POSTAL SECURITY
High security padlocks will be used for doors.
(GSA 3 tumbler type). A pin tumbler lock with at
least 6 pins.

All doors, gates, window closures, and locking


mechanisms will be secured at all times and in
working condition.

Safes will be made of metal, secured to a fixed


object in the post office and in working condition.
Safes are used to secure Registered Mail and
safeguard meter machine keys as applicable.

Cash box will only be used if a safe is unavailable.


POSTAL SECURITY
Safeguarding Combinations and Duplicate Keys will
be stored in a separate PS From 3977.

Combinations will be wrapped to prevent detection

Combination default is 50-25-50 and will be changed


upon first use, change of COPE and at least annually

Closed-body vehicles equipped with lockable
doors shall be used to transport mail.

Never use POV to transport mail


If an emergency situation occurs requiring use
of a POV on a temporary basis, the CO MUST
approve it.

Never leave mail unattended in a vehicle.

REFILLING THE POSTAGE METER
1. Turn meter on.
2. Press Refill button
3. The display prompts Enter Amt alternating with the default
refill amount ($200).
4. Enter the amount required (i.e. 2000 with no decimal spaces)
5. Press the Enter button.
6. The meter display will prompt: Insert Form.
7. Place a spare envelope or folded piece of paper on the transport.
Insert it from the left and guide it up against the rear wall, then
slide it to the right up to the trip mark and release it. The display
prompts Printing and the meter prints a refill report.
8. Keep report on hand and E-mail the ACCESS CODE and the
AMOUNT AVAILABLE on meter to your respective PFO office. The e-
mail address will be given out with the meter.
9. Your machine should now say ENTER COMBINATION on the
LED screen. Do not continue with steps 10 thru 14 until you have
received a return E-mail from the PFO office with the combination.
Your meter machine may still be used while waiting for the
combination.

REFILLING THE POSTAGE METER (Continued)

10. If your meter has been used or turned off prior to receiving the
combination, you will have to follow steps 1-9 again to get to the
ENTER COMBINATION screen. The machine will give you the
same access code as before.
11. Enter the Combination number provided by the PFO.
12. After you have entered the Combination number press the
Enter key on the meter.
13. If the refill is successful, the display briefly shows Refill OK
and then the $Avail = New dollar amount 2000.00. E-mail the
Postal Finance Officer when you have successfully completed the
reset.
14. If the refill was not successful the display will show Failed
for 2 seconds and then Insuf Funds.
*If this happens contact the Postal Finance Officer via e-mail
immediately.

Postal finance operations are only conducted during
extended underway periods and aboard forward
deployed ships

Postage sales are conducted using a Pitney Bowes


B 700 postage meter in conjunction with an electronic scale

Ships are placed in an active reporting status when a meter


is assigned by the serving Postal Finance Officer (PFO).

Ships that do not have a postage meter aboard are in


an inactive reporting status and are NOT required to
report

Ships that have requested a meter MUST report


weekly (every Wednesday). No Business reports
are required during weeks when no sales are
conducted.

Reporting is accomplished by an online PS form 1412


(Financial Report) accessed via the AMPS website.

Steps required to designate a Mail Orderly:
1) Attend training once selected by DIVO

2) ENSURE mail orderly reads and signs


Offenses Against the Mail Form (OPNAV
5112/1). OPNAV 5112/1 is signed by their
DIVO.

3) PPO prepares and issues a DD Form


285/DD Form 2260 signed by Mail Orderly
and Division Officer.

Mail orderlies are authorized to pick

Duties
Pick up the mail daily when mail call is
passed.
Safeguard the mail at all times.
Deliver personal mail only to the actual
addressee and official mail only to
individuals authorized by the appropriate
authority.
Return undeliverable mail to the post
office daily. If undeliverable mail cannot
be returned, it must be secured in a
designated, securely locked container.
Report any known or suspected postal
offenses and irregularities.

