Need of the project
To contribute to the national electricity
supply due to increase of Annual demand
for the electricity.
Problem statement

•Implementation of a larger scale project as

UKHP will not eliminate the environmental and
social impacts totally.

•Only optimum minimization can be done.

•In this process many problems may arise in

the community of the project area.
Affected communities
1. People lived in inundated area of the upper
kotmale reservoir (497 dwelling homes in
10 different community clusters)

2. Community that affected due to the re-

arrangement of Common facilities

3. People lived in downstream of the kotmale

Oya

4. Community that affected indirectly due to

the UKHP

Consideration to minimize the
problem
Consideration on resettlement done for
upstream area

All resettlement are done within Talawakelle Urban

...Council limits where closer to their pre-dwelling …
places
Each individual sub-community should offered the
...opportunity to resettle together in a clearly …
identified area
Resettlement plan should be formulated through
a ...process of consultation with the local
It should be considered the Sub
cultural effects
All households should be provided with
housing ….and services that are better
than their pre-….resettlement condition.
Fair compensation should be made for
the ….properties they lose
Mixing of different backgrounds due to
….resettlement should be avoided.
Solutions for the downstream
community
Adequate water supply system should
be provided with free of charge for their
basic needs and extra arrangement
should be design to provide water for
their agricultural, commercial and
industrial purposes. Also there should
be an adequate compensation for the
agricultural lands.
To minimize the impacts on the
commercial community
• Should provide fair compensation with suitable
location to new establishment .
 Industrial based factory premises & workshops.
• (Electricity,water,infrastructure,employee,supporting
services)
 The shops and other commercial places.
 Hotels & restaurants which engaged with tourism
• (Natural aesthetic , Infrastructural)
 Estates, agricultural land and farm shops.
• (suitable fertilized lands)
To minimize the effect due to re
arrangement of common facilities

• Restoration of common facilities should meet

certain requirement
 Preferable combination between them.
 Easy accessibility( infrastructural, location)

• Consideration to improvement of income level of

resettled people(Income Generation Action Plan )
 Occupational Skill Development (OSD) Training
 Micro Credit Scheme
 Agricultural Extension Services
