Albay First District

Strategic Environmental
Management
The first district of Albay is
endowed with God-given
kaleidoscope of resources from
ridges, rivers and reefs.
However, for the
past three
decades, these
natural treasures
are deteriorating faster than the efforts
exerted by the local government units to
conserve and preserve them.
To pursue a comprehensive strategy towards
sustainable development the six local
government units in the first district of Albay
forges a strong alliance anchored in the
principle of
ENVIRONMENTAL
LIVABILITY
INTEGRITY
PEOPLE and GOOD
PARTICIPATION GOVERNANCE
in order to work towards common
development goals specifically on Watershed
and Coastal Resource Management.
As good and faithful stewards, it is necessary
to work towards common development goals
specifically on Watershed and Coastal
Resource Management.

This synergy is a critical ingredient to build and


strengthen a sustainable development
platform for the First District of Albay to the
Glory of God.
Objectives:
To collaboratively develop a district-wide
development strategy through watershed-based
approach planning and other applicable
technologies and tested models and as well as
replicable exemplary practices of other local
governments

To adopt the Watershed Development Approach and
its applied sciences in its development initiatives,
policies and economic engagements

To synergistically employ innovative, proactive and
creative measures to address core problems and
issues in order to deliver enhanced services
factoring strong people participation and strategic
public-private partnerships and catalyze an
evolution of community development paradigms
from simple “community participation” to a
“community-managed” platform
