• Responsible for the improvement and promotion of
higher education, research and development in Pakistan
• Autonomous body with the Prime Minister of Pakistan as
the Controlling Authority
• Chairman HEC has status of Federal Minister
• Executive Director, HEC
– Has status of Federal Secretary
– Is the Principal Accounting Officer of the Commission
– May submit summaries or cases to Cabinet directly
