The notion that change might actually need to be discussed and negotiated are often rejected or neglected. It suggests that the leadership team does not in fact hold the golden keys or that, worse still, the vision could be compromised in parleys with contrary stakeholders.

Orgins: Dia and Logos, Meaning flowing through A mode of communication that builds mutuality through the awareness of others. (Putnam & Fairhurst, 2001) Dialogue is a conversation that explores the meaning and nature of an issue in an effort to create insight and understanding on a deeper level (Miller, n.d)

A living experience of inquiry within and between people (Issac. W, 1999) Dialogue can be considered as a free flow of meaning between people in communication, in the sense of a stream that flows between banks (Bohm. D, 1996)

Negotiation
Negotiations are a means of how to solve conflicts and differences through direct communication (Ademi, 2010) Negotiation is a process where two parties with differences which they need to resolve are trying to reach agreement through exploring for options and exchanging offers and an agreement (Fells,2010). Negotiation is the process by which people with conflicting interests determine how they are going to allocate resources or work together in the future (Brett,2007).

A problem-solving process in which two or more parties attempt to resolve their disagreement or conflict in a manner, and through a process, that is mutually agreeable (Gulliver, 1979)

The national university with an international reach

History of UKM The idea of establishing a national university was first mooted as far back as the early 1920's. The initial notion by Abdul Kadir Adabi. sought for the establishment of a university that could meet the educational needs of the Malays . Universiti Kebangsaan Malaysia (UKM as it is popularly known) was formally established on 18 May 1970. UKM is the third university in Malaysia, but the first to use Bahasa Melayu, the national language, as the medium of instruction. UKM aims to produce graduates with skills and expertise in various fields for development of the Malaysian society, and country. UKM became a research university on 11th October 2006. UKM 2013 has expanded to 13 faculties and 14 Institutes.

In the 41st Convocation ceremony 2013 total of 6,830 students of The National University of Malaysia (UKM) are graduated. 444 doctoral degree recipients, 4,205 masters, 306 medical doctors and dental specialists, 1,776 bachelor degrees (3308 Registered at UKM 2013/2014)) 96 graduate diplomas.

After 41 years graduates the universitys alumni now stands at 163,853 members. If we look once back to 2002 the universitys alumni stand about 80 000 graduates. Which is double to day numbers. UKM has also now become the first choice of students from 64 countries, the university has been able to maintain its status as a research university for seven years in a row.

Life and Death in global space of UKM today belong to OIR. The Office of International Relations was established with the restructuring of PUSPA on 1 April 2007. The office consists of two main primary components, which are Academic Network Unit and Students and Staff Unit. UKM has also now become the first choice of students from 64 countries more then 100 universities visit UKM. Since its establishment 43 years ago, the university has been able to maintain its status as a research university for seven years in a row. Today UKM host for about 2000 -3000 international students studies. Also each year about 250 local students participate in Students Exchange programs. This process is not one way it two way program.

Vision: We are committed to be a reference point and major driver in UKM's internationalization efforts toward a world class university. Mission: To achieve our Vision through internationalizing the profile, brand and image of UKM as well as enhancing strategic global networks and linkages. Objectives: 1. To increase and strengthen collaborative linkages with foreign institutions. 2. To enhance UKMs profile in the international arena. 3. To coordinate and consolidate UKMs internationalization efforts.

OIR implements the following functions:


1.Liaise and coordinates international visitors / agencies /

Orgs to UKM. 2.Secretariat for UKM's membership and communications with International Academic Networks & Organizations. 3.Facilitate, match-up and coordinates request for institutional academic / research co-operations (MoU). 4.Identifies students and staff exchange programs with foreign universities. 5.Links between foreign embassies in Malaysia. 6.Strategic planning and execution of UKM's internationalization mission. 7.Monitor Internationalization KPIs (Key Performance Index's) - RU / SETARA / Ranking. 8.Other duties as instructed by Deputy Vice Chancellor (Academic and International Affairs) / Vice Chancellor.

Since founded in 1974, UKM already involve in many international movement and organization. UKM involvement not just as a mere member, UKM also played an important role in each organization.

Activities that will be implemented by UKM to internationalize the university are given in this strategy Of utmost importance is the formation of strategic alliances with universities outside the country. It is hoped that

the alliances will lead to a greater network of partnerships in academic


activities such as research, joint publications, joint supervision, exchange of students, staff exchange, joint seminars and others.

Such activities besides giving added knowledge to the people of UKM, will
also expose them to new cultures and experiences. Such experiences will enhance the performance of the university as a whole truly reflecting UKMs image as The national university with an international reach.

Vogel Malaysia/Singapore Initiative Public Lecture Series UKM Named after Professor Ezra F. Vogel, the former director of Harvard University Asia Centre from 1997 to 1999, the programmed aims to strengthen Harvard University's Link with universities across Southeast and South Asia.
