. However fine tuning the hsIflsThreshUsers will lead to more balancing.

SUMMARY
HS Users are now balanced between U0106G1/G2 and U1284H1/H2 after the feature activation. CSSR HS, HS and EUL Volume did not degraded after the feature activation on all the Cells. The Feature is working as the HS IFLS Counters are pegging on all sectors. The Incoming and Outgoing HS IFLS Success Rate are close to 100% on U0106G1/G2 and U1284H1/H2. There was not too much HS IFLS activity on the U0106H1/U0106H2 pair owing to the low value of HS Users on both sectors and not enough to reach the hsIflsThreshUsers to trigger the feature. Fine tuning the latest will lead to more balancing.

There was quite some HS IFLS activity on the U0106J1/U0106J2 pair. Fine tuning the
hsIflsThreshUsers parameter will lead to a more balanced HS Users on both sectors.
