I. Introduction
Main topics of internal security problems of Eu
are international terrorism, organize crime, and
illegal immigration.

Readmission Agreements with Turkey have not


signed yet.
II. Definitions
a. Readmission Agreements

Readmission agreements are one of the oldest


instruments used by member states to control
migratory flows.

Readmission agreements are adopted by European


Council in Tampere, Laeken and Seville.

Readmission agreements respect human rights and


fundamental freedoms.
EC Readmission Agreements will improve the
effectiveness of return procedures for example
through:
Mutual recognition of definitions and decisions.

Establishment of common standards relating to all


phases return.

Establishment of Technical Support Facility


improve operational co-operation.

Building of stronger networks of immigration liaison


officers in third countries.

Coordination of statistical information.

Training of staff with responsibilities in returns


sector.
b. Visa Facilitation Agreements

. Visa Facilitation Agreements are to promote


interaction between the citizens of EU and
contracting states.

issuance of visas for a short stay.
The visa facilitation agreements between
European Community and third countries govern
such issues as:

visa requirements for holders of diplomatic passports

categories of persons to whom multiple-entry visas


may be issued

documentation justifying the purpose of the journey to


be submitted by specific categories of persons

fees for processing visa applications

categories of persons exempted from payment for the


processing of visa applications
The visa facilitation agreements between
European Community and third countries do not
govern such issues as:
refusals of visa applications

acceptence of validity of travel documents

evidence of sufficient means of subsistence

prohibition of entry and expulsion procedures


c. Circular Migration

Circular migration is managed in a way


allowing some degree of legal mobility back
and forth between to countries.

There are two main forms of circular migration


which could be most relevant in the EU context
are:
Circular migration of third country nationals
settled in the EU

Circular migration of persons residing in a third


country
The Commission intend to lunch a debate on
the basis of this communication, notably with
member states on the measures required to
ensure effective circularity of migration:

Countries

a. Negotiations and Conditions of Visa


Policy

. EU Readmission Agreements are negotiated


by
the Commission on the basis of a negotiating
mandate given to it by the Council.

. The Council has issued 18 negotiating


mandates.

According to Commission, the main cause for
the delay in negotiations:

incentives:

Offering Visa Facilitation Agreement which make it


easier and cheaper for third country nationals

V. Conclusion

non-nationals should be reserved for only EU
acceding and certain advanced candidate
countries.

. EU will face is illegal immigration issue.

. Visa Facilititation process more effective for


Turkey but visa exemption process more
effective for other countries.
