love develop between teacher

discretion to avoid scandal,

scholastic
ratings
as

punishment for acts which are

and strengthen his competence, virtues,
and productivity in order to be nationally
and internationally competitive.

and attend to the professional growth of
all teachers under them such as
recommending them for promotion,
giving

due
recognition
for
meritorious performance, and allowing
them to participate in conferences
and training programs.
