OBJECTIVES
At the end of the chapter, the students should be able to :
Know the historical devt of Department of Health(DOH)
Understand the function & responsibility of the different offices under the DOH
Know the budget and its appropriation
Know and identify the different Administrative Order and Republic Act that governs
DOH system
Know the different programs of government to improve health status of the Filipinos.

The DOH is the agency of the govt entrusted to formulate and
implement the policy pertaining to health. It is also responsible to
oversee the operations of govt controlled hospitals.
The goal of the DOH through govt hospitals is to develop an
effective network of Jauloties which are available, accesible, acceptable,
and affordable. The DOH hospitals will not only be a curative care but
also a venue for preventive medicine.

PRIMARY LEVEL
Composed of municipal and Medicare Hospitals, which have
facilities and capabilities for first, contact emergency care and
Hospitalization for simple cases.
SECONDARY LEVEL
Consist of District Hospitals with capabilities and facilities for
medical cases requiring hospitalization. It also has the expertise of
trained specialties
TERTIARY LEVEL
Composed of :
- Specialty Centers - Specialized Hospitals
- Medical Centers - Regional Hospitals - - Provincial or
General Hospitals
Have capabilities and facilities for providing medical care to cases requiring
sophisticated diagnostic and therapeutic equipment and the expertise of trained

Responsible for the formulation of regulatory policies
and standards over the various areas of concern in the
health sector.
Health sentinel
Providing maximum security against the entry and
spread of quarantinable and other dreadful diseases.
Jurisdiction and main area of responsibility are the
ports and airports/ sub-ports scattered throughout the
country.

RADIATION HEALTH SERVICE (RHS) ENVISIONS
Radiation health and safety for all Filipinos by the year
2000
Aims to ensure the safe and rational use of radiation
technologies.
HOSPITAL MAINTENANCE SERVICE (HMS)
Mandated to formulate and implement plans, programs,
policies, standards and techniques that would ensure the
proper maintenance of equipment in the Department of
Health Hospitals.
HEALTH INFRASTRUCTURE SERVICE (HIS)
Formulate and promotes policies, standards and
guidelines in the physical planning, design and
maintenance of hospitals and other health facilities of
the national and local governments.
Lobbied and advocated for the passage of health bills
into legislative like:
a) National Diabetes Act of 1996 (R.A. No. 8191)
b) Special Law on Counterfeit Drugs (R.A. No. 8203)
Maintained linkage with HPDS and Policy and
legislative Coordinators (PLCs) at DOH through the
conduct of regular consultative meetings and
provisions of updates on policy initiatives and health
legislation proposals.
Teambuilding activities with external offices like
Committees on Health and Liaison Offices of both House of
representative and Senate.
Mid-year review of various health bills from both Houses of
Congress to monitor status and lobby for its passage.
Facilitated the conduct of coordination of Health Committees of
both Houses of Congress and DOH Offices or Services concerned
to mobilize support for the passage of priority bills

Meeting of the Legislative Liaison System of the Executive
Branch of the Government held last Nov. 15 at the Philippine
Heart Center.
Three-day workshop on legislative processes, position paper
drafting and technical writing last December in Baguio City in
cooperation with the U.P. Law Center.
It is the regulatory agency mandated t ensure the safety, efficacy,
quality and purity of processed food, drugs, diagnostic reagents,
medical devices, cosmetics and hazardous susbtances.
Develop and formulate plans, standards and policies for the
establishment, licensing and accommodations of laboratories, blood
banks and entitles handling biological products; to provide
consultative training and advisory services to public and private
laboratories; and to conduct studies and researches.
The regulatory agency for hospitals, clinics and other health
facilities. It recommends accreditations/ issuance of license of
health facilities (excepts for removal of licenses of primary and
secondary level of hospitals which had been delegated to the
regional health offices).
Ensures the delivery of quality health services by affecting
compliance with the standards and technical requirements
prescribed by the DOH for licensure of hospitals and dental
prosthetics laboratories (DPLS) and accreditation of medical
examinations of overseas contract workers (OCWS) and seafarers.
Mandated to formulate policies for safe, efficacious, quality
medicines at an affordable cost.
The promotion of healthy lifestyles emphasizes the anti-smoking
campaign, regular physical activity and weight control.
Includes healthy diet and nutrition, stress management and regular
health check-up.
AIMS TO:
1. Raise the awareness of the Filipinos on the need to practice
healthier lifestyles.
2. Raise the consciousness of policy makers on the need to provide
the Filipinos with an environment supportive of healthy lifestyle.
Healthy lifestyle- a way of life which promotes and protects ones
health and well being. The campaign promotes the following
messages:
1. Dont smoke
2. Regular exercise
3. Eat a healthy diet everyday
4. Watch your weight/ Weight control
5. Manage stress
6. Regular health check up

of conscious intervention through public agencies is required in order
to reach certain basic health objectives.

