DEBATE (FORMAL DEBATE) 5

Formal debate revolves around a speakers list.


The President begins by asking all delegates interested in addressing the other
members to raise their placards.

8. President will then invite the delegates to speak, that is, to


deliver their position paper.

9. The President will allow Countries to freely reply to the


statements made by other countries during the delivery of
the individual position papers. (ie the General Debate)

If a country is expressly named, that country


has a right to reply to the mentioner.

This goes on for two responses:


MENTIONER –REPLY – MENTIONER – REPLY –
MENTIONER.

10.If the time is not yet 3:30pm, the President will then
direct the consideration of clauses.

11. Member states will attempt to get consensus on


every clause proposal and amendment.

12. If the General Assembly is so deeply divided on a


clause the President can call for and put the said clause to
a vote by member states ( which will take place on day 2)

13. At 3:30pm, a country will motion to adjourn the


debate.

INFORMAL DEBATE
(UNMODERATED CAUCUS)
14. The informal meeting will commence at 3:30 and end
at 5:00pm.

In the informal meeting, countries will meet


together as a bloc, led by the VP, and plan for Day
Two.

DAY 2- FORMAL DEBATE


CONTINUED
15. The remaining clauses will be debated upon.

16. After all the clauses on Day 2 and Day 1 are


considered. The problematic clauses that did not
receive consensus will then be voted upon in the
voting period.

After all clauses are considered by the General


Assembly, member states must have consensus on
whether to pass or fail the resolution.

17. If consensus hasn’t been achieved, the resolution


is then put to a vote.

CLOSING OF DEBATE
18. A country will then motion to close the debate.

19. President closes debate

20. The President summarizes the work of the


committee and closes the committee plenary.

21. President will deliver his/her closing speech
