Who is CIVIC

Our Mission:
• Work with armed actors and civilians in conflict to develop and
implement solutions to prevent, mitigate and respond to civilian
harm.
Our Vision:
• A world where parties to armed conflicts recognize the dignity and
rights of civilians, prevent civilian harm, protect civilians caught in
conflict, and amend harm.
Goal: Global actors embrace and consistently apply a higher standard of civilian

• Opportunities: • Threats:
• 1. Lack of respect for International
• 1. Demand for work on CIVILIAN Humanitarian Law (IHL) by different
protection actors
• 2. Non State Actors deliberately violate
• 2. More conflicts the law. Part of their strategy is to harm
• 3. Donors are ready to fund • 3. High security risk
• 4. Lack of trained personnel at field level
• Young and learning organization (not HQ level)
• 4. Chances for growth • 5. short term funding cycle.
Challenges

• Armed actors not abiding by the International Humanitarian Law (IHL)


• Government not fully implementing the Civilian Casualty Prevention and
Mitigation Policy
• Non State Armed Actors have no regard for IHL
• Data collection of Civilian Casualties is a major issue, because access to most
part of the country is not possible.
• Lack of proper training of ANDSF and OAG on the right use of force
• Indiscriminate targeting of civilians
• Using civilians as human shield.