Mail call must be held daily when mail service is

Identifying Irregularities and Discrepancies:
When irregularities (discrepancies) are found on
incoming bills, the registry clerk must notify the
dispatching office of such discrepancies by
completing the coupon that corresponds to the bill.
The following are some of the most common
irregularities:
Number of actual seal used may differ from seal number on the
incoming inside bill
A registry number is listed on the inside bill, but the article was not
received
Registered article was received but not listed on the bill
An article addressed to another post office was mistakenly sent to
your FPO (MISSENT) If you receive a registered mail piece that is
not for your command, endorse it MISSENT on the address side
and set it aside until you are ready to prepare your outgoing inside
bill. Ensure to endorse the item with APDS.
Registered mail is received in a defective pouch
The registered pouch was improperly sealed
REGISTERED MAIL
Reporting Irregularities and Discrepancies:
Once an irregularity or discrepancy is identified,
perform the following on the bill located on the
left side of the PS form 3854 then transfer
information to the coupon:
1-Briefly write the irregularity next to the registry item
listed on the bill. If discrepancy is:
-Missent item then write MISSENT
-Transposed numbers then: write SHOULD READ and
enter the correct number
-Item is listed on the bill but was not received- then
write NOT RECEIVED
2-Enter the number of articles actually received on this
bill
3- Write the notation WITNESS or WIT and have the
witness sign on this line

5- Enter the current time here
6- Post mark the bill and the coupon with the APDS

DISPATCHING REGISTERED MAIL
-To prepare a pouch, the following items are required:
PS FORM 3854 (Manifold Registry Dispatch Book) Prepare in triplicate
TIN BAN SEAL
POUCH: Must not be torn or otherwise defective
SLIDE LABEL: Slide labels show the destination, type of mail, weight
of the pouch, and dispatch office zip code. Place APDS on the reverse
side of the slide label, initial and place in the pouch label holder
REGISTERED MAIL: Bundle the mail using rubber bands and place it
inside the pouch. Small parcels are placed loosely inside the pouch.
Articles that DO NOT fit inside the pouch are dispatched as OSPs on
the manifest
WITNESS: A witness verifies the entries made on the outgoing inside
bill and the sealing of the pouch

Registered Balance and Inventory:

- The PPO signs the DD Form 2261 and has the
Postal Officer or another MPC verify it.
- Daily accountability involves completing a DD
Form 2261 by using receipts received during the

close of business.
- Corrections are not permitted, except in the
heading and Part IV of the form

DIRECTORY MAIL

-Directory service is provided to assist MPC in


delivering mail to personnel, forwarding or
otherwise disposing of mail addressed to
personnel no longer at your command. Early
disposition of mail is the basic purpose of mail
directory.

Each Navy command is required to maintain a


mail directory file of all personnel receiving mail
through the activity regardless of whether the

For commands that operate an MPO, PPOs


provide mail directory service as part of the post
office operation.
- Those that do not have an MPO, and those
receiving mail service through a U.S. civilian post
office must maintain directory files as part of the
unit mail clerk operation or mail orderly system.
- In the agreement between the USPS and DOD,
the DOD agrees to provide directory for
undeliverable as addressed military mail and

Reporting Service Members

-Directory files include every person serviced


including those personnel on temporary duty
(TDY/TAD), those scheduled to arrive; and those
who have recently departed. All personnel
reporting to your command should fill out OPNAV
Form 5110/5, Notice of Change of Address.
- Cards are arranged in alphabetical order, by last
name, in one file regardless of rank or status.
-If last names are the same, then file by first
name and middle initials if necessary
-Directory cards contain, at a minimum, the
individuals (last, first, middle initial), grade,

reason the article would have been Returned to Sender.
- After the 60-day forwarding period has expired and PS
Form 3579s are no longer required to be sent to the
publisher, treat the magazine as waste, unless it bears the
