Electronic Receipt Reporting

ISTARS and ITDs computer systems are not linked to one another. Information is transmitted and downloaded via FTP files. It takes 3-5 business days for items to be transmitted and posted to a drivers record. If we receive a faxed receipt from the court, we will be hold it for 5 business days to allow for it to be processed electronically.

Electronic Suspension Reporting

Information is transmitted and downloaded via FTP files, same as receipts. Suspension orders print out in a report format and are then manually posted by ITD. It typically takes 3-5 business days for items to be transmitted and posted to a drivers record.

Items Transmitted Electronically are:

Citations/Convictions (as originally entered)

Originally entered Suspension Orders Notices of Non-compliance Receipts and Notices of Compliance

Modified/Amended Suspension Orders

Dismissal or Set-Aside Orders

NRVC (Non-resident Violator Compact)


The NRVC was established in 1977. It is a means by which member states inform each other when a resident of one state does not comply with the terms of a citation from another state. Currently, all but 6 states are members of the compact.

Governs how Notices of Non-Compliance are handled and transmitted for out-ofstate drivers.
Assures that an out-of-state driver is afforded the same treatment and rights as an in-state driver.

Benefits to the court:

Court revenues are increased since nonresidents cannot ignore another member states citation without facing penalties at home. Decreases the number of Failure to Appear cases.

A suspension under the NRVC remains in effect until evidence of compliance is presented. There is no timeout period. If an out-of-state driver is contacting you for verification of compliance do not send them to ITD, we cannot help them. You need to provide the driver with a receipt for payment or documentation which shows that the case is closed and no further action is required of them.

Defensive Driving Courses and Point Reduction

Taking a Defensive Driving Course (DDC) will not remove a conviction from a drivers record. Only points are removed. Points must exist on drivers record before the DDC is completed. If driver is from out-of-state, they will need to contact their home state for assistance. ITD will not be able to help. DDC certificates must be from a provider on ITDs approved list (http://dmv.idaho.gov)

Importance of Accurately Updating and Entering Information

If information is not entered correctly it will not report or process correctly.


Be sure to double check name spellings, dates of birth and drivers license numbers when entering information. It is especially important to update a drivers license number if the driver has relicensed in another state or has now been issued a license in Idaho.

Examples: On Oct 4th, 80 receipts did not post. Of those, 21 were because the drivers were licensed out-of-state, the remaining 59 were due to typographical errors. A driver previously licensed in AZ, but now licensed in Idaho, gets a DUI. Court records are not updated to reflect the ID license number. Therefore, conviction sent to AZ and driver gets suspended in both states.

Importance of Accuracy cont.


Examples: When a driver is in a non-commercial vehicle and the court checks yes in the boxes for both CMV and Hazmat, the driver will receive a 3 year disqualification of driving privileges as per federal regulations.
