Training Program

History of MPL
The Multi-Crew Pilot License (MPL) is an
airline-dedicated pilots license, developed by the
ICAO Flight Crew Licensing and Training Panel
from 2001 to 2005.
The Panel included 64 participants (members
and observers from 18 Contracting States and 5
international organizations)
The ICAO Air Navigation Commission (ANC)
adopted and published MPL in Nov 2006 as new
Chapter 2.5 of Annex 1 and PANS-TRG (Doc 9868)

Training for the Unexpected

In the world of aviation training it is impossible to
train for a successful outcome of an infinite number
of possible abnormal and emergency situations
We cannot train for the unpredictable situations

We can however prepare for it by

developing and reinforcing the
necessary Core Competencies in our
new pilots

MPL: misconceptions and resistors

That MPL is fast-track cost-saving solution to
airline pilot supply Yet in 2001/2 (9/11) demand
pressure was not an issue
Too few flying hours in light training aircraft: Yet
total exposure to airline-focused instruction in a multicrew training setting, using actual and simulated
flight, is far greater in MPL than in training for the
legacy Commercial Pilot License (CPL)
MPL is an airline-only license: But a translation
course to CPL exists

MPL: Multi-Crew Pilot

Training Program

MPL: no-change items:

MPL does not replace existing licenses,
and medical
Existing ATPL theory requirements can
be continued until a new standard is
globally agreed (a remaining ICAO task)
