MATERIALS ENGR

To pinpoint responsibility where quality and quantity of


construction materials are concerned the DMC no. 49
series of 1994, defining responsibility of DPWH Engrs
involved in the implementation of DPWH Projects.

Ensures that materials and workmanship are at all times


in accordance with plans and specifications.

Ensures that inspections and tests are carried out


promptly and timely

Approves concrete pouring permit.

Issues work suspension orders and other site


instructions.

Prepares proposed Change Order, Extra Work Order of


Supplemental Work Agreement, when necessary .

Witnesses critical activities of the project.


Checks/ verifies physical and financial status of the
project

Resolves problems encountered in the implementation of


the project

Maintains / updates field documentation such as log


book, plans and program of work, schedules, S-curve,
laboratory test results, etc.

Coordinates with Project Consultants, NGOs and other


officials concerned in project implementation.

Assist the Project Engineer in the overall direction and


supervision of the field operation .

Ensure that the works being inspected are in


accordance with the plans and specifications.
Witness critical activities of the project.

Notify the Project Engineer in case there are


deviations from approved plans and specifications.

Conduct and monitor daily activities including weather


conditions and maintains a logbook to record such
activities.

Prepare and submit statement of work accomplished.


Prepare and submit physical/ financial status to the
Project Engineer.

Carry out instructions/ orders of the Project Engineer.

To ascertain that all materials incorporated into the work


pass the requirements

To advise the Project Engineer on the acceptance or


rejection of construction materials .

To prepare design mixes for concrete and bituminous


mixtures .

To fully acquaint himself with the standard procedures


of sampling, testing and control.

To keep record of daily activities ready for inspection


anytime.

To submit within required time frame test reports and


other pertinent papers to the Regional Office concerned

Samples are taken to represent the total, to know the


distinct characteristics, especially in concrete.

There is no substitute for sampling if the aim is to get


an idea of quality.

Sampling is standardized so as to minimize the effect of


human factor.

Do not accept the defective work until the contractor


meets specifications, either by removal, replacement or
reconstructions .

Assess price adjustments against the contractor to


compensate for the future increased maintenance costs
of sub-standard work.

Accept the sub-standard work or material.
