Industry proposed the idea of CEPEA in April 2006 at the 38th
Asean Economic Ministers (AEM) meeting in Kuala Lumpur.

m 10 member-countries of ASEAN, together with Japan,


South Korea, China, India, Australia and New Zealand.

m Aim is virtually to organize multi-regional organization of East
Asian, Indian Ocean and Southeast Asian countries so that it
can enlarge and build up the multi-regional economic
partnership.

m Currently comprehend approximately 3 billion-population and


US$ 9 trillion economic capacity, that is, more than 20 percent
of the world¶ economic output.

ã The Economic Research Institute for ASEAN and East Asia
(ERIA) has been developing the "Comprehensive Asia
Development Plan" in cooperation with the ADB and the
ASEAN Secretariat, as per Japan¶s proposal, since last June.

ã ASEAN is planning to coordinate with the "Comprehensive


Asia Development Plan.´

ã ³Delhi-Mumbai Industrial Corridor´ has already been put into


practice, through the cooperation of Japan and India.

ã At the Mekong-Japan Summit last year (in Tokyo), the
³Mekong-Japan Economic and Industrial Cooperation
Initiative´ was agreed on by leaders.

ã At the ³Indonesia-Japan Joint Economic Forum´, held on Jan


11th, 2010, Minister Naoshima and related Ministersin
Indonesia agreed on the development of the ³Indonesia
Economic Development Corridor.

Project Overview
ã Develop the broad area between Delhi and Mumbai by
connecting industrial estates and ports with Dedicated Freight
Corridor (DFC) and road for the trade and FDI promotion.
ã In January 2008, Delhi-Mumbai Industrial Corridor
Development Corporation (DMICDC) was incorporated to
prepare detailed projects and to coordinate DMIC project
development, finance and implementation.
ã In October 2008, PM Manmohan Singh visit to Japan , the two
leaders agreed on the establishment of the Project
Development Fund(PDF) and the support of the Early Bird
Projects.(Japan:5projects, India: 12projects)

ã Final round of talks on the Comprehensive Economic
Partnership Agreement (CEPA) between the two countries in
progress.

ã India and Japan are committed to a high quality Agreement


that would not only take the bilateral trade and economic
relations to a new height but also bring the two great
democracies closer in harnessing their full potential for a
meaningful strategic partnership in the region.
ã V ia has the following additional arrangements in place:
Î a feasibility study with New Zealand about entry into an
agreement;

plus

multiple additional bilateral agreements between one or more


ASEAN members separately.

effect on 1 January 2010.
