MIS IN INDIAN RAILWAYS

South East Central railway (SECR-INet) & East Central Railway (ECR ITPO )

South East Cent ral Railway (SECR) with its Zonal Headquarters at Bilaspur (CG) has three divisions at Bilaspur, Raipur and Nagpur. Offices of different section in charges are spread over the rail way in Chhattisgarh and part of Maharashtra and Madhya Pradesh. East Central rail way with its Zonal headquarter at Haji pur (BH) has three di visions at Sonepur, Danapur, Samastipur, Mugalsarai and Dhanbad. Offices of different section in charges are spread over the rail way in Bihar and part of Uttar Pradesh and Jharkhand. Since inception, ECR & SECR have been thri vi ng to become an IT-enabled railway. They have taken some maj or steps towards automating the process of decision-making by effecti vely using Information Technology tools such as e-mail, shared folders and various departm ental M IS. Further, ECR & SECR have planned to computerize the entire work flow process of railways to reduce the paper work and quicken the process by e-working.

Infrastructure To meet the IT needs of the zone, huge infrastructure havi ng more than 1000 terminals, 20 servers of various configurations and network spread over the zone covering Zonal and Di visional Head Quarters and fiel d units at 45 other locations are to be covered.
Application s Shared Fol ders e-Tour Program e-Working MIS Im plem entation The vari ous MIS like AFRES, PRIME, PMIS, MMIS, COM IS, IPMS and OSS on a common platform with Central Database Server at BSP had been complet ed successfully. All the applications have gone online by May 2006. ECR & SECR has been the first zonal railway to implement OSS, IPMS and MM IS up to the depot level by connecting all the stores depots to centralised servers. AFRES : Advanced Finance and Rail way Expenditure System Finance and Accounts Department
l AFRES is an integrated system that covers the working of the accounts office at the zone level and at the di vision level. The system handles payments made by the railway and accounts of railway earnings apart from regul ar fi nance and account functions. A number of associated acti vities are also covered. l AFRES is organised into m odul es, each module handling a category of acti vities. The different modul es are Books, Cash & Pay, E-Suspense, Internal Check, Pension, PF and Suspense etc. l Using this module, the details of assets held by Railways can be mai ntained.

PRIME: Payroll and Rel ated Independent Modul E - Personnel Department

l The Payroll & Related Independent ModulEs or PRIME for short is an integrated system that covers all payments to empl oyees and rel ated items of work at the Zonal Headquarters, at the di vision and at the workshop levels. l PRIME software covers data capture for all career events that affect various payments, recoveri es during the servic e of an em ployee. Payments include monthly payroll, leave regularisation and other supplem entary employee claims. This application has interfaces with Advanced Financial & Rail way Expenditure Management System (AFRES).

MMIS: Materials Managem ent Inform ation System Stores and Depot Department
l MMIS is a state-of-art solution tailored to the business requi rem ents of the organisations where procurem ent of material is done centrally and the mat erials are stocked in warehouse spread across at different locations. Materi als Managem ent Inform ation System is an online system for exchange of informati on between vari ous warehouses and cent ral purchas e office. l The aim of the proj ect is to provide system for exchange i nform ation regardi ng avail ability of material, inventory position, receipt / issue of materials to respecti ve consignees as per the requisitions, etc., between workshop, warehouses and central purchase offic e. The 3 Transp ortation Railways ECR-ITPO & S ECR-I Net Case Stud y product is designed on the l atest client server plat form using state-of-art technol ogies and tools and it has extrem ely easy-to-use and intuiti ve GUI. MMIS is a solution consisting of a suite of products like Purchase, Finance, Depot, Sales & Auction, Uniform and A DMIN modul e which are seamlessly integrated.

PMIS: Personnel Managem ent Inform ation System) Personnel Department

l PMIS (Personnel Management Information System) is the system developed to automate all the HR functioning of RA ILWAYS earli er which is done manually. l PMIS eases the pressure of the organisation to check now and then every time, reducing the searchi ng time for any policy formulati on related to HR functioning of the RA ILWAYS. l PMIS is a web-based application that can be easily accessed through any computer through intranet.

OSS Operating Statistical System - Statistical Department

l Operating Statistics System (OSS) is generating the maj or components of annual reports for Rail way Board following the guideli nes of the Manual of Statistical Instructions developed by the Ministry of Railways. l The mai n sources of inputs for the Operati ng Statistics System are Com bined Trai n Report (CTR) and Shunting Voucher (SV). The data obtained from these are compiled with some inputs from stations, sheds, Di visions etc. (Lateral Inputs) and statistical reports are generated.

COMIS COmm ercial Managem ent Inform ation System Commercial Department

COM IS is an integrated package which allows computerisation of all aspects of works relating to functioning of commercial departm ent and enable a seamless flow of informati on across departments, fiel d units and headquarters. l The package covers preparation of passenger earning reports, passenger com plaints and its related reports, public demands and reports, Ticket checking performance reports, commercial cont ract reports, compilation of freight traffic earnings, compilation of station outstandi ng reports etc...

IPMS
Integrated Project Management System Project/Construction Department

* IPMS is an integrated package which allows computerisation of all aspects of work relating to Project Management and enables a seaml ess flow of information across departments, field units and headquarters.
* The package has been devel oped with the obj ecti ve of doi ng away with the present system of manual maintenance of records in the execution of projects by the Construction Organizations of Indian Railways. The networked application would all ow generation, storage and analyses of data rel ating to all aspects of Project Management
