2. Welfare aspect- It deals with working conditions and amenities such as


canteens, rest and lunch rooms, housing, transport, medical assistance,
education, health and safety, recreation facilities, etc.
3. Industrial relations aspect- This covers union- management relations, joint
consultation, collective bargaining, grievance handling and disciplinary

Importance of HRP
The importance of HRs can be discussed at four levels:1. Significance for an organization:The achievement of organizational goals can be achieved through the following:
Attracting and retaining the required personnel.
Developing the necessary skills and right attitudes among employees.
Full utilization of the available human resources
Securing willing cooperation of employees through motivation, participation, grievance
handling.

2.Professional significance
It helps to improve the quality of work life.
It is providing opportunities for personal development of each employee and
maintains healthy
relationship among individuals.
It also contribute in developing those talent in organization and bring about
efficiency and effectiveness of work through human resources development

3. Social significance
It helps to enhance the dignity of labor in the following; Provides suitable employment that increase psychological satisfaction to people.
Maintaining the balance between the jobs available and the job seekers in terms of
numbers and qualifications, needs and aptitudes

4. National significance
It also plays a vital role in the development of nation.
The effective exploitation and utilization of a nations natural physical and financial
resources require an efficient and committed manpower.
HRM helps to speed up the process of economic growth which in turn leads to higher
standards of living and provides employment

are classified into two categories

Line and staff :Line Relationship - authority and responsibility


Receiving and giving instructions or orders. Important as one gets work done
through people.

Roles of a HR manager:line function :In providing the specialized assistance, the human resource manager carries out
three distinct functions
The human resource manager directs the activities of the people in his or her
department and in related service areas .
While they generally are unlikely to wield line authority outside they are likely to
exert implied authority

A coordinative function :HR managers also co-ordinate personnel activities, a duty often referred to as the
functional authority . Here he or she acts as the right arm of the top executive to
ensure that the line mangers are implementing the firms human resource
policies and practices .

Staff functions :Assisting the line managers is the heart of the HR managers job
He or she advices the Ceo to better understand the personnel aspects of the strategic
options
Assists in hiring training rewarding evaluating counseling promoting and firing employees
It administers the various benefits programs like health ,accident, insurance, retirement,
vacation and so on.
It helps line managers comply with equal employment and occupational safety laws and
plays an important
role in the handling of grievances and labor relations