The name of the Department of Health (DOH) undertaking to
effect the SONA pledge of President Gloria Macapagal-Arroyo.
Primary goal of the project is to ensure that affordable, high
quality, safe and effective drugs and medicines are always available,
especially to the poor.
Short-term (2001- 2002 SONA)
1. Continue the importation, high quality, safe, effective and
affordable drugs and medicines for as long as the prices in the
country remain high.
2. Expands, as an appropriate the list of drugs and medicines for
importation.
3. Increase the number of outlets.

1. Promote the use of generic drugs and medicines.
2. Ensure continuous supply of high quality, safe, effective and affordable
drugs and medicines, whether imported or locally manufactured.
3. Develop reimbursement scheme for medicines with PhilHealth.
4. Work with the pharmaceutical industry/ organizations/ companies for
them to reduce significantly the prices of drugs and medicines.
5. Work with local retail industry for them to pass on to the consumers the
low price of drugs and medicines, and
6. Wage war versus substandard drugs.

In his first year, 5.3 million families or about 25 million
Filipinos have been enrolled in PhilHealth. Under his
administration, two landmark health reforms have
been passed, namely the Tobacco and Alcohol Excise
Tax Reform Act of 2012 and the Responsible
Parenthood and Reproductive Health Act of 2012.

UNIVERSAL HEALTH CARE
Universal Health Care and Its Aim
Universal Health Care (UHC), also referred to as Kalusugan Pangkalahatan (KP), is the provision
to every Filipino of the highest possible quality of health care that is accessible, efficient, equitably
distributed, adequately funded, fairly financed, and appropriately used by an informed and empowered
public.

The Aquino administration puts it as the availability and accessibility of health services and
necessities for all Filipinos.
It is a government mandate aiming to ensure that every Filipino shall receive affordable and quality
health benefits.This involves providing adequate resources health human resources, health facilities,
and health financing.


UHCs Three Thrusts

To attain UHC, three strategic thrusts are to be pursued, namely:
1) Financial risk protection through expansion in enrollment and benefit delivery of the
National Health Insurance Program (NHIP);
2) Improved access to quality hospitals and health care facilities; and
3) Attainment of health-related Millennium Development Goals (MDGs).

Financial Risk Protection

Protection from the financial impacts of health care is attained by making any Filipino
eligible to enroll, to know their entitlements and responsibilities, to avail of health services, and
to be reimbursed by PhilHealth with regard to health care expenditures.
PhilHealth operations are to be redirected towards enhancing national and regional
health insurance system. The NHIP enrollment shall be rapidly expanded to improve
population coverage. The outpatient and inpatient services shall be intensively promoted.
Moreover, the use of information technology shall be maximized to speed up PhilHealth claims
processing.
Improved Access to Quality Hospitals and Health Care Facilities
Improved access to quality hospitals and health facilities shall be achieved in a number of
creative approaches. First, the quality of government-owned and operated hospitals and health
facilities is to be upgraded to accommodate larger capacity, to attend to all types of emergencies,
and to handle non-communicable diseases. The Health Facility Enhancement Program (HFEP)
shall provide funds to improve facility preparedness for trauma and other emergencies. The aim of
HFEP was to upgrade 20% of DOH-retained hospitals, 46% of provincial hospitals, 46% of district
hospitals, and 51% of rural health units (RHUs) by end of 2011.

Financial efforts shall be provided to allow immediate rehabilitation and construction of critical
health facilities. In addition to that, treatment packs for hypertension and diabetes shall be obtained
and distributed to RHUs.
The DOH licensure and PhilHealth accreditation for hospitals and health facilities shall be
streamlined and unified.

Attainment of Health-related MDGs
Further efforts and additional resources are to be applied on public health programs to
reduce maternal and child mortality, morbidity and mortality from Tuberculosis and Malaria, and
incidence of HIV/AIDS. Localities shall be prepared for the emerging disease trends, as well as the
prevention and control of non-communicable diseases.

The organization of Community Health Teams (CHTs) in each priority population
area is one way to achieve health-related MDGs. CHTs are groups of volunteers, who
will assist families with their health needs, provide health information, and facilitate
communication with other health providers. RNheals nurses will be trained to become
trainers and supervisors to coordinate with community-level workers and CHTs. By the
end of 2011, it is targeted that there will be 20,000 CHTs and 10,000 RNheals.
Another effort will be the provision of necessary services using the life cycle
approach. These services include family planning, ante-natal care, delivery in health
facilities, newborn care, and the Garantisadong Pambata package.
Better coordination among government agencies, such as DOH, DepEd, DSWD,
and DILG, would also be essential for the achievement of these MDGs.
